RList 3.0 updated

The system date format must be dd/mm/yyyy when you use RList and RODak. Else the booked RLs will not be displayed.The validation of date format could have solved this problem. Now this is fixed.The updated RList will detect the date format and convert to dd/mm/yyyy and you need not worry about the date format.

CGHS empanelled Hospitals – Removal of Jain Hospital, Jagriti Enclave, New Delhi from the CGHS List

Based on inspection conducted Jain Hospital, Jagriti Enclave, New Delhi, which was one of the CGHS empanelled Hospitals, it was found that the Hospital was not following the prescribed CGHS norms. Accordingly, a ‘Show Cause Notice’ was issued to Orthonova Hospital, on 20th November, 2012 seeking clarifications on the deficiencies pointed out by the inspection team for which the reply received from Orthonova Hospital, was not found to be satisfactory.
Hence, it was decided by Department of Health and Family Welfare, Ministry of Health and Family Welfare to remove Jain Hospital, Jagriti Enclave, New Delhi to remove from CGHS Empanelled Hospitals list with immediate effect till further orders.

ORDER
Sub: Removal of Jain Hospital, Jagriti Enclave, New Delhi from the list of Hospitals/Diagnostic Centres empanelled under CGHS – reg.
CGHS vide its O.M  No. S. 11011/23-2009-CGHS D.II/Hospital Cell(Part I) dated 7.10.2010 issued a list of private hospitals and diagnostic centres empanelled under CGHS, wherein Jain Hospital, Jagriti Enclave, was empanelled for Neurology & Neurosurgery.
2. An inspection of Jain Hospital, Jagriti Enclave, New Delhi was carried out on 23rd October, 2012 by a team of officers led by Additional Director, CGHS (HQ). After a thorough inspection, it was found that the Hospital was not following the prescribed CGHS norms and guidelines to serve the CGHS beneficiaries in accordance with the terms and conditions of empanelment under CGHS. The inspection team concluded that as per the existing infrastructure and manpower position of the hospital, as observed during the inspection, the hospital is not in a position to provide quality healthcare services to CGHS beneficiaries. Accordingly, a ‘show Cause Notice’ was issued to Jain Hospital, Jagriti Enclave, New Delhi on 20th November, 2012 seeking clarifications on the deficiencies pointed out by the inspection team. The reply received from Jain Hospital has been examined and it has not been found satisfactory.
3. Therefore it has been decided to withdraw the empanelment of Jain Hospital, Jagriti Enclave New Delhi with immediate effect till further orders. The hospital shall no longer be a part of the CGHS empanelled list of hospitals/centers. However, patients, if any, already admitted prior to the issue of the orders, shall be provided treatment and discharged within seven days from the issue of this order.
4. This Order shall be effective from the date of its issue.

डाकघरों का आधुनिकीकरण और विविधीकरण.


संचार एवं सूचना प्रौद्योगिकी राज्‍य मंत्री डॉ. श्रीमती किल्‍ली क्रुपारानी ने बताया कि सरकार ने देश के सभी डाकघरों का नवीनतम सुविधाओं आदि के साथ आधुनिकीकरण करने का निर्णय लिया है। उन्‍होंने राज्‍य सभा में एक प्रश्‍न के लिखित उत्‍तर में बताया कि डाक विभाग ने प्रोजेक्‍ट ऐरो के माध्‍यम से अपने डाकघरों के लुक एण्‍ड फील को सुधारने का निर्णय लिया है। चरणबद्ध तरीके से समूचे देश में विभागीय डाकघरों का आधुनिकीकरण करते हुए इस परियोजना की शुरूआत की गई है जिसका उद्देश्‍य उन डाकघर प्रचालनों में स्‍पष्‍ट, उल्‍लेखनीय, असाधारण सुधार लाना है जो आम आदमी से संबंधित है। इसका उद्देश्‍य डाकघर प्रचालनों के साथ-साथ उस परिवेश का व्‍यापक सुधार करना है जिसमें डाक का लेन-देन किया जाता है। पिछले तीन वर्षों के दौरान प्रोजेक्‍ट ऐरो शामिल के तहत डाकघरों की संख्‍या निम्‍नानुसार है :
2009-10 – 500 डाकघरों कवर किए गए
2010-11 – 530 डाकघर कवर किए गए
2011-12 – 206 डाकघर कवर किए गए
डाकघरों की सूची अनुबंध पर है उन्‍होंने बताया कि अतिरिक्‍त राजस्‍व का सृजन करने हेतु विभाग डाकघरों में कार्यकलापों का विविधीकरण कर रहा है जो एक सतत प्रक्रिया है। आईटी प्रोजेक्‍ट के तहत स्‍थापित आई टी प्‍लेटफार्म नए उत्‍पादों एवं सेवाओं को समर्थन देगा। अन्‍य संगठनों को उत्‍पाद एवं सेवा देने के लिए इसके विशाल नेटवर्क के प्रयोग हेतु इसके सभी कार्यकलापों में विविधीकरण किया गया है, जैसे -
1. रेलवे आरक्षित टिकटों की बुकिंग।
2. आधार कार्डों के लिए यूआईडी नामांकन/वितरण।
3. चिन्हित डाकघरों में पासपोर्ट फार्मों की बिक्री।
4. चिन्हित डाकघरों में उपयेागिता बिलों में स्‍वीकार करना।
5. डाकघर बचत बैंक के माध्‍यम से मनरेगा लाभार्थियों को मजदूरी वितरण।
6. ग्रामीण मूल्‍य सूचकांक डाटा का एकत्रीकरण – इस तरह से एकत्रित डाटा को सांख्यिकी एवं कार्यक्रम कार्यान्‍वयन मंत्रालय को इलेक्‍ट्रॉनिक रूप से पारेषित किया जाता है।
7. डाकघर बचत खातों तथा मनीआर्डर के माध्‍यम से राज्‍य सरकारों द्वारा भुगतान की जाने वाली वृद्धावस्‍था पेंशन का भुगतान।
8. सोने के सिक्‍कों की बिक्री।
9. डाकघरों इत्‍यादि के माध्‍यम से नई पेंशन स्‍कीम का प्रावधान।

               As per Government of India orders on Downsizing of Central Government Services, Screening Committee for filling up/aboliotion of posts was constituted in the year 2001 and Annual Direct Recruitment (ADR) plan was approved by the Screening committeefor each year from 2001 to 2008.  Screening Committee cleared only 1/3rd vacancies for direct recruitment and balance 2/3rd posts were ablished as per its recommendations.
               Accordingly Department of Posts abolished 2/3rd vacant posts from 2001 to 2004.  Regarding the abolition of 2/3 rd vacant posts from 2005 to 2008, Postal Department & Communication Ministry requested Finance Ministry to grant exemption to Department of Posts from abolishing the vacant posts from 2005 to 2008, as it is an operative Department dealing with the general public and customers.  2/3rd posts earmarked for abolition from 2005 to 2008 are kept vacant (but not abolished) pending decision of the Finance Ministry.
               The ban on recruitment was lifted and the Screening Committee was abolished in the year 2009.  Government of India issued orders to fill up all vacant posts for the year from 2009 onwards.  Accordingly, Department of Posts, issued orders to fill up all vacancies for the year 2009 and 2010.  Orders are also issued to fill up all vacant posts for the year 2011 and 2012.  But, at the same time, Directorate issued clear instructions to all Chief PMGs that posts kept vacant for the year from 2005 to 2008 should not be filled up under any circumstances but should be kept vacant. (for abolition).
          Finance Ministry has now made it clear that no permission or exemption will be granted to any department including Department of Posts to fill up the posts kept earmarked for abolition as per the Screening Committee recommendations.  Accordingly Department of Posts has now issued orders to abolish all the 2/3rd vacant posts (Total 17093 posts for four years) for the year 2005 to 2008.
