Central Government Employees, Pensioners set to get 7% DA hike

NEW DELHI: Reeling under the impact of diesel price hike and high inflation, the 80 lakh central government employees and pensioners are likely to soon get seven per cent increase in Dearness Allowance.
The proposal to increase the DA from 65 per cent to 72 per cent is likely to be taken up by the Union Cabinet tomorrow, sources said.
The decision, which would benefit about 50 lakh of employees and 30 lakh pensioners of the central government, comes in the backdrop of government increasing the diesel price by Rs 5 per litre and retail inflation crossing the double digit mark.
The hike, once approved, will be effective from July 1, 2012, and the employees would be entitled for arrears from this date.
The government had increased DA last in March this year from 58 per cent to 65 per cent, which was effective from January 1, 2012.
The government periodically hikes the DA, which is linked to consumer price index for industrial workers. The consumer price index(CPI) based on movement in retail prices, soared to 10.03 per cent in August, from 9.86 per cent in July.
In order to protest against the hike in diesel prices, coupled with the decision to operationalise the FDI in multi-brand retail, the opposition parties have called for a nation-wide strike today.

2) CHECK CURRENT BSNL BROADBAND USAGE ONLINE

You can check the dataone broadband usage directly at BSNL broadband usage portal website.
Go to this page
Login with your portal id and password. If you don�t have portal id and password, get it by contacting your BSNL Broadband customer care. Phone no 1800-424-1600.
After logging in click on View your Postpaid usage or Prepaid usage based on your dataone broadband plan.
Select Service Broadband
Then select the month to know the your broadband usage



3)GET FREE BSNL BROADBAND USAGE SOFTWARE

Download this software from here and install. This software uses the BSNL broadband usage site data, so you need to have portal id and password.
This software� gives the data in bar chart format. It also� has a broadband usage calculator which shows the cost for additional usage according to your broadband plan etc. This will help you to monitor and control your broadband usage.

4) GET THE BSNL BROADBAND USAGE� WEEKLY ALERT BY SMS

BSNL launches landline phones with video call facility

State-run BSNL, in partnership with SIS Infosystems, today launched telephones with video calling facility which will primarily be used to set up public Video Call Offices by replacing many of the PCOs. 
"We will convert existing Public Call Offices (PCOs) to VCOs with these phones. People will be able to make voice calls to any phone and video calls to any other IP (internet based) phone," BSNL Chairman and Managing Director R K Upadhyay told reporters here. 
He said that most of the revenue of BSNL comes from landline phones and this new services is one of the initiative to increase company's revenue. 
BSNL will charge Rs 3 for 45 second video call made from VCO which will include 30 per cent commission for the franchise owner. 
"There will be no need to use computers for making video calls for user of these video phones," Upadhyay said. 
BSNL's Senior General Manager for Broadband, A K Jain said that around 770 PCOs have confirmed to shift their business to VCOs and the target is to have 10,000 VCOs set-up across the country. 
The service was inaugurated by Advisor to Prime Minister Sam Pitroda who stressed on the use of video phones to reach rural masses. 
"It will bridge the gap between urban and rural India. This will be a platform for growth as this network can be used for purposes like job interview, tele-medicine, tele-education and host of other services," Pitroda said. 
BSNL will provide various categories of VCO franchisees based on the services that a franchisee owners wants to provide. 
SIS officials said that people looking for franchisee will have to pay for VCO devices which starts from Rs 25,000 and will have to sign an agreement for the business. 
An official said VCOs having medical devices attached to it for remote diagnosis of a patient will also be made available. Many other services will be launched shortly for which prices will differ.

Cabinet Approves National Policy on Information Technology 2012 Policy Aims to Leverage ICT to Address Nation’s Developmental Challenges

The Cabinet has recently approved the National Policy on Information Technology 2012. The Policy aims to leverage Information & Communication Technology (ICT) to address the ountry’s economic and developmental challenges. The policy is rooted in the conviction that ICT has the power to transform the lives of people.
ICT and Electronics are contributing significantly to the Indian economy, society and governance. IT is a key driver of the knowledge based global economy. The right policies and investment in infrastructure can strengthen and enhance India’s position as a global IT power-house. Use of IT can transform our economy, enhance equity and lead to improvement in development indices. The Policy envisages the growth of the IT market to USD 300 Billion and creation of additional 10 million employments by 2020. 
The thrust areas of the policy include: 
1. To increase revenues of IT and ITES (Information Technology Enabled Services) Industry from 100 Billion USD currently to 300 Billion USD by 2020 and expand exports from 69 Billion USD currently to 200 Billion USD by 2020. 
2. To gain significant global market-share in emerging technologies and Services. 
3. To promote innovation and R&D in cutting edge technologies and development of applications and solutions in areas like localization, location based services, mobile value added services, Cloud Computing, Social Media and Utility models. 
4. To encourage adoption of ICTs in key economic and strategic sectors to improve their competitiveness and productivity. 
5. To provide fiscal benefits to SMEs and Startups for adoption of IT in value creation 
6. To create a pool of 10 million additional skilled manpower in ICT. 
7. To make at least one individual in every household e-literate. 
8. To provide for mandatory delivery of and affordable access to all public services in electronic mode. 
9. To enhance transparency, accountability, efficiency, reliability and decentralization in Government and in particular, in delivery of public services. 
10. To leverage ICT for key Social Sector initiatives like Education, Health, Rural Development and Financial Services to promote equity and quality. 
11. To make India the global hub for development of language technologies, to encourage and facilitate development of content accessible in all Indian languages and thereby help bridge the digital divide. 
12. To enable access of content and ICT applications by differently-abled people to foster inclusive development. 
13. To leverage ICT for expanding the workforce and enabling life-long learning. 
14. To strengthen the Regulatory and Security Framework for ensuring a Secure and legally compliant Cyberspace ecosystem. 
15. To adopt Open standards and promote open source and open technologies 
The policy attempts to optimally leverage India’s global edge in ICT to advance national competitiveness in other sectors, particularly those of strategic and economic importance. The Policy will promote an inclusive and equitable society. The Policy is oriented towards use of ICT to consciously promote decentralization and empowerment of citizens. 
The Policy will be notified in the Gazette shortly. Detailed proposals for individual initiatives will be formulated in consultation with the concerned Ministries.

GDS WELFARE SCHEMES.............

GDS WELFARE SCHEMES

1.   FINANCIAL ASSISTANCE IN CASE OF DEATH :
At present the Financial Assistance of Rs.7,000/- is payable as immediate death relief as per the orders dated 26-04-2002. The GDS and Casual Workers have been brought at par with Govt. employees vide orders dated 01-06-2000.
(The death relief amount will be enhanced to Rs.10,000 as agreed in the last PSSWB meeting held on 16-05-2012 and orders are  to be released)

2.   FINANCIAL ASSISTANCE IN CASE OF DEATH WHILE ON DUTY :
GDS and Casual labourers / Part time employees due to attack by terrorists / robbers / dacoits while on duty an aggregate amount inclusive of immediate death relief of Rs.50,000/- is admissible as financial assistance to the bereaved family. If dies due to an accident, it will be Rs.6,000/-. If dies due to the attack of anti-social elements, dacoits etc., during non-duty hours it will be Rs.10,000/-.

3.   FINANCIAL ASSISTANCE IN CASE OF NATURAL CALAMITIES, FIRE, FLOOD ETC.,
In case of GDS, the amount of financial assistance is limited to Rs.750/- in cases of natural calamities, fire, floods etc.

4.   FINANCIAL ASSISTANCE FOR THE PURCHASE OF ARTIFICIAL LIMBS
In case of handicapped GDS, financial assistance may be sanctioned for the purchase of hearing aid / artificial limb as per the rules vide letter No.B-12014/6/80/WL dated 04-11-1980.

5.   FINANCIAL ASSISTANCE IN CASE OF PROLONGED ILLNESS / MAJOR SURGERIES:
The financial assistance upto Rs.1500/- can be granted in exceptionally hard cases of prolonged illness in respect of GDS, casual mazdoors and part time employees subject to the conditions indicated below :
(i)The person concerned has put in at least six years' service in the Department.
(ii)The person has been taking treatment in Govt. hospital and produced medical certificates from the hospital concerned.
(iii)Illness is at least two months old.
(The financial assistance will be enhanced to Rs.10,000 as agreed in the  last PSSWB meeting held on 16-05-2012)

6.   SCHOLARSHIP AVAILABLE FOR GDS CHILDREN FROM WELFARE FUND :
The following scholarship fixed for regular employees from welfare fund is also applicable GDS as per the DG(P) No.2-6/89/WL & Sports (P) dated 23-05-1990 with effect from the year 1990-91.
(i)  IIT, AIMS, ITM                        --                         Rs.300/- per month
(ii) Technical Education (Degree)  --                         Rs.225/- pm
     Technical Education(Diploma)-                           Rs.150/- pm
(iii)Non-Technical Degree, BA, B.Sc-                       Rs120/- pm

(iv) ITI Certificate course        --                              Rs.450/- pm
(v)  Book Awards for Tech. Edu.      --                      Rs.450/- per year
(vi) School students award:
                  (1) V to VII          --                -Rs.200/- per year

7.   TREATMENT OF PERIOD OF GDS PARTICIPATION IN ALL INDIA SPORTS MEET :
The period of absence of GDS due to participation in All India Postal Sports / Cultural meets will be treated as on duty for the purpose of continuity of their service for grant of ex-gratia gratuity.

8.   SPECIAL CASUAL LEAVE TO GDS FOR DONATING BLOOD :
It was decided to allow payment from the Postal Service Staff Welfare Fund to those GDS who donate blood to recognized blood banks on working days.

9.   ADMISSION OF CHILDREN OF GDS IN KENDRIYA VIDYALAYAS :
Children of GDS are permitted for admission in Kendriya Vidyalayas.

10.                QUANTUM OF AMOUNT PAID AS FLOOD ADVANCE:
It has been decided to enhance the existing limit of Flood Advance of Rs.200/- to Rs.600/- with immediate effect.

11.                GDS TB PATIENTS - FINANCIAL ASSISTANCE :
OPD TB patients admissible for Rs.200/- per month for six months for their nutrition.

12.                FUNERAL EXPENSES FOR GDS DIED IN EXCEPTIONAL CASES :
It is decided to grant Rs.250/-to perform last rites of GDS where there are no relatives, died in departmental premises, out of station while on duty.

13.                ADVANCE FOR PURCHASE OF BICYCLE.
In certain cases, depending upon the availability of funds, the cycle advance of Rs.1500/- may be sanctioned to GDS for the purchase of bicycle for performing delivery work.
