RELEASE OF REVISED MNOP SCRIPT DATED 23.02.12


Release of Revised MNOP Script 

It is decided to keep both POS and SpeedNet MNOP Updation Script at a single point download. This script has to be used at all the offices using POS and SpeedNet.
Based on the latest Sorting Extract / Orders received from the Directorate and IC Hub Data received from Circles, the Revised MNOP Script is released and the details of the releases are as follows.
This script will contain the entire Hub Master data as per the requirement /modifications - including all the previous revisions. This document shows only the latest revisions.

Troubleshooting: Timeout Expired

The "Timeout expired" error commonly occurs when an instance of the SQL Server Database Engine is not running, when the server name was typed incorrectly, or when there are network problems or firewalls.

In SQL Server Management Studio this error appears as:

"Cannot connect to <servername>."
"Timeout expired. The timeout period elapsed prior to completion of the operation or the server is not responding. (Microsoft SQL Server, Error: -2)"
From sqlcmd, possible timeout errors include:
"SQL Network Interfaces: Error Locating Server/Instance Specified"
"Sqlcmd: Error: Microsoft SQL Server Native Client : Client unable to establish connection."
"Sqlcmd: Error: Microsoft SQL Server Native Client : Login timeout expired."
"Could not open a connection to SQL Server"

"An error has occurred while establishing a connection to the server. When connecting to SQL Server, this failure may be caused by the fact that under the default settings SQL Server does not allow remote connections."


Typical Causes of This Error

Cause
Resolution
Server name was typed incorrectly.
Try again with the correct server name.
The SQL Server service on the server is not running.
Start the instance of SQL Server Database Engine.
The TCP/IP port for the Database Engine instance is blocked by a firewall.
Configure the firewall to permit access to the Database Engine.
Database Engine is not listening on port 1433 because it has been changed, or because it is not the default instance, and the SQL Server Browser service is not running.
Either start the SQL Server Browser service, or connect specifying the TCP/IP port number.
The SQL Server Browser service is running but UDP port 1434 is blocked by a firewall.
Either configure the firewall to permit access to the UPD port 1434 on the server, or connect specifying the TCP/IP port number.
The client and server are not configured to use the same network protocol.
Using SQL Server Configuration Manager, confirm that both the server and the client computers have at least one enabled protocol in common.
The network cannot resolve the server name to an IP address. This can be tested using the PING program.
Fix the computer name resolution problem on your network or connect using the IP address of the server. This is not a SQL Server problem. For assistance, see your Windows documentation or your network administrator.
The network cannot connect using the IP address. This can be tested using the PING program.
Fix the TCP/IP problem on your network. This is not a SQL Server problem. For assistance, see your Windows documentation or your network administrator.
Unusual Errors

Multiple Server IP Addresses

Clients on Windows Vista or Windows Server 2008 can receive this error when connecting to a named instance of SQL Server that is installed on a cluster or on a non-clustered computer with multiple IP addresses. This problem can occur for all versions of SQL Server.
Cause
When connecting to a named instance on a remote computer, the client uses User Datagram Protocol (UDP) to connect to the SQL Server Browser Service on the SQL Server computer or cluster to obtain the connection endpoint (the TCP port number or named pipe).
Firewalls on the Windows Vista or Windows Server 2008 client do not allow loose source mapping for UDP. That is, the response must return from the same IP address that was queried. If the response does not come back from the IP address that was originally targeted, the client firewall will drop the packet. This problem can occur when you try to connect to a clustered server or a non-clustered server computer that has multiple IP address.
The following table describes the operating system combinations that can cause UDP packets to be dropped. This prevents connecting to a named instance of SQL Server or a default instance of SQL Server that is not listening on TCP port 1433.

Resolution

To work around this problem, perform one of the following actions:

  • Specify the TCP port number or named pipe name as part of the server name in the connection string.
  • Create an exception in the Windows Firewall with Advanced Security on the client computer.
    Caution note Caution
    Exceptions in the Firewall may make a computer or a network more vulnerable to attack by malicious users or by malicious software such as viruses. We do not recommend this workaround but are providing this information so that you can implement it at your own discretion in cases where the alternative is impractical.
    The exception can be either of the following:
    • Add an exception rule for the application connecting to SQL Server.

To change font in Epson LX-300+ Printer is as follows :

Conduct Rules,1964



                        
                                          Rule 3.3(c) of the Central Civil services (Conduct) Rules 1964 explicitly prohibits acts of sexual harassment of any women women at her work place. For this purpose, "Sexual harassment" includes such unwelcome sexually determined behavior, whether directly of indirectly or otherwise,as (a) physical contact and advances, (b) demand or request for sexual favours, (c) Sexually coloured remarks, (d) showing any pornography or (e) any other unwelcome physical,verbal or non verbal conduct of a sexual nature


Rule 13-A of the said rules says, no Govt servant shall:-
           (i)  Give or take or abet the giving  or taking of dowry
           (ii) Demand directly or indirectly, from the parent or guardian of a bibe or bridegroom, as  
the case may be, any dowry


Age Relaxation for appointment

                 widows, divorced women and woman judicially separated from their husband and who are not remarried are allowed age concession up to the age of 35 years (40 years for member of SC/ST) for posts of Group 'C' & 'D' filled through SSC/Employment exchange (O.M) No 15012/6/98-Esst(D), dated 21.12.1998)


Maternity Benefits
                         A female Government employees with less than two surviving children is granted maternity leave for 180 days. In continuation of maternity leave, a female govt servant can also take any leave due and admissible for a period of two years. In case of miscarriage including abortion, the female employee is entitled to leave not exceeding 45 days* during entire service. 

Child Care leave
                       The women employees having minor children and who have exhausted earned leave are granted child care leave (admissible in different spells) for a maximum period of two years (i.e 730days) during their entire services for taking care of up to two children, whether for rearing or to lok after any of their needs like examination, sickness etc  In continuation of the child care leave, a female govt servant can also take any leave due and admissible for a period of one year.

Child Adoption Leave
                                 A female Govt employee with less than two surviving children is granted on valid adoption of a child below the age of one year Child Adoption leave for a period of 180 days. In continuation of Child Adoption leave a female Govt servant can also take any leave due and admissible for a period one year

Special allowance to women with disability
                                                                           Women employees with disablties are paid Rs 1000 per month as special allowance for child care.the allowance is payable from the time of the child birth till the child is two years old for a maximum of two children

Posting of Husband and wife at the same station
                                                                                      The Govt of India has issued detailed instructions to its offices to ensure the posting of the husband and wife at the same station so as to enable them to lead a normal family life and to ensure the education and welfare of their children
                      To facilitate posting of couple in the same station, it has been approved that in case of a women officer, whose husband is posted under the Govt of India, the "cooling off" period may waived up to six months so that she may get a posting at the station where husband is posted.



For the Women employees having disabbled children, the child care leave is admissible upto age of 22 yeatrs

Haryana to bring National Law University Bill this session


Haryana is set to get a national law university within the campus of Rajiv Gandhi Education City at Sonepat. A legislation to this effect will be brought in the Assembly commencing on Thursday.
The proposed university will focus on providing facilities for advanced studies in all branches of law. At present, there are only 14 national law universities in the country.
The university will be developed on an area of 27 acres at a cost of Rs 110 crore, to be borne by the state government. With a capacity of 100 to 120 seats, it will provide degrees in graduation and postgraduation. The state government plans to start the university from the current session.
Chief Minister Bhupinder Singh Hooda, himself a law graduate, has taken keen interest in getting the decks cleared for the university.
The government has already decided to form an inter-university association to discuss academic and other issues pertaining to the university.
Once the Assembly okays Bill, the association will discuss syllabus, academic calendars, examination and result schedules.
The government has chosen Rajiv Gandhi Education City as the site for the university, as major educational universities had not come up to set shop there. Moreover, land was readily available in the Education City.
This budget session will also witness many changes in the present universities, as the state is set to bring in amendment legislations for Kurukshetra University, Maharishi Dayanand University Rohtak, Chaudhary Devi Lal University Sirsa, Bhagat Phool Singh Mahila Vishvavidyalaya, Khanpur Kalan and the Haryana Private Universities (Amendment) Bill-2012.

e-payment for all govt transactions over Rs 1,000


All government payments over Rs 1,000 should be made or received electronically.

 
New Delhi,Feb24,2012(TNN): A Nandan Nilekani-headed panel has recommended that all government payments over Rs 1,000 should be made or received electronically as this would help reduce graft and bring about greater transparency and accountability.
The final report of the task force on Aadhar-Enabled Unified Payment structure has also recommended that beneficiaries of all social safety net programmes such as the Mahatma Gandhi National Rural Employment Guarantee Act and recipients of direct subsidy transfer payments (cooking gas, fertilisers, kerosene, etc) can benefit by receiving their payments electronically, directly into their accounts at either banks or post offices.
In order to reduce the use of cash in the economy, the task force has said that government and government owned institutions accept electronic payments at all locations where they collect payments from citizens, without any additional surcharge.

Task Force on an Aadhaar Enabled Unified Payment Infrastructure Submits Report to Finance Minister

The Union Finance Minister Shri Pranab Mukherjee said that Aadhaar-Enabled E-payment system would help not only in ensuring the timely payments directly to the intended beneficiaries but would also help in reducing the time taken, transaction costs and the leakages among others.  The Finance Minister said that this would also help in bringing transparency in the system and reducing avoidable delays.  The Finance Minister Shri Pranab Mukherjee was speaking after receiving the Final Report of the Task Force on Aaadhar-Enabled Unified Payment Infrastructure presented to him by Shri Nandan Nilekan, Chairman UIDAI and the Task Force, here today. The Finance Minister Shri Mukherjee further said
that pilot projects be upscaled and implemented in more areas and in more States.  So far pilot projects are mainly implemented in the areas of LPG, kerosene, fertilizers and MGNREGS which can be further expanded, the Minister added.  Today’s meeting was also attended among others by the Union Agriculture Minister, Shri Shard Pawar, Rural Development Minister, Shri Jairam Ramesh, Minister of State (Independent charge) for Consumer Affairs, Food and Public Distribution, Shri K.V. Thomas, the Minister of State for Chemicals and Fertilizers, Shri Srikant Jena, Secretaries of various Departments/Ministries and senior officials of Ministry of Finance and Planning Commission among others.
            Earlier, the Chairman UIDAI and the Task Force, Shri Nandan Nilekani made a presentation highlighting the various recommendations made by the Task Force in its Final Report. Shri Nandan Nilekani said that a strategic transformation of the governance can be brought about by the usage of electronic payments across the board. Shri Nilekani said that the Task Force has recommended a systematic platform based approach for the electronic payments. 
            The Task Force which was chaired by Chairman, UIDAI, Shri Nandan Nilekani also included Secretaries of the Departments of Expenditure, Financial Services, Fertilisers, Petroleum, Agriculture, Rural Development, and Food and Consumer Affairs among others. The members also included DG, UIDAI, Controller General of Accounts (CGA), representatives from the NIC, RBI, IBA and NPCI. The Task Force was constituted in September 2011 to recommend, inter alia, a detailed solution architecture for direct transfer of subsidy through a payments bridge wherein funds can be transferred into any Aadhaar–enabled bank account on the basis of the Aadhaar number.
The salient recommendations of the Task Force include that beneficiaries of all social safety net programs (MGNREGS, SSP, JSY, IAY, scholarships, etc.) and recipients of direct subsidy transfer payments (LPG, Fertilisers, kerosene, etc.) can greatly benefit by receiving their payments electronically, directly into accounts of their choice at either banks or post offices. The Task Force recommends that frontline development workers such as school teachers, Anganwadi workers, ASHA workers, etc. who often do not receive their salaries on time, can also receive their salaries by direct deposit into their accounts at banks and post offices. It also recommends that a network of 10,00,000 interoperable microATMs operated by Business Correspondents will have to be set-up across the country for people to access their accounts at their own convenience. In order to set-up this network quickly, the Task Force has recommended that a last mile transaction fee of 3.14% with a cap of Rs.20 per transaction be paid by Government to banks for Government payments. This will also lead to positive network externalities such as reduction in leakages and achieving financial inclusion. In order to reduce the use of cash in the economy, the Task Force also recommends that Government and Government owned institutions accept electronic payments at all locations where they collect payments from citizens, without any additional surcharge. The Task Force also recommends that over a period of time, all payments of Government over the sum of Rs.1,000 should be made or received electronically. Transacting all Government business using electronic payments will help reduce graft, and bring about greater transparency and accountability. This reform will require a systematic platform-based approach to payments. For this the Task Force has  recommended the adoption of the following:
1. Government e-Payments Gateway (CGA): Enable straight-through processing and release of funds from Ministry of Finance to the Line Ministries;
2. Aadhaar account opening and authentication platform (UIDAI): Provides electronic account opening capability along with real-time authentication of residents;
3. Aadhaar Payments Bridge (NPCI): An interoperable system operated by NPCI for transferring funds into accounts at banks and post offices on the basis of Aadhaar number;
4. MicroATM network (Banks and India Post): An interoperable network of Business Correspondents deploying MicroATMs for balance query, deposits, withdrawals, and remittances; and
5. Mobile banking: Provide self-service banking capabilities through mobile phones for everyone. The Union Finance Minister accepted the Task Force Report in-principle and stated that necessary steps would be taken to implement the recommendations of the Report.
