OFFICE MEMORANDUM

Sub: Exemption of Transport Allowance from the purview of Income Tax- Enhancement of exemption limit from Rs. 800/- to Rs. 3200/- plus D.A. thereon.
The undersigned is directed to draw the attention of the Ministry of Finance (Department of Revenue) Central Board of Direct Taxes towards para 5.2(10) (i) at page 14 of their circular No. 05/2011 dated 16.08.2011 wherein it has been specified that the transport allowance granted to an employee to meet his expenditure for the purpose of commuting between the place of his residence and the place of duty is exempt to the extent of Rs. 800/- per month.

Representations are being received in the Ministry of Railways from various federations of Railways. The Federations have represented that Transport Allowance was introduced with the concept of providing financial support to the Central Government Employees who incur considerable amounts for their day-to-day travel from their residence to the work place. This had materialized based on the recommendations of the V CPC which introduced Transport Allowance in 3 slabs at the rate of Rs.100. Rs.400 and Rs.800, based on the classification of the cities/towns under Urban Agglomeration Act. Further, a prerequisite was introduced to allow this facility for those who stay beyond 1 km radius from the place of work.

A decision was taken to equate such allowance on par with normal Travelling/Daily Allowance and these amounts have also been exempted from computation of annual income and exempted from the purview of Income Tax vide Income Tax (Eighth Amendment) Rules, 1995 notified vide F.No.142/9/95-TPL dt. 7-7-1995.
The VI CPC, while reviewing the system of grant of Transport Allowance has recommended to enhance the same from Rs.100 to Rs.800,  Rs.400 to Rs.1600 and Rs.800 to Rs.3200, for Pay Bands 1 to 4 respectively. The City Compensatory Allowance was Withdrawn. It was also recommended to provide the coverage of DA. to Transport Allowance as per increase in the Consumer Price Index.
Ministry of Finance are therefore requested to include the request of the Railways for taking due action for enhancing exemption of Transport Allowance from the purview of Income Tax from Rs. 800/- to Rs. 3200/- plus DA Thereon.

India Post Stall at the Philately Exhibition organized by Sri Lanka Post

Colombo, 13 October, (Asiantribune.com):
India Post participated in the Philately Exhibition organized by Sri Lanka Post from 6 -10 October 2012 to mark the World Post Day celebrated across the world every year on 9 October.
A two member delegation from India Post led by Mrs. Meera Handa, Deputy Director Department of Posts, India participated in the Philately Exhibition by exhibiting some of the iconic stamps issued by India Post over the years.
There was also a sales counter to sell some of the recently issued Indian Stamps, First Day Covers and Miniature Sheets.
The Miniature Sheets on 2550 years of Mahaparinirvana of the Buddha, the stamp on Mahatama Gandhi printed on Khadi cloth, the first day covers issued on the Hundred Years of Civil Aviation in India and the London Olympics were some of the issues which received wide appreciation from a cross section of philatelists, members of the public and a large number of School children who visited the India Post stalls during the period.
The India Post delegation also appreciated the support received from Sri Lanka Post and Secretary, Ministry of Postal Services, Government of Sri Lanka, in facilitating the exhibition and sale of Indian stamps. Sri Lanka Post, Ministry of Postal Services, Government of Sri Lanka, had issued a special postal stamp in the denomination of Rupees 5 and a First Day Cover on 7 May 2011 to commemorate 150th birth anniversary celebrations of Nobel Laureate Rabindranath Tagore.
The two sides also agreed to participate in similar events in the future and to work towards release of joint stamps to mark important occasions in the multi-faceted and dynamic India-Sri Lanka relationship.

RTI not at the cost of privacy: Manmohan

    “Frivolous, vexatious use of RTI Act serves little productive social purpose, is a drain on public resources”Prime Minister Manmohan Singh on Friday called for maintaining a “fine balance” between the Right to Information (RTI) and the right to privacy, the latter of “which stems out of the Fundamental Right to Life and liberty. The citizens’ right to know should definitely be circumscribed if disclosure of information encroaches upon someone’s personal privacy.”He announced that the government was considering the “issue of [enacting] a separate legislation on privacy” — an expert group, headed by the former Chief Justice of the Delhi High Court, Justice A.P. Shah, was working on it.Dr. Singh’s views on an individual’s privacy are significant, coming in the wake of recent statements made by Union Ministers in support of Robert Vadra, Congress president Sonia Gandhi’s son-in-law, following RTI activist Arvind Kejriwal’s accusations against the dealings of the company owned by Mr. Vadra with housing major DLF. They had termed it as “an issue between two private individuals.”The Prime Minister, who was inaugurating the seventh annual convention of Information Commissioners here, said: “There are concerns about frivolous and vexatious use of the [RTI] Act in demanding information, the disclosure of which cannot possibly serve any public purpose. Sometimes, information covering a long time-span or a large number of cases is sought in an omnibus manner with the objective of discovering an inconsistency or mistake which can be criticised. Such queries, besides serving little productive social purpose, are also a drain on the resources of the public authorities, diverting precious man hours that could be put to better use.”Dr. Singh also spoke of there being concerns regarding possible infringement of personal privacy while providing information under the RTI Act. He wanted the convention’s delegates to address issues like how much information entities set up in the Public Private Partnership mode should be obliged to disclose under the RTI Act. “Blanket extension of the Act to such bodies may discourage private enterprises from entering into partnerships with the public sector entity. A blanket exclusion on the other hand may harm the cause of accountability of public officials.” 
     
    Constructive Dr. Singh said he believed that everyone shared a responsibility to promote a more constructive and productive use of the RTI Act. “This important legislation should not be only about criticising, ridiculing, and running down public authorities. It should be more about promoting transparency and accountability, spreading information and awareness and empowering our citizen,” he said.There was also a need to change perceptions about the RTI. It should not be viewed as an irritant, “but something that is good for us collectively,” the PM said. 
     
    Role of an umpire”Chief Information Commissioner Satyananda Mishra felt excessive “judicialisation” of Information Commissions would deprive them of a flexible style of functioning. The approach of the Commissions, he said, had always been to act as an umpire standing right on the field along with the players, and not to sit on a pedestal and pronounce oracles.

Subject:. Board level posts and below Board level posts including Non-unionised supervisors in Central Public Sector Enterprises (CPSEs)- Revision of scales of pay w.e.f. 01.01.1997 – Payment of IDA at revised rates regarding.
In modification of this Department’s O.M. of even No. dated 09.07.2012, the rate of DA payable to the executives of CPSEs (1997 pay revision) may be as follows:

These rates may be made applicable in the case of IDA employees, whose pay have been revised with effect from 01.01.1997 as per DPE O.M. dated 25.06.1999.
2. All Administrative Ministries / Departments of the Government of India are requested to bring the foregoing to the notice of the CPSEs under their administrative control for action at their end.
