SpeedNet_3.1.2(15122011) Patch-3 dated 26/04/2012

THIS PATCH IS A MUST TO BE EXECUTED AT ALL OFFICES using BNPL and Collection Agent Module.
(To update the Base Value of Speed post tariff for One India - One Rate Scheme in BNPL and CA Module)

NOTE: There is already provision in the SpeedNet Module for revising the latest Rate of the Service Tax
            under the  Supervisor Login:
            BNPL--> BNPL Configuration --> Miscellaneous Charges --> Service Tax option. 
     
All offices have to add the entry for new Service Tax rate of 12% effective from 01.04.2012.

This patch is released to provide the following:

  Flexibility is provided to close EPP Bag containing FRBs with  X series/CF series barcode until it is
  confirmed that all Circles have procured CF barcodes for EPP Bags containing FRBs.

Those who are using speednet3.1.2_15122011 but not used the Patch2, can directly upgrade with Patch3

I: Upgrade the DB first with DBscript file.

1. Take Full Backup of POSPCC DB

2. Execute the DB Script through Script Tool.exe. 

3. On Successful upgradation of DB, go to Step II.

II. Now copy the Dlls, SNT and EXE:
===================================

1. Copy all the Dlls , SNT and the Exe file from the folder and copy the same
   into C:\Program Files\SpeedNet folder ( default installation folder)

   NOTE: There is also CollectionAgent.exe for which read step III.

2. Register all the Dlls.

3. Execute the BNPLDataCorrection.exe file which is already there in SpeedNet folder.


Now you may please run speedNet and confirm successful login.

III. For Offices having Collection Agents:

1. After doing the upgradation for Patch-3, generate Configuration File for each Collection Agent and send
  it to CA for updation in his/her system.

2. Along with the Configuration file, send the latest CollectionAgent.exe file included in the Patch-3 release
   and ask the CAs to overwrite the CollectionAgent.exe file in their systems
   (default path: C:\Program Files\Speednet Collection Agent\).

Researchers claim quantum computer breakthrough

Australian scientists along with other international team claim to have designed a tiny crystal, made of just 300 atoms, capable to run a quantum computer so powerful that it would take a computer of the size of the known universe to match it. According to ABC report, the details of the ion crystal which has been designed by Australia, South Africa and US, have been published in the journal Nature today. "We've surpassed the computational potential of this system relative to classical computers by something like 10 to the [power of] 80, which is 80 orders of magnitude, a really enormous number," the University of Sydney's Michael Biercuk said.
Quantum computing is a kind of information science that is based on the notion that if one performs computations in a fundamentally different way than the way your classical desktop computer works, there's a huge potential to solve a variety of problems that are very, very hard or near impossible for standard computers, he said.
Biercuk added, "If you wanted to think how big a classical computer would need to be in order to solve this problem of roughly 300 interacting quantum particles, it turns out that that computer would need to be the size of the known universe - which is clearly something that's not possible to achieve".
He said that the central element is something like a millimetre in diameter, 300 atoms that are suspended in space.
"But of course everything depends on a huge amount of technical infrastructure around it. So there are vacuum chambers and pumps and lasers, and all of that takes up something like a room.
"The quantum computer will move to a stage where it is so far out in front and performing such complex tasks it will be difficult to check if it is working accurately.
"They're not easily checked by a classical computer which opens a whole variety of problems," Biercuk said.

Bill extends time limit for quota to SC/ST, OBCs in Central institutions

The Rajya Sabha on Thursday passed a crucial Bill that extends the time limit from three to six years for providing reservation to the Scheduled Castes, the Scheduled Tribes and the Other Backward Classes in the Central education institutions.
The Bill also seeks to add a proviso that if there are Central educational institutions in a tribal area, the State seats in those institutions shall have reservation for the SCs, the STs and the OBCs. The State seats refer to seats allocated for eligible students of the State in which the Central educational institution is situated.
The Central Educational Institutions (Reservation in Admission) Amendment Bill, 2010, was adopted by voice vote after Human Resource Development Minister Kapil Sibal assured members that the 27 per cent reservation for the OBCs would be fully implemented in the Central institutions well within the three years' extended time period. Besides, 27 per cent for the OBCs, the national policy provides for reservation of 15 per cent seats for the SCs and 7.5 per cent seats for the STs.
The Bill says that if the total number of reserved seats exceeds 50 per cent then there shall be no reservation for the OBCs and the total percentage of reserved seats shall be reduced to 50 per cent in all areas except the specified north-east region.
The implementation of the Act, took effect from 2008 calendar year, says the amended Bill and thus, the time frame has been extended till 2014.
Some of the Central Educational Institutions, particularly medical institutions and the Delhi University, found it difficult to adhere to the time limit of three years for creation of requisite physical and academic infrastructure owing to various reasons beyond their control, the Minister explained.
The Principal Act (the Central Educational Institutions (Reservation in Admission) Act, 2006), requires institutions to increase the total number of seats in such a manner that the number of unreserved seats (general category) is not reduced due to reservation for OBCs.
This was based on the number of seats available for general category before the Act was passed.
The Principal Act states that in case the Central government decides that a Central educational institution is not able to increase the seats to its annual permitted strength due to financial, physical or academic limitation, it may allow such institutions to increase the seats within three years. The Bill increases the time period to six years.
It states that reservation of seats shall begin in 2007, while the new Bill amends this to 2008. Thus, the time-frame has been extended to 2014 from 2010.
Responding to demands for increasing the percentage of reservation and provide it in accordance to the population of communities, Mr. Sibal said the Bill concerns concerned only the Central institutions and States were free to take decisions on increasing reservation in state institutions as such.
“If required, States can make more reservations. You talk to your Chief Ministers. This Act only applies to the Central education institutions,'' he told members from Tamil Nadu and Orissa.

Justice Bhandari elected to ICJ

India's nominee Justice Dalveer Bhandari of the Supreme Court was on Friday elected to the post of Judge of the International Court of Justice (ICJ) in the elections held in New York, United States.
Justice Dalveer Bhandari defeated the 84-year-old Justice Florentino Feliciano of the Philippines in the elections held to fill the casual vacancy following the resignation of Awn Shawkat Al-Khasawneh from Jordan in October 2011. He will have six-year tenure. He is eligible for re-election for a second term of nine years at the end of the present term.
Justice Bhandari expressed his happiness on being elected to the ICJ. He said he secured 122 out of 197 votes in the General Assembly and 13 out of 15 votes in the Security Council.
He will be the third Asian representative in the 15-member ICJ. As per Article 8 of the ICJ statute the General Assembly and the Security Council elect a judge for the ICJ.
In the past, Sir Benegal Rau (1950s), Dr. Nagendra Singh (1970-80s) and Justice R.S. Pathak (1988-90), former Chief Justice of India, had served as Judges of the ICJ. Two persons served as ad hoc Judges namely: M.C. Chagla in a dispute with Portugal in the 1950s and Jeevan Reddy in a dispute with Pakistan in 2002.
The ICJ is the principal judicial organ of the United Nations. It consists of 15 Judges who serve for nine years. Out of 15 Judges, the distribution is 3 for Africa; 2 for Latin America; 3 for Asia; 5 for Western Europe and other States and 2 for Eastern Europe.
At present, among the 15 Judges on the Bench of ICJ, two representatives from Asia are: Hisashi Owada from Japan, who is also the president, and Xue Hanqin from China.
Supreme Court lawyer Mohan Katarki, an expert in international law and water disputes and one who is familiar with the working of the ICJ, told The Hindu “election of an Indian nominee to the ICJ with a proven judicial background may help in strengthening the institutional competence to handle complex disputes on environmental or ecological issues in the era of climate change possibility.”
Vast experience
Justice Bhandari (64) has vast experience in international law and is familiar with the working of the U.N. organisations. On April 21, 2009, he delivered the Key Note address on “Transnational Enforcement of Intellectual Property Rights” at the 5th International Judges Conference on Intellectual Property Law organised by the Intellectual Property Owners Education Foundation at Washington DC, U.S.A. He was nominated as a Member of “3rd High Level Indo-Australian Legal Forum Meet” held on 9th - 10th November, 2011 at New Delhi which consisted of Chief Justices, Judges, Attorney Generals from India and Australia.
He has been selected as one of the 16 most illustrious and distinguished alumnus in the 150 years (1859-2009) history of the Northwestern University School of Law, Chicago, U.S.A.
He was unanimously elected as President of the India International Law Foundation in 2007. He is continuing in that position. Justice Bhandari, who is due to retire in September, will have to resign as a judge of the Supreme Court to take up his new assignment.

Agent Commission on Savings Schemes

The payment of commission to agents of Public Provident Fund (PPF) Scheme and Senior Citizens Savings Scheme has been discontinued, with effect from 1st December, 2011. Commission under all other schemes (except MPKBY Agents) has been reduced from 1% to 0.5%. However, commission to Mahila Pradhan Kshetriya Bachat Yojana (MPKBY) agents will continue at the existing rate of 4%.

The Committee set up by the Government for comprehensive review of National Small Savings Fund (NSSF) had, inter-alia, recommended rationalization of commission rate structure. Based on the recommendations, the Government has decided to reduce/ abolish the agency commission, the main, intention for which is to make these schemes more investor centric than agent centric. Market linked rates to investors, market linked interest rates on loans to States and Centre and viability of NSSF can only be ensured if the administrative cost of NSSF, of which this commission is a part, is brought down and the benefit of market alignment of rates is passed on to the investor rather than burdening the structure with higher administrative costs. To this effect, the decision of Government is pro investor and also keeps in mind the interest of agents where required.
