Govt appoints Bharat Bhushan Pandit as Deputy CAG of India


(PTI): The government today appointed Bharat Bhushan Pandit as the deputy Comptroller and Auditor General in the office of the Comptroller and Auditor General of India.
The government on Monday appointed Bharat Bhushan Pandit as the deputy Comptroller and Auditor General in the office of the Comptroller and Auditor General of India.
Pandit has been appointed in the pay scale equivalent to secretary of the Government of India with fixed monthly income of Rs 80,000, a government statement said.
He will audit work of ministries of railways, defence, post and telecommunications.
Pandit was earlier additional deputy at the CAG and he looked after audit of states — Andhra Pradesh, Gujarat, Madhya Pradesh, Orissa and Punjab.
Pandit is a 1977 batch Indian Audits and Accounts Service officer.
Before joining the apex audit body, he worked as the director general, defence audit, member-secretary, audit board and accountant general, Madhya Pradesh government.

The “Humble” Post Card: The Ordinary “People’s” Communication Mode



One of the leading humor writers in Malayalam – Shri N Goplakrishnan – has defined a cardiologist as one who writes letters only on post “cards”! He describes himself as one of the leading cardiologists in his home town!
            There is a little magazine in Malayalam called “Innu” (meaning “today”) which is published only as a letter card. It has now entered the 30th year of its publication, with the letter card being posted more than 10,000 subscribers all over the world!!
            Here follows a collection of facts concerning the post card, the letter card and the art and science of Deiltology.

The Post Card
            In official terms, the post card can be defined as a type of open communication written on a card of prescribed size. The common dimensions of the card are 14  × 9 cm.
Post cards are commonly available in two varieties – either as a single card for just sending a communication or as a set of two attached cards – one for the outgoing communication and the other for the receiver of the card for immediately sending a reply. The replier cannot delay the return communication since the card has already been paid for by the initiator of the correspondence!
One of the little known information about the post card is that they can be used for transmission within India only. An individual or institution can also print cards for communication of messages among their staff or consumers. Such privately manufactured post cards should also follow the dimensions of the official post cards. They should not be thinner or more flexible than an embossed post card, and they should have the same size and thickness of embossed post card.

OBSERVE INTERNATIONAL WOMEN’S DAY IN A BEFITTING MANNER



It is 8th March –; the International Women’s Day that is being observed all over the world. The women who constitute half of the human population continue to be the victims of liberalization policies on the one hand and male chauvinism and feudalistic outlook in the society at large on the other. Even the so called economically liberated women are not fully liberated socially. The much talked about legislations on empowerment of women are yet to take off in our country ,despite  campaigns unleashed by the enlightened women organisations in frequent intervals.

The women employees in different sectors, where their general problems are being tackled through the organised  trade union movement, face several women specific problems on which the trade union leadership are not sensitised so far. The most serious problem that the women employees face and suffer silently is the sexual harassment by fellow workers in general and the officers in particular. Trade unions must take up this issue seriously and ensure that women committees as envisaged by the DOPT.

The women employees who constitute more than 20 to 40 percent depending upon the places of work, are yet to be unionised fully. Except for payment of union subscriptions and occasionally attending union conferences to elect the leaders of the associations and unions,  seldom  they are encouraged to take part in other day to day work of the trade unions.

There are States like West Bengal and Kerala where women organisations are constituted by the class conscious trade union movement. Such initiatives are needed elsewhere also. Even in All India Federations and Associations such Mahila Committees are only in the formative stages.


Taking into all these aspects, the Confederation called upon the Affiliates to organise women Committees.  The Confederation  convened its all India Women meet at Kolkata. The Kolkata convention elected an all India Women Committee. The said Committee has   been mandated to bring about such committees all over the country..

The International Women’s Day is coming up in this particular backdrop. The All India Women Sub- Committee headed by Comrades  Gita Ghoshal Chair Person and C.P.Shobana Convenor has already called upon the entirety of the Confederation Affiliates to organise special women conventions, seminars and other types of organisational activities with specific reference to mobilisation of women employees working in CG Departments.

Confederation Headquarters calls upon the State Committees and the Affiliates of Confederation to observe the International Women’s Day on March 8th in a befitting manner by implementing the call of the Women Committee of Confederation.

Tax exemption to those with income up to Rs 5 lakh? No taxpayer can avail this


                                          The previous year, just a few weeks before the tax return deadline of 31 July, the Central Board of Direct Taxes (CBDT) exempted those with an income of up to Rs 5 lakh from filing returns. But, as ET Wealth pointed out, the conditions were so restrictive that no one was eligible for the exemption.
For instance, you were eligible for the exemption if you had reported the interest income from your


 
 savings bank account to your employer and tax had been duly deducted on that income. The CBDT had announced this at the end of June 2011, when most companies had already finished preparing the Form 16s of their employees.
The CBDT has woken up early this year. Last month, it announced a similar exemption for the current financial year as well. But the conditions are no less impractical than they were in 2011.
No income from investments
The exemption is for salaried taxpayers who have income only from salary and the interest from their savings bank account. Surely, a person earning Rs 30,000-40,000 a month would have invested in fixed deposits, recurring deposits, bonds and other investments as well. This includes tax saving investments in NSCs, infrastructure bonds and tax saving fixed deposits.
If the taxpayer puts money in any of these options, he would also earn interest from these investments, which will disqualify him for the exemption from filing returns. Only a person who has no tax saving investments and lets all his money idle in a savings bank will be eligible.
Investors in property also won’t make the cut. If they have any rental income, they are not eligible. Even if their second house is lying vacant, they will have a notional income from the property.
Practical difficulties
Even if the taxpayer has no income other than his salary and the bank interest, there is a practical difficulty. The interest on a savings bank account is credited to the account on a half-yearly basis. The interest from October 2011 to March 2012 will get credited after 31 March. But since it accrued this year, tax will have to paid on it right now.
However, the CBDT says that to avail of exemption from filing his return, the taxpayer should have declared his bank interest to his employer. It should be mentioned in the Form 16 and tax should be deducted on it. To do this, the taxpayer will have to estimate the interest income on the basis of his bank balance in the past 5-6 months.

Solution:  Open Point of sale server folder..take a backup of COUNTER.MDB AND SafeCounter.mdb to a safe place.
Delete Counter.mdb from point of sale folder, Rename SafeCounter.mdb to COUNTER.MDB
           Paste Safecounter.mdb from that folder where we have took a backup.

OFFICE ORDER

Subject:- Recognition of National Federation of  Postal Employees and Federation of National Postal Organizations in the Department of Posts.

The undersigned is directed to convey the approval of the Competent Authority to the recognition of federations namely. (i) National Federation of Postal Employees; and (ii) Federation of National Postal Organisations, in the Department of Posts, in terms of instructions contained in O.M. No.2/14/98-JCA dated 3rd July 2002 of the Ministry of Personnel, Public Grievances and Pension, Department of Personnel and Training.

2. The recognition so granted to the Federations is on the basis of membership of their affiliated but recognized associations of regular employees, secured during the reverification of membership carried out by the Department, in the wake of the judgement dated 06.01.2009 of Madras High Court given in WP No. 4704-4707/1999. The Department's Office Order No. 17/9/2007-SR dated 27.03.2008, vide which the federations were recognized on provisional basis, stands withdrawn

3. The federations granted recognition vide this Office Order will please note that it is subject to fulfillment of all terms and conditions contained an O.M. dated 3.7.2002 ibid and the observations of the Department of Personnel & Training conveyed vide Departments letter No. 6-2/2002-SR (Vol-II) dated 24.04.2007, and is liable to be withdrawn any time if the above guidelines are not satisfied. Further the recognition of NFPE will be subject to the final outcome of the WP. No. 3299/2007 pending before High court of Judicature at Jodhpur.
