Changes in RD after Sanchaya Post 7.5 SP1 upgradation.

Some important rules have been incorporated in new Sanchaya upgradation.  RD agents should have been educated about the new changes in the software.  Otherwise bulk list cannot be posted in the Sanchaya Post.  Following are the important rules in connection with RD Accounts incorporated in the new update.


1.       If next monthly deposit in RD account opened, between 1st and 15 th of a month is not deposited by 15 th of following month and next monthly deposit in RD account opened between 16th and last working day of a month is not deposited by last working day of the following month, default fee @5 paise for every 5 rupees shall be charged.  This will be applicable to both CBS and non CBS post offices.

2.       If, any RD account, there is monthly default(s), the depositor has to first pay the defaulted monthly deposit with default fee and then he can pay the current monthly deposit.  This will be applicable for both CBS and non CBS post offices.

Data Profiling Tool (DPT) Version 3.3 Release regarding.

Some feedback has been received regarding the release of DPT Version 3.3, so I am writing this clarification.  The DPT version 3.3 available in this blog has been downloaded from the SDC link.  But now these files are not available in the old link since they have removed the same from that link.  The following screenshot shows the version of this DPT as V 3.3.

Keeping history alive through philately

A 43-year-old city resident, Narinder Pal Singh, who has been collecting stamps from the age of 13, is now a proud owner of extraordinary stamps. Mechanical engineer by profession, Singh has a range of extraordinary stamps made up of gold, silver, silk, plastic, leather and khadi with him.

A resident of Gandhi Colony of Model Gram area, Singh has more than 20,000 stamps in his collection. He used to get the stamps from stamp exhibitions and dealers. He also got some stamps in exchange of stamps.

Booklet stamp is also included in Singh’s collection. The booklet stamp is a book of eight pages.


Besides, Singh has 6D stamp issued by Finland, football stamp, made from football material released by Austria and embroidery stamp issued by Austria. Singh has also collected CD stamp released by Bhutan in 2006. The stamp is a small CD consisting history of emperors of Bhutan. The CD can be played in any CD player. India has released a khadi stamp on Mahatma Gandhi, and Singh has this stamp in his collection.

Singh said, “People usually get surprised on watching these stamps. They ask me that from where have I collected these stamps?”

“The stamps that are liked by the people most are postal stamps with fragrance. India had released such stamps with sandalwood, rose and jasmine fragrances. Similarly, Belgium had released a chocolate stamp in 2013 and it smells like chocolate,” he said.
Singh showed concern over the hobby of postal stamp collection. He said the hobby had enhanced the knowledge of individuals, but the computer and mobile phone era had diverted the attention of students and youth from it, he added.

Singh said, “Moreover, the postal department is not doing enough towards it. The stamps released by the department used to take more than six months to reach post offices, then how will people obtain them.”

Singh specialises in collection of stamps on Nehru family, Sikhism and space technology. Apart from this, he has a vast collection of Sikh coins, weapons, handwritten manuscripts, Sikh relics, cameras, keyrings, bottles and matchboxes.

PRIS: DoPT may soon write to all departments to incentivise efficient workers

Department of Personnel and Training mulls incentive plans for ministries, departments

NEW DELHI: With the Narendra Modi regime pitching for corporate work-culture in government departments, the department of personnel and training (DoPT) may soon write to all Central ministries and departments to incentivise efficient workers by naming their respective best employee of the month, organizing "off-site retreats" for the staff and facilitating their direct interface with the departmental head from time to time.

Though the incentive plan is already under implementation in the DoPT, most other ministries and departments are yet to take a cue and introduce similar norms to motivate their staff by rewarding the efficient among them.

The DoPT, as part of the initiative, confers the title of "employee of the month" to the highest achiever, decided by a committee of joint secretaries of the department. The employee of the month is rewarded a certificate of excellence by the minister concerned. Also, "off-sites" or " DoPT retreats" are organised from time to time to discuss ideas and suggestion in a new and relaxed environment. Suggestions from employees, irrespective of their seniority, are encouraged through placement of suggestion boxes at vantage points across the DoPT office.

Besides, the personnel secretary has been meeting deputy secretary and director-level officers one-one-one, taking their inputs and suggestions on better functioning of the department.

"This incentive scheme for motivation of staff amounts is nothing but a stepping stone to corporatization of the government," a senior DoPT official said adding that the department may now write to other ministries/departments afresh to introduce similar incentives.

Meanwhile, the DoPT also plans to implement competency-based human resource management for the higher and middle level official is in Central government departments. A pilot project is already underway in the DoPT, which has mapped the required attributes for most departmental posts and is in the process of matching them with the knowledge, skills, ethics and attitude of the incumbents. Any gaps will be analysed and filled through refresher training.

"Until now, the bureaucrats were selected for a post based merely on their service records. Now, under the competency-based HR management, the attributes of each senior post in government departments will be mapped and selection will be based on who matches these attributes best," a DoPT official said adding that the new system may be introduced as soon as the DoPT pilot project is complete.

Gazetted officer’s attestation no longer required


You may no longer need a gazetted officer or a magistrate to attest documents sought by government departments. Prime Minister Narendra Modi has asked his bureaucrats to repeal all laws and rules which come in the way of effective governance. 

In a meeting with secretaries on Wednesday, the PM suggested government departments should adopt the system of self-attestation of certificates, photographs and marksheets, instead of asking for attested documents or filing of affidavits. He also told officials all government application forms should be made short and simple by doing away with unnecessary fields.

“The prime minister said self attestation should be enough because it is a hassle for the common man to get it attested from gazetted officers. Anyway, the original documents are required to be produced at the final stage,” a senior government official told Business Standard.

Obtaining either an attested copy or affidavit not only costs money but also leads to wastage of time for government officials as well as citizens, including students, job applicants and beneficiaries of various government schemes. Attestation by gazetted officers is required at many places such as applying for a ‘tatkal’ passport, admission in a central or state university or a government job.

The Second Administrative Reforms Commission, in its report in 2009, recommended the adoption of the self-certification provision to simplify procedures. Taking a cue from this, the Ministry of Personnel, Public Grievances and Pensions issued a circular last year, and some departments and state governments such as Gujarat and Goa had adopted it. But it has not been fully enforced at all levels.

The prime minister, who keeps himself updated with the day's news on an iPad and clicks selfies with his smartphone, told bureaucrats that rules and by-laws which hamper the effective use of technology should also be done away with. He asked them to use technology such as internal emails and intranet in a big way.


Another official said Modi was critical of the archaic rules and by-laws which govern the country's law and order departments, and shared anecdotes on how some of those were done away with in Gujarat.

Sources said flying balloons near border areas was prohibited by law because during World War II, because they were used to transmit messages. The provision remained even decades after India’s independence, till Modi took over as chief minister of Gujarat, the sources added.

The Prime Minister has directed his officers to identify 10 rules and regulations which can be scrapped or revisited to make them more effective in today’s environment. He has directed officers to prepare a dossier of such rules and by-laws and present them for review.

He also said rules regarding transfer and postings of officers needed to be changed to ensure there was continuity of service. The Prime Minister added those who are underperforming could lose their promotion prospects.

“The PM said ‘I don’t believe in transfers. Even if a guy doesn’t perform I have to think 15 times what to do with him because I am not transferring a person, I am transferring a problem’,” said another official.

After the release of DPT version 3.2 all offices are struggling with new discrepancy “Accounts_H​aving_Inva​lid_Nomine​e_Minor_Fl​ag_Count”. You can simply solve this issue by following the steps below.
1. Take the backup of POST database.
2. Download the PreMigration Tool( 06.06.2014) from the below link.

3. Stop all the works in Sanchaya post module.

4. Run the PreMigUpdt.exe and wait for the completion message.

5. Run consolidated report from the new DBAnalyzer.

6 Check whether the discrepancies have been solved or not.

Start your regular work after confirming that your Sanchypost online module is working fine without any data loss. If any problem faced in the Sanchayapost you have to restore the post database.

INSTALLATION INSTRUCTION OF SANCHAY POST 7.5 SERVICE PACK 1

Installation Instruction Of Sanchay Post 7.5 SP1

Prerequisite

The Sanchay Post version 7.5 should be successfully installed,  upgrade database  should be  completed  without  any  error  and  Interest  Rate  Update  tool_2014  should  be successfully upgraded. If Interest Rate Update tool is not installed then PPF and RD features will not be functioning correctly.  Sanchay Post version 7.0 should not be available in the system.

Precautionary Actions: 

  • Sanchay Post version 7.0 should be uninstalled.
  • Sanchay Post version7.5 should be installed.
  • Upgrade _DB should be executed without any error.
  • Interest  Rate  Update  Tool  _2014  should  be  updated successfully.
  • All  the  necessary  back  up  (s)  should  be  taken  in  external storage  (Ex:  DVD,  External  HD)  unit  with  one  copy  at Divisional Office.
Note : If failed to follow the above instructions , SDC will not provide further support.

Steps For Installation

Server Machine:

ServicePack1  for  SanchayPost  7.5.msp  should  be  installed  and  Upgrade  DB  –  PPF, RD should be executed.

Client Machines:

ServicePack1 for SanchayPost 7.5.msp should be installed.  Do not run Upgrade DB – PPF, RD.

Government employees who have differently abled children exempt from transfer - Dopt Orders

Government employees who have differently abled children will be exempted from transfer - Dopt Orders

Dopt issued new guidelines on transfer policy for Central Government employees who have differently abled children on 6th June 2014. 

The Department of Personnel and Training has ordered exemption from transfers and rotational transfers to Central Government employees who have differently abled children. And they will not be asked to take voluntary retirement on refusing such postings

Raising disability children with special needs is a daunting and very stressful task. In order to ease the pain of these parents and ensure care and upbringing of these children, the Dopt has issued an sympathetic order on the 6th of this month. 

According to the Dopt orders [Order No. 42011/3/2014-Estt. (Res.)], these employees shall henceforth be not compelled to take up voluntary retirement due to work pressure, and be exempted from transfers and rotational transfers as per the departmental administrative activities. 

The move comes after Dopt enlisted the salient features in the rehabilitation and special education requirements in the upbringing of these children, and realized the fact that these measures require a long time to take effect and that the environment in which these children are raised is very important. 

It has also be pointed out that these employees cannot be compelled to take up voluntary retirement due to financial pressures, keeping in mind the cost involved in offering special treatment and education to these children.
