Subject:Revision of rates and guidelines for reimbursement of expenses on purchase of Hearing Aids under CS(MA) Rules. 1944 and CGHS- regarding
With reference to the above mentioned subject the undersigned is directed to refer to the Office memoranda of even No. dated 17.11.2006 and 28.10.2002 and OM Nos. S.14025/36/93/MS dated 26.03.94 and 17.08.1999 and to state that on the basis of recommendations of an Expert Committee, it has been decided to revise the rates and guidelines for hearing aids to be reimbursed under CS (MA) Rules, 1944 and CGHS.
2. The revised ceiling rates fixed for various types of Hearing Aids (for one ear) are as under:
Body worn / Pocket type
Rs. 2,500/-
Analogue BTE
Rs. 7,000/-
Digital BTE
Rs. 20.000/-
ITC/CIC
Rs. 25,000/-
The cost of hearing aid shall include all Taxes including VAT and shall carry 3’ year Warranty.
The cost of Analogue BTE /Digital BTE / ITC / CIC type hearing aid shall also include the cost of ear mould.
3. Beneficiaries covered under CS(MA) Rules. 1944 JCGHS shall be eligible to obtain hearing aid after the same has been recommended by a Government E.N.T. Specialist on the basis of audiometric and audiological assessment. ENT Specialist shall specify the type of hearing aid most suited for the beneficiary.
4. The permission to procure hearing aid shall be granted by Chief Medical Officer in- charge of CGHS Wellness Centre in case of CGHS pensioner beneficiaries and by the Head of Department /Office in case of serving employees and CGHS beneficiaries of Autonomous Bodies on the basis of recommendation of a Government Specialist and an undertaking that the beneficiary has not been reimbursed the cost of hearing aid in the preceding Five years.
5. Reimbursement claim shall be submitted to CGHS through CMO i/c of concerned dispensary by CGHS Pensioner beneficiary in the prescribed medical reimbursement claim form along with a photo copy of CGHS card, original bill of the Hearing aid and original copy of the permission letter. In case of other beneficiaries, the medical claim shall be submitted to the concerned Ministry/Department / Office. Reimbursement shall be limited to the ceiling rate or actual cost of the hearing aid, whichever is less.
6. Record of permissions granted for procurement of hearing aids shall be maintained by CGHS in respect of pensioner CGHS beneficiaries and by concerned Ministry / Department/Office in respect of other beneficiaries.
7. Replacement of hearing aid may be permitted after 5 years on the basis of
condemnation certificate issued by a technical expert and on approval of a Government ENT Surgeon. Maintenance and repair wilt be the responsibility of the beneficiary.
8. These orders shall supercede all the earlier orders issued on the subject.
9. The revised rates and guidelines shall come into force from the date of issue and shall be valid for a period of two years or till further revision, whichever is earlier.
10. This issues with the concurrence of Integrated Finance Division vide Dy.No. 5894 dated 19.03.2012 of the office of AS&FA, Min. of Health &Family Welfare.

Oxford to take Indian school toppers


Kharagpur,  March   24, 2012(IANS): The hallowed Oxford University has decided to allow the toppers of ISC and CBSE exams direct entry to its undergraduate courses from the academic session of 2013, a senior university official said.
Oxford, an internationally-renowned university, with outstanding academic achievement and innovation.
The vice chancellor professor of Oxford, Andrew Hamilton in a press conference at IIT- Kharagpur Friday expressed his happiness over the decision to allow toppers of India to have their undergraduate courses in Oxford University.
“We want to draw the best students from India to Oxford. It has been decided that we will accept Class XII examinationresults for all undergraduate courses at Oxford,” said Hamilton.
Earlier Indian students needed to appear for their A-levels, SATs or the International Baccalaureate as the criteria for getting admitted in the undergraduate courses at Oxford.
Under the new rule, the university will now make conditional offers of entrance to those students who acquire more than 90 percent in the CBSE and ISC exams. An Indian aspirant who opts for the science course in Oxford at the undergraduate level may also need to take the Indian IIT entrance examination.

Railway Employees to get one increment at par with Central Government Employees



In line with the orders issued by Ministry of Finance for grant of one increment in the pre-revised pay scale to nullify the anomaly in respect of central government employees who were in receipt of pre-revised increment between February 2006 to June 2006, Ministry of Railway has also issued a similar order for grant of one annual increment to railway employees who were due to get their annual increment between February to June during 2006.

As per Railway Board’s order in this connection, in exercise of the powers available under RS(RP) Rules, 2008, the President is pleased to decide that in relaxation of stipulation under Rule 10 of these Rules, those Railway employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 1.1.2006 in the pre-revised pay structure on 1.7.2006 as per Rule 10 of RS(RP) Rules, 2008. The pay of the eligible employees may be re-fixed accordingly.

Sub: Railway Service (Revised Pay) Rules, 2008 – Date of next Increment in the revised pay structure under Rule 10 of the RS(RP) Rules, 2008.
In accordance with the provisions contained in Rule 10 of the RS(RP) Rules, 2008, there will be a uniform date of annual increment, viz, 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st January, 2007.

2. The Staff Side has represented on this issue and has requested that those employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 01.01.2006 in the pre-revised scale.
3. Validity Of Cheque/Draft/Pay Orders/Banker’s changed To 3 Months Instead Of 6 Months



From April 1st 2012 onwards validity of Cheque /Draft/Pay orders/ Banker's Cheque will be three months instead of 6 months.A circular issued by the Reserve Bank of India has asked all banks to implement the new rule from April 1, 2012. It has asked banks to notify holders of such instruments of the change in practice by printing or stamping on the cheque leaves, drafts, pay orders and banker's cheques issued on or after April 1, 2012,
The new rule come into force because that some unscrupulous people were circulating the cheques as cash for close to six months, thereby creating a tradeable instrument which was never intended under the RBI rules
Banking circles said the move could lead to some practical problems for individuals, particularly if they were not aware of the new rule that would come into effect next year. “People should not only present their cheque in time, but also ensure that if they are receiving a cheque from a company for a service rendered, the date should be checked,” a banker said.
