The Family Planning Insurance Scheme (FPIS) was adopted as a National Policy complying with the directions of Hon’ble Supreme court to extend benefits to the acceptors of sterilization and was implemented form 29th November, 2005. This insurance policy was being serviced by ICICI Lombard General Insurance Company from 1.1.2011 to 31.12.2011 and has again been renewed with the ICICI Lombard General Insurance Company for a period from 01stJanuary, 2012 to 31st December 2012. The coverage under the renewed Policy is as under:

2. The covered incidences detected in respect of sterilization done w.e.f. 1st January, 2012 shall be filed with State Coordinator of the ICICI Lombard General Insurance Company under renewed Policy- 2012.

3. All claims under the expired Policy – 2011 for covered incidences detected during the period 1st Jan, 2011 to 31st December, 2011 have to be filed with the State Coordinator of the ICICI Lombard General Insurance Company. If not already done, the concerned District Officers may be instructed to file the claims within 90 days of the detection of the incidence under expired Policy-2011. For claims filed under the expired Policy-2011 after 31st March, 2012 and refused by the ICICI Lombard General Insurance Company on this count, the respective CMO /CDMO / CDHMO / DMO / DHO / Joint Director designated for this purpose at the district level shall be held responsible, as there is no provision under Government budget or under the new policy for settlement of such claims. Any court case due to non-filing of claims after 31st March, 2012 would also be the responsibility of the designated district officials.

4. Further, to create awareness for the Scheme, it has also been decided to create awareness through wall painting across the country in all districts and Sub-Division Hospitals. Design as approved by the Ministry, would be got painted by the State in the local language of the state. The funds under IEC in NRHM may be used for this as was done in the preceding year 2011

5. As per directions of Hon’ble Supreme Court, the information regarding number of sterilization done and claims respect of failure, complication and deaths needs to complied on quarterly basis at District and State level. Accordingly, I would request you to kindly instruct the State Nodal Officer for this Scheme to provide above information in the prescribed proforma by 15th of the month for each quarter to this Ministry.

6. Family Planning Insurance Manual-2012 is updated and shall be hosted shortly on the website of this Ministry at mohfw.nic.in under Family Welfare Activities.

7. For proper co-ordination & monitoring of this scheme in your State, a Senior Officer from the Directorate of Family Welfare may be appointed to liaison with Insurer and District officials. The contact details of the State Nodal Officer may be furnished to us at the earliest.

The Department of Science and Technology (DST), Ministry of Science and Technology, Government of India awards Scholarship for Higher Education(SHE) under Innovation in Science Pursuit for Inspired Research (INSPIRE) to the students who are within the top 1% at Class XII examination conducted by the Board during the academic session ending March/April 2012.

The candidates of Central Board of Secondary Education, Delhi who have passed Class XII examination 2012 and are within top 1% (Cut-off score- 471 marks excluding 6th Additional subject) are eligible for the scholarship.

Letters to eligible Candidates along with “Advisory Note to the Candidate for Eligibility in Scholarship for Higher Education (SHE) Component under INSPIRE Scheme” have been sent to the school form where they studied Class XII during the academic session ending March/April 2012. The candidates may collect the same from the school Principal.

Performance in top 1% in Class XII Board Examination and enrolment into education in Basic and Natural Science courses at B.Sc./Integrated M.Sc. or M.S. levels qualify automatically for scholarship for Higher Education of GOI valued at Rs. 80,000 per year for five years.

If enrolled into Bachelor or Integrated Master’s level programmes in Basic and Natural Science courses (like Mathematics or Statistics or Physics or Chemistry or Life Sciences (Botany and Zoology), in any University or College in India recognized by UGC, India the candidate is advised to register for Scholarship for Higher Education (SHE) through on-line registration at http://www.inspire-dst.gov.in/requirement.html or through an application to the Department of Science and Technology http://www.inspire-dst.gov.in/inspire-advertisement.pdf by downloading the application and attaching this Advisory Note and avail the eligibility for scholarship.

Passport office to work on Saturday, Sunday to clear backlog

To ensure prompt delivery of passports, the postal department has been roped in.
NEW DELHI: The TOI campaign on the passport logjam has made the government put reforms on the fast track. In an unprecedented move, the ministry of external affairs on Thursday announced a 'Passport Mela' this weekend at many PSKs countrywide - the kendras will remain open on Saturday and Sunday and people can just walk in, without an appointment. This practice will continue till the entire backlog has been cleared.
In a special briefing to TOI, Raghavendra Shastry, adviser to external affairs minister S M Krishna, gave details of fresh measures that are expected to address the concerns raised by the people - and reported by this newspaper to help make the new passport application process smoother and transparent.
The ministry has also reviewed the online appointment process, and from Friday, an additional 30% slots are being released. This will take the number of daily slots in the capital from 1,650 to 2,050. Moreover, appointments will now be given for up to 30 days instead of 15. "This way, we believe we will be able to process 6 lakh applications in the country this year," said chief passport officer and joint secretary in MEA Muktesh Kumar Pardeshi.
"We have taken the suggestions given by TOI seriously and want people to know that we are working hard on them. There has been a huge backlog of applications due to the holiday rush, which is why we are having this passport mela. MEA is doing it for the first time in the country. This will help us smoothen the service in about six weeks from now," said Shastry.
"We will entertain walk-ins only on weekends. And people need not form queues early in the morning. They can come anytime after 10am," said Basant K Gupta, additional secretary, consular passport & visa division, MEA.
The ministry has reiterated its promise of revisiting its website. "There has been a lot of confusion over the passport application website. The older site, www.passport.gov.in is no longer functional but people have been visiting it. Therefore, we are going to redirect traffic from there to our functional portal, www.passportindia.gov.in. We are also going to prepare a fresh list of documents required for applying under various categories. There will be no ambiguity in %the process anymore," Gupta said.
Does this mean that there will be no more surprise demands for additional documents by PSKs? "Yes. TCS staff will no longer decide what documents are needed. Now, only government officials will check if all documents are in place and if anything else is required," said Gupta.
So far, the applicants who were turned back by PSKs for lack of documents had to try their luck again with %the online appointment system to book a slot. "This will not happen anymore. If there is any requirement of a document, an applicant will be given three days to return with the papers," Pardeshi said. 
To ensure prompt delivery of passports, the postal department has been roped in. "The postman will be given an incentive of Rs 50 per delivery. He will call up or send an SMS before coming to ensure that the passport is delivered to the person to whom it is issued," said Raghavendra Shastry, advisor to minister of external affairs.
He said that the system will be implemented across the country and S M Krishna will personally write to all state chief ministers to ensure implementation of the revised rules.
  
Apart from Delhi, passport melas will be held at the following places: RPO, Koramangla, and PSKs at Sai Arcade, Lalbagh, Mangalore and Hubli in Bangalore; RPO and PSKs at Nelson Manickam Road, Saligramam, and Tambaram in Chennai; RPO and PSKs at Begumpet, Ameerpet, Toli Chowki, Vijayawada, Tirupati and Nizamabad in Hyderabad; RPO and PSKs in Lucknow, Kanpur, Varanasi, and Gorakhpur; and passport office at 14 Mall Road in Amristar.

CBSE CCE (Continuous and Comprehensive Evaluation) – Explained

Central Board of Secondary Education (CBSE) formulated CCE (Continuous and Comprehensive Evaluation) method for its students from Class I to X in the year 2009 and started implementing the same in a phased manner. Kendriya Vidyalaya Sangethan, a Central Government Body which runs schools all over India under CBSE curriculum introduced from Class III to X from the academic session 2010-11.
Continuous and Comprehensive Evaluation refers to a system of school based assessment that covers all aspects of student’s development.

It emphasizes two fold objectives.  Continuity in evaluation and assessment of broad based learning.
With a view to reduce examination pressure to students, the significant change made in the CCE is implementation of optional Board Examination for X std.  There will be only school conducted exam at the end of academic year for students of Senior Secondary Schools who are appearing for Class X and who do not wish to move out of the CBSE system. If a student studying in a SeniorSecondary School can prefer to attend Board Examination in respect of X std, if he wishes so. However, students who are studying in secondary schools in which no classes for XI and XII are conducted all the students must appear for Board Examination in respect of X std.
