In order to implement the assurance given by Hon’ble Minister for States, Communications on 22.01.2012 to the staff side, the Postal Board has constituted a high level committee to examine the GDS cases including cash handling allowance and full protection of TRCA. The committee will submit its report within one month, Dept. of Posts Memo No. 5-1/07-WS-I dated 02.02.2012, constituting the committee, is published below: -

Sealed with a kiss is so passé. Now you can send letters with stamps bearing a picture of your face.

The “My Stamp” scheme in Mumbai lets you have your photograph printed on five rupee (10 U.S. cent) stamps. The minimum order a customer can place is for one sheet of 12 stamps.

Mumbai General Post Office, which operates under the country’s central post department India Post, started the initiative Saturday and has attracted more than 700 people so far, officials say. The scheme will run until Feb. 11.
Mumbai Post Office has hired photographers to take customers’ pictures for the stamps, which carry backdrops such as the Taj Mahal, zodiac signs and characters from the Panchatantra fables.

Mumbai is just the latest Indian city to try out the “My Stamp” scheme, which was first introduced at the National Philately Exhibition in New Delhi last February and later launched in the capital and elsewhere, including Lucknow and Pune.

“We followed a holistic approach wherein we tied the announcement with the inauguration of the Kala Ghoda Arts Festival in the city and spread the word,” said Abha Singh, director at Mumbai GPO, who described the response as “terrific.”
Seminars on philately and heritage walks of the GPO, which is located in the city’s Fort area and dates back to 1794, were some of the initiatives tied to the launch.

“Things like Facebook have overtaken letter-writing and thus interest in philately has also waned. We hope to popularize the hobby in the modern age,” Ms. Singh said, adding that while volumes of personalized mail have gone down, business mail – including bills and credit card statements — have remained high despite the advent of email.
“There is a certain kind of romanticism attached when a letter to your dear one bears a stamp with your picture. It is more powerful than words,” she said.

“What could be more better than having your own photo as a stamp and being able to use it just the way you use an ordinary stamp,” added Basti Solanki, president of the Pune-based International Collectors’ Society of Rare Items. Mr. Solanki has been collecting Indian stamps for 25 years.
Mr. Solanki added that a friend had more than 1,000 stamps printed for his wedding invitations. “The guests were obviously surprised. It also added a personal touch to the cards.”

According to a new report by U.K.-based Oxford Strategic Consulting, India has one post office per 7,651 citizens and its postal service ranks sixth among emerging countries in terms of delivery efficiency.
The top ranked emerging market postal operator is Correios Brazil, which is ninth overall, followed by Russia Post, the consultancy firm says. The U.S. Postal Service is currently the top performer overall.

Gist of Cadre Restructuring Proposal of Income Tax approved by DOPT

Mumbai, Feb 11.2012: The Department of Personnel & Training has at last cleared the Cadre Restructuring proposal Income Tax Department. There has been a reduction of 398 posts in the Group-A cadres up to the level of DCIT.
The proposal in   respect of Gr.B & Gr.C has been cleared by the Department of Personnel & Training without any changes.
Now the cadre restructuring proposal is expected to go to the Group of Secretaries and then to the Cabinet for clearance. Once it is passed by the Cabinet, the additional posts created will be allocated charge-wise and notification will be issued.
Promotions/recruitment will take place subsequently.

Symptoms:•You are surfing the internet or are engaged any type of Internet activity when suddenly all your Network activity goes to hault. You can still see the Internet connected icon in the tray but you cannot surf, browse or do anything.

•You get an error message something like "Generic Host Process for Win32 Services has encountered a problem and needs to close. We are sorry for the inconvenience."
•Error message reporting about faulting netapi32.dll and svchost.exe.
•You try to disconnect your Internet because of no activity observed but the Internet icon wont disappear.


Solution:Follow these two simple steps and your problem will be solved

STEP 1:Close Port 445:
1. Click Start menu, and then click Run .
2. In the small box that Opens, type: regedit then click the OK button.
3. Registry Editor will open.
4. Locate the following key in the registry:
HKEY_LOCAL_MACHINE->System->CurrentControlSet->Services->NetBT->Parameters
In the right-hand side of the window find an option called TransportBindName.
Double click that value, and then delete the default value, thus giving it a blank value.

STEP 2:Close Port 135:
1.Then go to the following registry key:
HKEY_LOCAL_MACHINE->Software->Microsoft->OLE
2. You will see there is a String Value called: EnableDCOM
Set the value to: N (it should currently be Y)
3. Close the Registry Editor. Shutdown and Restart your computer.

And the PROBLEM is gone

Concession to re-employed in Government Service : Payment of Travelling Allowance

Subject:    Concession to persons re-employed in Government Service : Payment of Travelling Allowance- reg.
References have been received whether the Travelling Allowance (TA) admissible to pensioners re-appointed to Govt. service, under SR 107 of FR & SR Part II    (Travelling Allowance Rules) includes TA in respect of family of the pensioner and other TA entitlements which a serving Government official is normally entitled to on transfer.
 2.              The matter has been considered and it has been decided that pensioners re-employed to posts, where holding of a post under the Central Government is a pre¬ requisite for such re-employment or where the Recruitment Rules of the post to which the pensioner is re-employed provides this as one of the qualifications, would be entitled to Travelling Allowance subject to the following:-

i)               The entitlement for Travelling Allowance would be with reference to the post last held and the last pay drawn under the Government, at the time of retirement.

ii)              The provisions of SR 116 of the TA Rules, as admissible to Govt. officials on transfer in public interest, would be applicable.

iii)                  Unless provided for in the terms & conditions of the post where the pensioner is re-employed, if ‘TA on Retirement’ has already been claimed by the reemployed pensioner from the ofice/organization from where he has retired/superannuated, no additional TA would be admissible on expiry of the term of his re-employment. If the re-employed pensioner has not claimed ‘TA on Retirement’ within six months of his retirement and he is re-employed under the Central Govt. before the expiry of six months from his date of superannuation/retirement, he can claim ‘TA on Retirement’ after expiry of the term of his re-employment, with reference to the post held at the time of retirement and pay last drawn at the time of retirement, in terms of Gol Order No. 2 below SR 147. In such an event, the ‘TA on Retirement’ would be reimbursed by the office/organization from where the reemployed pensioner had retired/superannuated.

3.              Past cases, already settled would not be re-opened.
