BSNL decided to shut down 160-year-old telegram services from July 15



Smartphones, emails and SMS seem to have pushed the humble telegram service to a quiet corner with the BSNL deciding to discontinue the 160-year-old telegraph service from July 15. Once the main source of quick and urgent communication, the service delivered many happy and sad news to people spread all over the country.
But with the advent of technology and newer means of communication, the telegram found itself edged out. As per a circular issued by Shameem Akhtar, Sr. General Manager (Telegraph Services) Bharat Sanchar Nigam Ltd (BSNL) Corporate office, New Delhi, the telegraph service is to be discontinued with effect from July 15, 2013.

 The circular sent to various telecom district and circle offices as per the instruction of a competent authority denotes that telegram services will be closed from July 15 and as a result all telegraph offices under the management of BSNL will have to stop booking telegrams from that date. The circular has also directed the telecom offices to maintain the log books, service messages, delivery slips only for six months from the date of bookings. However, complaints, press reports and other messages from different consumer forum are to be kept for one year.

Sources at BSNL Delhi said, “We had asked the government to support the service as it was not commercially viable and the government said the BSNL board should decide on it.

We have taken a decision to close the service after consultation with the Department of Posts. They also said that there are better options available,” the sources said.

The BSNL has instructed that surplus telegraph staff members would be deployed to mobile services, landline telephony, broadband services and shifting could take place within the next 3 months. Faced with declining revenues, the government had in May 2011, revised the telegram charges after a gap of 60 years. The telegram charges for inland services was hiked to Rs. 27/50 from Rs. 350, 4/50 earlier.

Two months ago, telegram services for overseas communication was withdrawn by BSNL. Within a short time of BSNL handling telegram services in 1990s, the PSU had a rift with the Department of Posts following which telegrams were accepted as phonograms from various villages and other centres from telephone consumers. This too had restrictions and embargo during certain hours.

Talking to PTI over phone, R. Pattabhiraman, the state secretary of National Federation of Telecom Employees said, “Before taking such a decision, the PSU should have consulted trade unions on the issue of deployment of the so-called surplus employees. There will be many issues and dissatisfaction among staff members when the exercise of shifting staff to some other portfolio or locations is made.

“Similarly, it is not known whether the Government consulted or took the guidance from stakeholders like consumer councils, consumers of telegraph services and judiciary,” he said.

Mr. Pattabhiraman pointed out that Indian courts had accepted only telegrams and telegram receipts as proof of evidence in civil or criminal suits. It was also a handy mode of communication for jawans and armed forces for seeking leave, transfer or joining reports. Similarly, rural India was using telegram services to communicate. Instead of scrapping the service, it should have been handed over to the postal department which was handling the services right from its inception in the 1850s.


R. Shanmugham, a social activist, said stopping a live wire service like this can be decided only by an enactment of a suitable law or amendment.

Sub: Policy for allotment of staff quarters to retired employee -(Amendment)
The policy for allotment of vacant quarters in BSNL to retired BSNL/DOT Employees for their use was issued vides dated 30.12.2011.

Management Committee has approved to amend the existing policy and allow CGMs to allot the vacant staff quarters to the retired BSNL/DOT employees with following additional option to the existing policy for utilization of vacant staff quarters in BSNL issued vide No.482-16/2007-BG (Staff Qrs. ) dated 30.12.2011.
The vacant quarters can be leased out to retired employees for a period of 11 months subject to the condition that the lease deed is registered at the cost of the lessee and the lessee pays four months’ rent advance as security deposit. This will be an additional option for retired employees in addition to existing conditions of allotment. Other conditions of the existing policy shall remain same.”

BSNL Launches Automatic Validity Extension Facility in 5 Prepaid Plans



Bharat Sanchar Nigam Ltd (BSNL) today announced the launch of Auto Renewal facility for customers using Per Second, Per Minute, General, New Nesam Special and Anbujodi Special prepaid plans in Tamilnadu and Chennai circle.
With the launch of this Auto Renewal facility, If sufficient prepaid balance is available in customers account, then the amount of plan validity vouchers will be deducted (only for the customers of the above mentioned 5 plans) and plan validity will be extended as per PV/PCV.
The customer will be informed by an SMS from BSNL regarding the extensions of plan validity by Auto Renewal System and freebies as per the PV/PCVs will be credited in customers account accordingly.

HOW TO CHECK BSNL BROAD BAND USAGE

If you are using BSNL broadband limited plans, then it is wise to monitor your broadband usage to avoid extra payment. So here are three ways to check your bsnl broadband usage.

1)Create a user name and password in 

http://selfcare.sdc.bsnl.co.in/selfcare  

Select the option User Registration(for Existing BSNL Customers)

Here Customer ID is necessary. It will be printed on the telephone Bill.

After creating User name and password in this site, logon using the user name and password. 

Select the option Service.  

My services will be displayed.

You can select the options

Check My Broadband Unbilled Usage Details     

 

2) CHECK CURRENT BSNL BROADBAND USAGE ONLINE

You can check the dataone broadband usage directly at BSNL broadband usage portal website.
Go to this page
Login with your portal id and password. If you don�t have portal id and password, get it by contacting your BSNL Broadband customer care. Phone no 1800-424-1600.
After logging in click on View your Postpaid usage or Prepaid usage based on your dataone broadband plan.
Select Service Broadband
Then select the month to know the your broadband usage



3)GET FREE BSNL BROADBAND USAGE SOFTWARE

Download this software from here and install. This software uses the BSNL broadband usage site data, so you need to have portal id and password.
This software� gives the data in bar chart format. It also� has a broadband usage calculator which shows the cost for additional usage according to your broadband plan etc. This will help you to monitor and control your broadband usage.

4) GET THE BSNL BROADBAND USAGE� WEEKLY ALERT BY SMS

Are you shocked by BSNL broadband usage bills ?
You can register AT  http://bbusage.bsnl.in/  
You can also register yourself for getting free sms alerts on your mobile regarding broadband usage/excess by sending an sms.

5)To check the Broadband Usage of your Account Via SMS

BSNL launches landline phones with video call facility

State-run BSNL, in partnership with SIS Infosystems, today launched telephones with video calling facility which will primarily be used to set up public Video Call Offices by replacing many of the PCOs. 
"We will convert existing Public Call Offices (PCOs) to VCOs with these phones. People will be able to make voice calls to any phone and video calls to any other IP (internet based) phone," BSNL Chairman and Managing Director R K Upadhyay told reporters here. 
He said that most of the revenue of BSNL comes from landline phones and this new services is one of the initiative to increase company's revenue. 
BSNL will charge Rs 3 for 45 second video call made from VCO which will include 30 per cent commission for the franchise owner. 
"There will be no need to use computers for making video calls for user of these video phones," Upadhyay said. 
BSNL's Senior General Manager for Broadband, A K Jain said that around 770 PCOs have confirmed to shift their business to VCOs and the target is to have 10,000 VCOs set-up across the country. 
The service was inaugurated by Advisor to Prime Minister Sam Pitroda who stressed on the use of video phones to reach rural masses. 
"It will bridge the gap between urban and rural India. This will be a platform for growth as this network can be used for purposes like job interview, tele-medicine, tele-education and host of other services," Pitroda said. 
BSNL will provide various categories of VCO franchisees based on the services that a franchisee owners wants to provide. 
SIS officials said that people looking for franchisee will have to pay for VCO devices which starts from Rs 25,000 and will have to sign an agreement for the business. 
An official said VCOs having medical devices attached to it for remote diagnosis of a patient will also be made available. Many other services will be launched shortly for which prices will differ.

BSNL offers 20% special discount to Central and State Government employees and Pensioners on usage and rental charges on Wireless Broadband (WiMAX) Postpaid connections.
 
In order to increasing of broadband services with grace to all serving and retired Central Govt., State Govt. and PSU employees, visually impaired, BSNL staff, BSNL has announced a special discount scheme of 20% discount on usage and rental postpaid wireless broadband services.
BSNL already provided the scheme of 20% discount on usage and rental for WiMAX postpaid connections provided under WI 750 (Limited 4GB upto 2 Mbps) and HOWI 750 (Unlimited-512 Kbps) plans with effect from April 2012, in addition to the same, now BSNL has decided to offer the same 20% discount on usage of rental of WiMAX postpaid connections under plans WI 220, WI 350, HOWI 999, as a promotional measure for 90 days with effect from 1.10.2012.
 
The above said discount schemes should not be clubbed with any other special discount or concession schemes and the discount scheme is not applicable to prepaid plans.
 
The eligible subscribers of BSNL, serving employees must obtain approval from their Head of Department in the prescribed application form.

Pensionary benefits to the employees of BSNL and MTNL

PENSION ISSUES IN MTNL AND BSNL
In Lok Sabha Minister of Communications and Information Technology Shri.Milind Deora said in written reply to the question about the pension benefits for MTNL and BSNL employees on 5.9.2012 that the pensionary benefits to the absorbed employees of BSNL are covered under Rule 37-A of Central Civil Services (Pension) Rules, 1972, and the same are being paid by the Government. The pensionary benefits to absorbed employees of MTNL are being paid by MTNL. MTNL employees Associations/Unions are demanding payment of pensionary benefits by the Government. 
The details of the action taken, with the present status are placed at Annexure-I

LOK SABHA ANNEXURE UNSTARRED QUESTION NO. 3970 DATED 05-09-2012 
MTNL was established on 1.4.1986 and employees were initially transferred to MTNL on deemed deputation and absorbed in MTNL as per their options. The date of absorption for  Group C and D employees was 1.11.1998 whose  pensionary benefits are governed by DOP&PW’s Office Memorandum dated 5.7.1989, whereas the date of absorption for Group A and B employees was 1.10.2000 whose  pensionary benefits  are governed by  Rule 37-A of CCS (Pension) Rules, 1972. 
  
Rule 37-A was notified at the time of formation of BSNL.  The pensionary benefits of Government employees who got absorption in BSNL w.e.f. 01.10.2000 are governed by Rule 37 A of CCS (Pension) Rules, 1972. As per the provisions Sub-Rule 21 of Rule 37-A,  the absorbed employees of BSNL are paid pensionary benefits by the Government. 
  
After the notification of Rule 37-A on 30.9.2000, MTNL employees/Associations have been demanding for similar treatment regarding payment of pension/pensionary benefits as given to BSNL employees.
The matter regarding applicability of Rule 37A to MTNL was considered by Committee of Secretaries    in its meeting held on 14.12.2004 in which it was observed that the issue is well settled and should not be reviewed at this stage on the grounds that there are disparities in pay scales between MTNL and BSNL staff and in majority of the pay slabs, BSNL was given one scale below than MTNL.  Hence, the existing system of payment of pension would continue.
The MTNL Associations/employees are continuously demanding for payment of pensionary benefits to MTNL employees at par with BSNL employees. They are also not supporting for  creation of Pension Fund/Trust as required under the Rules.
The matter was again discussed in a high level meeting during 2007 and accordingly a Cabinet Note was submitted on 23.2.2009. However, due to differences of opinion among the concerned nodal Departments on the issue, it was desired that the difference of opinion may first be resolved in Committee of Secretaries before placing the issue in the Cabinet. Department of Legal Affairs has asked for fresh opinion of nodal Departments. The opinion of Department of Pension and Pensioners Welfare as well as Department of Public Enterprises have since been received. Opinion on Department of Expenditure is still awaited. Further, as per the discussions held in the Parliamentary Committee of Petitions on 11.7.2012, CMD, MTNL is also exploring the possibilities of MTNL employees’ representatives accepting the BSNL pay scales.  In parallel, the groundwork for creation of Pension Fund/Trust for payment of pension to MTNL employees as per Rules/orders has also been initiated by this Department/MTNL.  Being a matter of policy, it is not possible to fix any time-frame.  Meanwhile, the pensionary benefits to absorbed employees of MTNL are being paid by the MTNL.

Soon, you can do video calls, chats/conferencing on your old BSNL land phone connection, a feature which will be facilitated after C-DoT upgrades BSNL's existing telecom infrastructure to the Next Generation Network (NGN) -- a process which has started & expected to complete within a year and a half.

ET talked to AKV Sai Jayram, Group Leader, C-DoT, whose team has been working on this cutting edge technology for a couple of years.

C-DoT has also developed a broadband wireless terminal which can provide broadband speeds faster than 3G networks with very low capital and operational expenditure.

To stop Commercial Communication in you Mobile

Here i'm sharing what i have read in TRAI website. As so many of us may want to Receive some sms from our favorite websites, coaching centres, job notifications etc. but not the disturbing telemarketing calls. 


Customers (landline and mobile) who do not want to receive commercial communications can dial or SMS to 1909 (toll free) and register in either of the two categories:



1.Fully Blocked Category- stoppage of all commercial Calls/SMS
2.Partially Blocked Category- stoppage of all commercial Calls/SMS except SMS from one of the opted preferences



For registering option using SMS, for 'fully blocked category', write "START 0" and send it to 1909. For 'partially blocked category', send SMS 'START' with one or multiple options from the list of seven categories.



There are at present 7 preferences to choose:



1.Banking/Insurance/Financial Products/Credit Cards
2.Real Estate
3.Education
4.Health
5.Consumer goods and automobiles
6.Communication/Broadcasting/Entertainment/IT
7.Tourism.



For example: To receive messages relating to only Health products, then send SMS "START 4" to 1909. Similarly, for receiving messages relating to Real Estate and Education, send SMS "START 2,3" to 1909.




On successful registration, customer will receive an SMS confirming exercised options and a Unique Registration Number within 24 hrs. The registration will be effective within 7 days of placing the request with the service provider. The customers can check the status of their registration by clicking on "Customer Registration Status" in TRAI website.




Customer can also change the preferences after 7 days of registration or the last change of preference.




If customer receives UCC even after 7 days of registration, he can register a complaint with his service provider within 3 days of receipt of such UCC by dialing or sending SMS to 1909. Customers will have to provide the telephone number or header of the message from where the call or message has been received, short description of such call or message along with the date and time.




For complaint through SMS, customer has to send SMS "COMP TEL NO XXXXXXXXXX;dd/mm/yy;Time in hh:mm; short description of Unsolicited Commercial Communication" to 1909. Where XXXXXXXXXX - is the telephone number or header of the SMS, from which the UCC has originated. 



Service Provider will take action on complaint and inform the complainant within 7 days of lodging of complaint. Customers may check registration status of his complaint through the link "UCC Complaint Registration Status" in TRAI wesite. 



Customers not registered with NCPR can also identify the commercial calls because they will all come from numbers starting with '140'. This is a series specially earmarked for telemarketers. 
Also, in order to control the possibility of SMS packages (those allow a very large number of SMS per day) to be used by the telemarketers for sending large number of SMSs from a normal telephone number, a limit of 100 SMS per day per SIM has been laid down under these regulations except on blackout days.



Further, all commercial calls or SMS except the transactional SMSs will be sent to the customers only between 9 AM and 9 PM.

TRAI Launches Telecom Consumers Complaint Monitoring System

Telecom Regulatory Authority of India ( TRAI) today launched a facility to monitor complaints from telecom consumers.

 Called Telecom Consumers Complaint Monitoring System (TCCMS) portal www.tccms.gov.in  , it would facilitate the telecom consumers  in locating the “Consumer Care Number”, “General Information Number” and contact details of the complaint centre and Appellate Authority of their service provider. The portal would also help access the website of their service provider’s complaint monitoring portal to track the current status of their complaints or appeals lodged with their service provider complaint centre or Appellate Authority.


This portal will also help TRAI in monitoring the status of redressal of complaints lodged by the consumers with the service providers.  It is felt that this portal will help enhance the effectiveness of the grievance redressalmechanism.

Trai: One paisa per second plan mandatory


NEW DELHI: The Telecom Regulatory Authority of India (TRAI) has asked all service providers to ensure that they offer their customers atariff plan of one paisa per second along with other offerings.

The regulator in a tariff amendment order said it had become "mandatory" for service providers to offer in each service area at least one tariff plan each for both postpaid and prepaid subscriber with a uniform pulse rate of 'one second'.

"The service providers will be at liberty to offer alternative tariff plans with any pulse rate within the overall ceiling of 25 tariff plans," TRAI said in a statement.

The rates for premium rate services currently levied by service providers are substantially higher as compared to the normal tariff applicable for a two-way communication due to the fact that the charges levied also include the price for content.

Keeping in view the fact that calls and SMS made for participating in competition and voting hardly contain any content, TRAI's Telecommunication Tariff (Fifty First Amendment) Order 2012 also mandated that tariff for such calls and SMS shall not exceed four times of the applicable local call or SMS charges.

The amendment also provides flexibility to service providers to applyrevision in international long distance tariff uniformly for new as well as existing subscribers.

TRAI had issued a consultation paper in October last year on "Certain issues relating to Telecom Tariff" seeking views of stakeholders.

Most of the operators opposed when asked if one standard plan for all service providers particularly for a prepaid subscriber would be relevant in the present scenario of Indian telecom market.

The regulator has also retained the existing cap of 25 tariff plans that can be offered by access service providers including post-paid and pre-paid.

TRAI seeks power to grant telecom licences

It recommends 3 levels in the framework of unified licence
With the Centre yet to finalise the new telecom policy, the Telecom Regulatory Authority of India (TRAI), on Monday, said it should be given the task of granting telecom licences, even as the regulator recommended three levels of unified licence for the telecom sector.
“In the new licensing regime, as the spectrum has been delinked from the licence, it has been recommended that TRAI should be entrusted with the function of granting all types of unified licences,” the telecom sector regulator said while issuing its recommendations on ‘Guidelines for unified licence/class licence and migration of existing licences'.
Similarly, in the framework of unified licence, TRAI has recommended that there will be three levels — national level, service area level and district level. “One time non-refundable entry fee for unified licence shall be (a) Rs.15 crore for national level unified licence; (b) Rs.1 crore for each service area level unified licence except for Jammu & Kashmir and North East Service areas where the entry fee will be Rs.50 lakh each, and (c) Rs.10 lakh for each district level unified licence,” it said in its recommendations forwarded to the Department of Telecommunications.
Notably, in its recommendations on “Spectrum management and licensing framework,” issued in mid-2010, TRAI had recommended that all future licences should be unified licences and that spectrum be delinked from the licence. This was accepted by DoT, which had then asked the regulator for detailed guidelines on the new licensing regime. After discussing with telecom companies and other stakeholders, TRAI has now forwarded its final recommendations that will shape the future course of the Indian telecom sector.
Earlier, DoT used to issue separate licences for separate services, and in case of mobile services, spectrum came bundled with licences. It was in this licence and spectrum allocation process in 2008, massive 2G scam to the tune of over Rs.1.76-lakh crore was allegedly committed under the regime of then Telecom Minister A. Raja. Now, DoT has not only made licence technology neutral but has also delinked it from spectrum; which means that a company can take a licence and is free to offer any service. And for acquiring spectrum, a market-driven mechanism has to be followed.
PTI reports:
Meanwhile, Telecom Secretary R. Chandrashekhar told PTI that DoT would try and speed up the new licensing regime in less than three months. “In normal course, it (approval) takes around three months but we will try to speed up.”
Once approved, telecom companies can apply for telecom licences without owning spectrum and can perform businesses that can be carried out without using spectrum.

BSNL Introduces Tablet computers

BSNL ( Bharat Sanchar Nigam Limited ) has launched three tablets which   includes two 7-inch screen tablet with resistive screen  and it runs on  Android 2.3 operating system, while the third tablet comes with an 8-inch capacitive touch screen but with a higher price.

These tablets are designed keeping in mind the students need , the tablet come with a promotional offer of 3 month free data download. BSNL is also giving 2G sim along with tablet.
Developed by the Noida based company – pantel Technologies. The tablet will be sold at data plans from BSNL at reduced cost. The cost of these tablet will be Rs 3250, Rs 10,999 and Rs 13,500.
Three tablets are:
§  Penta TPAD IS701R
§  Penta TPAD WS704c
§  Penta TPAD WS804c
The cheapest of all three  is Panta Tpad IS 701R  which will cost  Rs 3250. Giving a tough competition to  Aakash, priced at just Rs 2500. However, Tpad has better specifications of the tablet, then the DataWind low cost tablet Aakash .
