India Post hikesdiscount afterrecord gold sale

PATNA: Here is good news for Patnaites: after record sale of gold coins, India Post, Bihar, has now increased the discount on it from 7% to 7.5%.
"Earlier on November 1, like every year, we had launched the sale of 24-carat and 99.9% pure gold coins at 7% discount and the offer was valid till December 31. But after record sale of 17kg of gold on Dhanteras, which is highest in the country, India Post, Bihar, will now be giving 7.5% discount on gold coins from November 19 to November 22 on the occasion of Chhath," Anil Kumar, marketing director, India Post, Bihar, told TOI. Next to Bihar, India Post, Uttar Pradesh, made the highest sale of gold on Dhanteras by selling over 15.5kg of the metal.
On Dhanteras, India Post, Bihar, earned Rs 7.5 crore from gold coin sale, and since then they are selling more than 1.5kg gold every day. From the launch date of the offer, Bihar postal department has sold around 38kg of gold and looking at the increased demand for gold coins here, they have decided to give more discount.
In Bihar, Patna GPO made the highest sale of gold on Dhanteras, which was 3.5kg. Next to it, Siwan, Bhagalpur, Bankipore (Patna), Purnia and Motihari head post offices sold the maximum gold coins.
On Dhanteras, the sale price of gold was Rs 35,565 per 10 gm. "Mostly, gold coins weighing 10 gm were in demand," said Kumar. The postal department also sells gold coins of 0.5 gm, one gm, five gm, eight gm, 10 gm, 20gm and 50gm.
As many as 10 postal offices, including the ones at Sheikhpura, Aurangabad, Katihar and Buxar, have run out of stock.
India Post has entered into a tie-up with Reliance Money, a unit of Reliance Capital Limited, and is selling 24-carat, 99.9% pure fine gold Suisse which is certified by Valcambi, Switzerland. It also bears the logo of Department of Posts and comes in a foolproof, tamper-proof, high-quality and high-strength polymer boxes.

Stamp commemorates 20 years of ties with Israel

The Department of Posts on Monday issued a postal stamp commemorating the 20 years of diplomatic relations between India and Israel.
“It is indeed a privilege to be here today on this particular occasion of presentation ceremony to commemorate 20 years of diplomatic relation between Indiaand Israel,” Communications and IT Minister Kapil Sibal said while speaking at an event to release the stamp.
Sibal said India’s journey of diplomatic relations with Israel started in 1992 and since then Israel has emerged as a significant key partner on many fronts like defence, science and technology, water, non-conventional energy among others.
“Israel is 6th largest trading partner with India,” Sibal said. He said India is a huge market for Israel, especially the growing middle class in India which has reached 300 million people.
Ambassador of Israel to India Alon Ushpiz said: “Capabilities on both sides when it comes to art to design is quite amazing. It gives us very good feeling when artist from both sides collaborate,” Ushpiz said.
The Ambassador said that he thinks values are common in India and Israel that lay solid foundation in diplomatic relations of the two nations. “Postal services and stamps are still cradles of any civilisation’s communications. It is something that people share,” Ushpiz said.
The Indian stamp shows a row of traditional earthen lamps, diyas, representing Diwali and the Israeli stamp features a menorah with the word “Zion” inscribed inside a Magen David star.
Israel earlier this month on the occasion of Hannukah had also issued a stamp to mark 20 years of diplomatic relations with India. Hanukkah, is an eight-day Jewish holiday commemorating the rededication of the Holy Temple in Jerusalem in the 2nd century BC.
In past India has issued joint stamps with France, Mexico, Japan and Cyprus to commemorate bilateral ties.

This Association wishes to share its concern over the LDCE system in vogue in the department. Ever since CMC has taken over the reins of examination system of DOP there is complete chaos and as such created mockery of the examination system. The papers are not framed in conformity to the syllabus circulated by the department. As a result the prospective candidates have to suffer.  In the recently held Inspector Post Examination, Paper-IV (IPO) question booklet was given an ‘option’ either to answer 50 questions of ‘General English’ or ‘General Hindi’ (Samanya Hindi) whereas it was mentioned in the revised syllabus particularly Paper IV shall consist of ENGLISH LANGUAGE, G.K. & REASONING /INTELLIGENCE, thereby completely  excluding HINDI LANGUAGE.  Obviously, the Department by explicitly including ‘English language’ has left out ‘Hindi language’ from the ambit of syllabus for Paper IV.  In these circumstances the prospective candidates appearing for the said examination were naturally supposed to prepare ‘English language’ paper in accordance with Department’s revised syllabus ignoring the ‘Hindi language’ (as it was omitted and not specified in the revised syllabus).  The logic of omitting the National Language ‘HINDI’ from the revised syllabus was surprising.   Had there been an option either to choose ‘English language’ or ‘Hindi language’ in the revised syllabus, many of the candidates would have preferred ‘Hindi language’ being more proficient in that.  Inspite of the fact that the schedule for the examination was postponed on three occasions, the Department never realised / rectified the error crept in their circular dated 14.7.2011 omitting ‘Hindi language’.  Hitherto the department had to cancel the Paper-III of the same cadre being the law paper out of syllabus.
It is pertinent to mention here that when for the first time department conducted PS Group “B” examination through outsourcing as per the revised syllabus contained in Directorate Memo no. 9-59/2010-SPG dated 08.03.2011, this Association raised an issue for not giving option to write paragraph in bi-lingual (Hindi & English). At that time candidates were not allowed to write paragraph in Hindi by the staff of CMC Ltd. at Delhi Centre whereas staff of CMC Ltd. allowed candidates to write paragraph in Hindi at few centres like Dehradun Centre.  In UP Circle, staff of CMC Ltd. allowed the candidates initially to write paragraph in Hindi and later on disallowed and instructed the candidates to write paragraph in English only.  Though this irregularity was brought to the notice of department but Directorate has taken it lightly and gave not much importance to the letter(s) of the Association, thereby given benefit to a particular section only.
          Madam, you will agree the considerable importance attached to the provision of article 351 of the Constitution, which prescribes development of the Hindi language. It shall be the duty of the Union to promote the spread of the Hindi language, to develop it so that it may serve as a medium of expression for all the elements of the composite culture of India and to secure its enrichment by assimilating without interfering with its genius, the forms, style and expressions used in Hindustani and in the other languages of India specified in the Eighth Schedule, and by drawing, wherever necessary or desirable, for its vocabulary, primarily on Sanskrit and secondarily on other languages.  Therefore, every encouragement should be given to the use of easy and simple diction.  This Association therefore suggest you that enquiry may kindly be constituted for above chaos and the Hindi language be given its due place.  It would be fair and appropriate if the examination work is entrusted to SSC/UPSC instead of CMC, as has done by other departments.

Dayan: “We can never be effective if we act alone”

16.11.2012 - With a little over a month to go before he hands over to his successor, UPU Director General Edouard Dayan looks back on his eight years at the helm.
 
In a video interview just before Congress, Dayan reflects on the strides made in several areas, including quality of service, financial inclusion and electronic services.
In an effort to strengthen the postal network and promote its role in global issues such as financial inclusion and the fight against climate change, partnering with other United Nations organizations was a mantra of Dayan’s tenure.
As the head of a specialized agency of the United Nations, the UPU director general attends the meetings of the United Nations Chief Executives Board (CEB), chaired by the UN secretary-general.
Dayan attended his last CEB meeting last week and received praise from Ban Ki-moon for his dynamic leadership. “You have shown a strong commitment to strengthening the Union’s relations with the United Nations and international organizations,” said Ban. He also noted Dayan’s efforts to improve the quality of postal services worldwide, raise awareness of the importance of addresses, keep pace with technological progress and strengthen the postal sector’s role as a facilitator of trade and financial inclusion.
The UPU itself hosted a meeting of the CEB in 2008. “That meeting served as a symbol of my wish to strengthen ties between the UPU and the UN system, since we can never be effective if we act alone,” said Dayan, who valued the board as a “platform for exchange and coordination.”
Dayan and Deputy Director General Guozhong Huang step down at the end of 2012 to make way for Director General-elect Bishar A. Hussein from Kenya and Deputy Director General-elect Pascal Clivaz from Switzerland.

Retd employees can't benefit financially at exchequer's cost - Judgement of Nagpur Bench of Mumbai High Court in the case filed by Retd Postal Employees

NAGPUR: A recent judgment of the Nagpur Bench of the Bombay High Court can serve as a guideline for retired employees. The court ruled in favour of Union of India which had approached the judiciary against gratuity claims of two of its former employees for getting added pension benefits. "The retired employees, on the basis of their meritless, unreasonable and excessive claim, cannot be allowed to make money and enrich themselves unjustly by causing undue financial loss to the state exchequer," a division bench comprising justices Bhushan Dharmadhikari and Ashok Bhangale ruled.
Two city based government employees working with the Postal Department - Venkatraman Rajgopalan and Mukund Paranjape - retired on superannuation on the afternoon of March 31, 1995. They applied for enhanced gratuity claims and other retirement benefits from the government which came into effect from April 1, 1995. However, it was rejected on the grounds that these benefits would be applicable to them if they had retired on or after this date. The senior citizen duo then approached Central Administrative Tribunal (CAT), Mumbai Bench camp at Nagpur. They pleaded that they should be deemed in service till midnight of March 31 and retired on next day.
The ministry of communication, however, opposed the move contending that the respondents retired on March 31 and not on April 1, and hence are not entitled to the benefits. However, the full bench of CAT decided in favour of the duo on October 15, 1999. It ruled that a government servant completing the age of superannuation on March 31, 1995, and relinquishing charge of his office in the afternoon of that day is deemed to have effectively retired from service with effect from April 1, 1995.
The ministry then moved the judiciary challenging the tribunal's order in 2000. It cited Karnataka High Court verdict stating that "the date of retirement is the last date of the month in which the government servant retires and the gratuity is to be calculated as per rules in force as on that date".
The judges observed that Rajgopalan was born on March 3, 1937, while Paranjape on March 29, 1937, and both of them retired on March 31, 1995. "But law clearly lay down that their date of retirement and last working day has to be the same. Due to Rule 5(2) of Pension Rules, they could continue till March 31; which in reality was beyond their actual completion of the age of superannuation. Legally, respondents retired on the last working day," they stated.
The court before quashing CAT's order stated that such benefits which were available with effect from the later operative date - April 1, 1995, but wrongly granted by the tribunal to the respondents who retired with effect from the previous date, were not only undeserved and unwarranted, but also were detrimental to the state exchequer/revenue.
