Railway Board Order for Enhancement in the rate of various allowances again by 25% as a result of enhancement of Dearness Allowance w.e.f. 01.01.2014 & List of Allowance enhanced:-

Sub: Enhancement in the rate of various allowances again by 25% as a result of enhancement of Dearness Allowance w.e.f. 01.01.2014

In accordance with The recommendations of VI CPC, the rates of various allowances admissible to different categories of railway staff were doubled.  The VI CPC while making recommendations in this regard had also recommended that the rates of these Allowances will be increased by 25% every time the Dearness Allowance goes up by 50%. Railway Board accordingly issued instructions in respect of various allowances listed in the enclosed Annexure.

2. Consequent upon the enhancement in the rate of Dearness Allowance to 51% from 01.01.2011 it was reiterated vide Board's letter No. No. E(P&A)I-2011/SP-1/Misc.1 dated 13.06.2011 that the rates of allowances shall increase by 25%.

3. Therate of Dearness Allowance has now been enhanced to 100% w.e.f 01.01.2014.  In order to dispel any doubts that may arise in the Railways, it is clarified that the rates of allowance listed in the enclosed Annexure shall again increase by 25% (on original VI CPC rates prescribed by Ministry of Railways) with Dearness Allowance now again having gone up ;by 50% w.e.f. 01.01.2014

4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
5. There is no change in the other terms and conditions for grant of these allowances.

Reduction of Salary after inter-divisional transfer: Plea for higher pay dismissed by CAT

Chennai: The Madras bench of the Central Administrative Tribunal (CAT) has dismissed the petition of a railway employee who challenged reduction of his salary after inter-divisional transfer.

Petitioner E. Sam Solomon was serving as a station master in Tiruchy division in 2005. On his request, he was moved to Madurai division as the junior most assistant station master and posted to Kumaramangalam railway station in November 2008.

Later, he was declared medically unfit for the post. Hence, he was given alternative appointment as senior clerk in works branch, Madurai, in 2010 and his grade pay salary reduced from Rs 4,200 to Rs 2,800. Sam Solomon prayed to CAT to set aside the transfer order and direct southern railway to accord him relevant grade salary.

In its reply, southern railway stated that the applicant had specifically requested for transfer in the lower scale of pay and based on this, he had been transferred to the Madurai division with appropriate pay scale.

The bench, comprising judicial member K. Elango and administrative member Naresh Gupta, held that the applicant had sought reversion of his pay after promotion and in such a case he cannot continue in the pay scale of the higher post.


The inter-railway or inter-divisional transfer cannot be claimed as a right and such request considered on hardship. If so, such employees must be placed below all existing staff in the relevant grade in the new unit, the bench added.

       Consequent to sanction of an additional instalment of Dearness Allowance vide this Ministry's letter No. PC-VI/2008/117/2/1 dated 25.09.2013. the President is pleased to decide that the rates of Night Duty Allowance, as notified vide Annexures 'A' and ‘B' of Board's letter No. E(P&A)II-2012/HW-2 dated 21.05.2013 stand revised with effect from 01.07.2013 as indicated at Annexure A' in respect of 'Continuous', 'Intensive', 'Excluded' categories and workshop employees, and as indicated at Annexure 'IV in respect of 'Essentially Intermittent' categories.

Major Concessions granted to different categories of persons on Indian Railways

The details  of major concessions granted to different categories of persons on Indian Railways alongwith class and element of concession is given below:
