Sub:    Non Implementation of Modified Assured Carrier Scheme for Inspector Posts /Asstt.           Supdt. Posts Cadre in true spirit particularly in Uttarakhand Circle and others in General.
Respected Madam,
            It is brought to your kind notice that as reported by Circle Secretaries of IP/ASP Association, delay is occurring for grant of MACP to IP/ASP particularly in Uttarakhand Circle and others in General thereby denying the financial upgradation to IP/ASPs.

            In this connection, attention is invited to the consolidated instructions on MACP, circulated vide DOP&T’s OM No.35034/3/2008-Estt(D) dated 19/5/2009, which interalia, provides that in order to prevent undue strain, the Screening Committee shall follow a time-schedule and meet twice in a financial year - preferably in the first week of January and first week of July of a year for advance processing of the all cases for grant of MACP maturing in that half. Directorate Memo No. 4-7(MACPS)/2009-PCC dated 18th September 2011 also refers.

            Accordingly, cases maturing during the first-half (April-September) of a particular financial year shall be taken up for consideration by the Screening Committee meeting in the first week of January. Similarly, the Screening Committee meeting in the first week of July of any financial year shall process the cases that would be maturing during the second-half (October-March) of the same financial year. Whereas, in Uttarakhand Circle DPC for grant of 1st, 2nd or 3rd financial upgradation to IP/ASPs has not been convened till today though it was due in January 2011.  Despite having clear instructions, in Uttarakhand Circle IPs/ASPs are made to suffer that result in considerable frustration amongst IPs/ASPs and this also adversely affect their morale.

            In view of the above, it is requested that suitable orders may kindly be passed to Circles in General but particularly must to Uttarakhand Circle to put in place immediately and advance planning is done to convene the DPC, not only in the one Circle but also for other Circles in time and that the extant orders on the subject are followed, both in letter and spirit.

Limit for receiving remittances through International Money Transfer Service to a single individual beneficiary is raised from 12 to 30.

Quick facts about money transfer service

01) Money Transfer Service Scheme ( MTSS ) is a quick and easy way of transferring personal remittances from abroad to beneficiaries in India.
 02) Only personal remittances such as remittances towards family maintenance and remittances favoring foreign tourists visiting India are permissible.
  1. The system envisages a tie-up between reputed money transfer companies abroad and agents in India who would disburse the funds to the beneficiaries at ongoing exchange rates. Such Agents can be Banks (Authorised Dealers) or Full Fledged Money Changer or registered Non-Banking Financial Company (NBFC), IATA approved Travel agents ( having minimum net worth of Rs.25 lakhs ) with prior RBI approval.
  1. As the remittances are towards family maintenance, there will not be repatriation of such inward remittances.

  1. The India agent is also not allowed to remit any amount on account of exchange loss to the overseas principal.
  1. Only personal remittances shall be allowed under this arrangement.
  1. Donations/contributions to charitable institutions/Trusts shall not be remitted through
  2. this arrangement. This is primarily to ensure proper tracking of funds for charitable institutions/trusts is followed.
  1. A cap of USD 2500 has been placed on individual transaction under the scheme.
  1. Amounts upto Rs.50,000/- may be paid in cash. Any amount exceeding this limit shall be paid by means of cheque/D.D./P.O. etc. or credited directly to the beneficiary’s account only.
  1. Only 30 remittances can be received by a single individual during a year.
In exceptional circumstances, where the beneficiary is a foreign tourist, higher amounts may be disbursed in cash. Full record of such transactions should be kept on record for scrutiny by the auditors/inspector.

Shri Kamleshwar Prasad Inaugurates Indian Philately Exhibition in Berlin

Shri Kamleshwar Prasad, Special Secretary and Member, Postal Services Board, Department of Posts, Ministry of Communication & Information Technology, Smt. Sujatha Singh, Ambassador of India to Germany, Mr. Franz-Karl Lindner, Vice-President of the German Philately Exhibition and Dr. Lieselotte Kugler, Director, Museum for Communication, Berlin jointly inaugurated the Indian Philately Exhibition at Museum for Communication in Berlin on December 6, 2012. The Exhibition will continue till January 3, 2013.
Shri Kamleshwar Prasad and Smt. Sujatha Singh also jointly released a Special Cover, which highlights famous German personalities on which India Posts have issued stamps in the past. In the Philately exhibition, Department of Posts is displaying its rich collection of historical and contemporary Philatelic heritage. The German Philately Association and Philatelic Clubs are also displaying their rich Philatelic collection of Indian stamps. 
Shri Kamleshwar Prasad met Dr. Hans Bernhard Beus, State Secretary, German Federal Ministry of Finance on December 7, 2012, and discussed the possibility of issuing a joint stamp between India and Germany. The German side welcomed the proposal and it was decided to explore the common theme to be depicted on the joint stamp to commemorate the excellent relations between the two countries. 
The Philately Exhibition is a part of the ongoing year-long celebrations of ‘Days of India’ in Germany under the themes of Connecting Cultures, Connecting Ideas, Connecting Capabilities and Connecting Minds. The Days of India are being celebrated in Germany to commemorate establishment of 60 years of diplomatic relations between India and the Federal Republic of Germany.
