GDS WELFARE SCHEMES.............

GDS WELFARE SCHEMES

1.   FINANCIAL ASSISTANCE IN CASE OF DEATH :
At present the Financial Assistance of Rs.7,000/- is payable as immediate death relief as per the orders dated 26-04-2002. The GDS and Casual Workers have been brought at par with Govt. employees vide orders dated 01-06-2000.
(The death relief amount will be enhanced to Rs.10,000 as agreed in the last PSSWB meeting held on 16-05-2012 and orders are  to be released)

2.   FINANCIAL ASSISTANCE IN CASE OF DEATH WHILE ON DUTY :
GDS and Casual labourers / Part time employees due to attack by terrorists / robbers / dacoits while on duty an aggregate amount inclusive of immediate death relief of Rs.50,000/- is admissible as financial assistance to the bereaved family. If dies due to an accident, it will be Rs.6,000/-. If dies due to the attack of anti-social elements, dacoits etc., during non-duty hours it will be Rs.10,000/-.

3.   FINANCIAL ASSISTANCE IN CASE OF NATURAL CALAMITIES, FIRE, FLOOD ETC.,
In case of GDS, the amount of financial assistance is limited to Rs.750/- in cases of natural calamities, fire, floods etc.

4.   FINANCIAL ASSISTANCE FOR THE PURCHASE OF ARTIFICIAL LIMBS
In case of handicapped GDS, financial assistance may be sanctioned for the purchase of hearing aid / artificial limb as per the rules vide letter No.B-12014/6/80/WL dated 04-11-1980.

5.   FINANCIAL ASSISTANCE IN CASE OF PROLONGED ILLNESS / MAJOR SURGERIES:
The financial assistance upto Rs.1500/- can be granted in exceptionally hard cases of prolonged illness in respect of GDS, casual mazdoors and part time employees subject to the conditions indicated below :
(i)The person concerned has put in at least six years' service in the Department.
(ii)The person has been taking treatment in Govt. hospital and produced medical certificates from the hospital concerned.
(iii)Illness is at least two months old.
(The financial assistance will be enhanced to Rs.10,000 as agreed in the  last PSSWB meeting held on 16-05-2012)

6.   SCHOLARSHIP AVAILABLE FOR GDS CHILDREN FROM WELFARE FUND :
The following scholarship fixed for regular employees from welfare fund is also applicable GDS as per the DG(P) No.2-6/89/WL & Sports (P) dated 23-05-1990 with effect from the year 1990-91.
(i)  IIT, AIMS, ITM                        --                         Rs.300/- per month
(ii) Technical Education (Degree)  --                         Rs.225/- pm
     Technical Education(Diploma)-                           Rs.150/- pm
(iii)Non-Technical Degree, BA, B.Sc-                       Rs120/- pm
     B.Com., Degree in Fine Arts
(iv) ITI Certificate course        --                              Rs.450/- pm
(v)  Book Awards for Tech. Edu.      --                      Rs.450/- per year
(vi) School students award:
                  (1) V to VII          --                -Rs.200/- per year
                   (2)IX to XII         --                -Rs.450/- per year
Scholarship for physically handicapped children Rs.45/- per month
(It was agreed to enhance the amount @25% in the last PSSWB meeting held on 16-05-12)

7.   TREATMENT OF PERIOD OF GDS PARTICIPATION IN ALL INDIA SPORTS MEET :
The period of absence of GDS due to participation in All India Postal Sports / Cultural meets will be treated as on duty for the purpose of continuity of their service for grant of ex-gratia gratuity.

8.   SPECIAL CASUAL LEAVE TO GDS FOR DONATING BLOOD :
It was decided to allow payment from the Postal Service Staff Welfare Fund to those GDS who donate blood to recognized blood banks on working days.

9.   ADMISSION OF CHILDREN OF GDS IN KENDRIYA VIDYALAYAS :
Children of GDS are permitted for admission in Kendriya Vidyalayas.

10.                QUANTUM OF AMOUNT PAID AS FLOOD ADVANCE:
It has been decided to enhance the existing limit of Flood Advance of Rs.200/- to Rs.600/- with immediate effect.

11.                GDS TB PATIENTS - FINANCIAL ASSISTANCE :
OPD TB patients admissible for Rs.200/- per month for six months for their nutrition.

12.                FUNERAL EXPENSES FOR GDS DIED IN EXCEPTIONAL CASES :
It is decided to grant Rs.250/-to perform last rites of GDS where there are no relatives, died in departmental premises, out of station while on duty.

13.                ADVANCE FOR PURCHASE OF BICYCLE.
In certain cases, depending upon the availability of funds, the cycle advance of Rs.1500/- may be sanctioned to GDS for the purchase of bicycle for performing delivery work.

These instructions shall apply mutatis mutandis on the Railways also. Rules 51, 57 and 59 of Central Civil Services (Leave) Rules 1972 mentioned in the above OMs correspond to Rules 2, 8 and 10 of Study Leave Rules, under Appendix V of Indian Railway Establishment Code Vol. I., 1985 Edition.

Renewal of Family Planning Insurance Scheme w.e.f 1st January, 2012

Subject : Renewal of Family Planning Insurance Scheme w.e.f 1st January, 2012-reg


The Family Planning Insurance Scheme (FPIS) was adopted as a National Policy complying with the directions of Hon’ble Supreme court to extend benefits to the acceptors of sterilization and was implemented form 29th November, 2005. This insurance policy was being serviced by ICICI Lombard General Insurance Company from 1.1.2011 to 31.12.2011 and has again been renewed with the ICICI Lombard General Insurance Company for a period from 01stJanuary, 2012 to 31st December 2012. The coverage under the renewed Policy is as under:

Total liability of the Insurance Company shall not exceed Rs. 25 crore in a year under Section-I and Rs. 1.00 crore under Section-II.

2. The covered incidences detected in respect of sterilization done w.e.f. 1st January, 2012 shall be filed with State Coordinator of the ICICI Lombard General Insurance Company under renewed Policy- 2012.

3. All claims under the expired Policy – 2011 for covered incidences detected during the period 1st Jan, 2011 to 31st December, 2011 have to be filed with the State Coordinator of the ICICI Lombard General Insurance Company. If not already done, the concerned District Officers may be instructed to file the claims within 90 days of the detection of the incidence under expired Policy-2011. For claims filed under the expired Policy-2011 after 31st March, 2012 and refused by the ICICI Lombard General Insurance Company on this count, the respective CMO /CDMO / CDHMO / DMO / DHO / Joint Director designated for this purpose at the district level shall be held responsible, as there is no provision under Government budget or under the new policy for settlement of such claims. Any court case due to non-filing of claims after 31st March, 2012 would also be the responsibility of the designated district officials.

4. Further, to create awareness for the Scheme, it has also been decided to create awareness through wall painting across the country in all districts and Sub-Division Hospitals. Design as approved by the Ministry, would be got painted by the State in the local language of the state. The funds under IEC in NRHM may be used for this as was done in the preceding year 2011

5. As per directions of Hon’ble Supreme Court, the information regarding number of sterilization done and claims respect of failure, complication and deaths needs to complied on quarterly basis at District and State level. Accordingly, I would request you to kindly instruct the State Nodal Officer for this Scheme to provide above information in the prescribed proforma by 15th of the month for each quarter to this Ministry.

6. Family Planning Insurance Manual-2012 is updated and shall be hosted shortly on the website of this Ministry at mohfw.nic.in under Family Welfare Activities.

7. For proper co-ordination & monitoring of this scheme in your State, a Senior Officer from the Directorate of Family Welfare may be appointed to liaison with Insurer and District officials. The contact details of the State Nodal Officer may be furnished to us at the earliest.

Car and Computer Loan for Central Govt Employees



Features of Car loan:

An advance for the purchase of a conveyance shall not be granted to a Government servant, who has already purchased the conveyance and paid for it, unless the conveyance has been purchased within a period of three months commencing from the date the advance was applied for, and has been paid for by raising a temporary loan. (Rule 18)

A simple interest at rate of 11.5% is payable by the employee for the car loan obtained by him ( Rule 20)



The total amount of advance which may be granted to a Government servant for the purchase of a motor car for the first occasion shall not exceed Rs. 1,80,000 (Rupees One lakh eighty thousand) or eight months' basic pay of the Government servant taken together, or the anticipated price of the motor car, to be purchased by the Government servant, whichever is the least. (Rule 21(1))

The quantum of advance that may be granted on the second or subsequent occasions for the purchase of a motor car shall not exceed Rs. 1,60,000 (Rupees One lakh sixty thousand) or eight months' basic pay of the Government servant taken together, or the anticipated price of motor car to be purchased, whichever is the least. (Rule 21 (2))

Such second or subsequent advances for the purchase of a motor car will be admissible only after four years, reckoned from the date of drawal of the last advance, have elapsed.

Provided that this restriction of 4 years shall not apply in the following cases:

Where an advance had been allowed earlier for the purchase of a motor cycle but it is desired to draw the advance for the purchase of motor car.
Where a Government servant disposes of his motor car in India prior to his posting abroad or deputation/training abroad lasting more than one year and returns to India without a motor car.
Where a Government servant is appointed to a regular post abroad and does not take his motor car along with him.


Repayment:
The amount of advance granted to a Government servant for the purchase of motor car shall be recovered by not exceeding 200 equal monthly installments . The employee may at his option repay more than one installment in a month. (Rule 23)

The EMI (Equal Monthly Installments) will be deducted from the first salary paid after loan is taken. (Rule 24)

Recovery of Interest:
The amount of interest payable for the loan taken shall be recovered in the minimum number of monthly installments after recovery of loan amount. The amount of each such installment being not greater than the amount of the installment fixed under Rule 23. (Rule 25)

The recovery of the amount of interest shall commence from the month immediately following that in which the repayment of the advance for the purchase of a motor car is completed. (Rule 26)
Sale or Transfer
A Government servant shall not sell or transfer a motor car for so long as the amount of advance together with the interest on such amount is not completely repaid, except with the permission of the competent authority. (Rule 27)

Unless Government servant, who is sanctioned an advance for the purchase of a motor car, completes the purchase of, and pays for, the motor car within one month from the date on which he draws the advance, he shall refund forthwith the full amount of the advance drawn together with interest on that amount for one month. (Rule 28)

Agreement and Mortgage Bonds.-A Government servant shall, before he draws an advance for the purchase of a motor car, execute an agreement in Form II of the Compendium, if the advance is granted to him under Rule 17, or in Form III, if the advance is granted to him under Rule 18. On completing the purchase of a motor car, he shall also execute a mortgage bond in Form IV and/or Form V, as the case may be, hypothecating the motor car to the President as security for the advance. (Rule 29)
                                           
Features of Computer Loan:
A Government Employee who is entitled for car loan will also be eligible for Computer loan of amount not exceeding Rs.80,000 (and Rs.75,000 for the second loan) (Rule 21 (5)).


Other Government employees whose pay in pay band is Rs.8560 or more are eligible for computer loan of amount not exceeding Rs.30,000 or anticipated price of Computer whichever is less. Click here to read Office Memorandum No: 12(1)/E.II-A/2008 dated 12.12.2008 for revised eligibility as per 6CPC

Conditions of sanction
The Government servant, who has already drawn an advance for purchase of a personal computer and a period of 3 (three) years has not elapsed from the date of drawal of the earlier advance, shall not be eligible for the grant of second or subsequent advance for the purchase of a personal computer.
The personal computer will be required to be mortgaged in the name of the President and for this purpose Form IV of the Compendium, may be used by substituting the words 'motor vehicle' with the words 'personal computer'. Similarly, Forms of Agreement for drawing an advance for the purchase of motor car may be used by substituting the words 'motor vehicle' with the words 'personal computer'. Make, Model and Chassis No. of the personal computer may be entered in the Mortgage Deed.
An application for the grant of advance for the purchase of a personal computer shall be required to be made in Form VI of the Compendium.
Repayment of computer loan:
The advance sanctioned for the purchase of a personal computer shall be recovered in such number of equal monthly installments as the Government servant may elect, but not exceeding 150.

Total recoveries on account of all advances including computer advance, taken by a Government servant shall not exceed 50% of the total emoluments.
Rate of Interest applicable for Computer loan:
Simple interest at such rates as may be fixed by Government from time to time for the motor car advance shall be charged on advance granted to Government servants for the purchase of personal computer.

All other conditions laid down in this Compendium, regulating the sanctioning of motor car advance will apply to the advance which may be sanctioned for the purchase of a personal computer.
