Payment of Speed Post Delivery incentive to postmen


Copy of Business Development & Marketing Directorate letter No. 57-01/2005-BDD&MD dated 12th March, 2012 is reproduced below.


This is regarding payment of Speed Post Delivery incentive to postmen in the Circles.

2. It has been brought to the notice of this office that there is huge Pendency in the payment of Speed Post Delivery incentive bills pertaining to Postmen in Circles. In this regard, a kind reference is invited to BD&M Directorate letter No. 57-01/2005-BDD dated 17.06.2005 wherein clear instructions/clarifications have been reiterated to effect payment of incentive to delivery staff.

3. In view of the above, it is requested that immediate action may be taken to effect all the payments of speed post delivery incentive bills pertaining to postmen before 31st March, 2012 after following existing instructions strictly.


4. A compliance report in this regard is expected on or before 15.04.2012.

New Delhi, Mar 15,2012 (PIB): The Central Government employees are concerned, Government in public interest may retire any Government Servant after he has attained the age of 50/55 years or after completion of 30 years service by giving him notice of not less than three months in writing or three months pay and allowances in lieu of such notice.
This was stated by the Minister of State for Ministry of Personnel, Public Grievances and Pensions and the Minister of State in the Prime Minister’s Office, Shri V. Narayanasamy in a written reply in Rajya Sabha today.

Central Government contemplates to introduce new Health Insurance Scheme for the serving employees and pensioners in non CGHS areas...
The Central Government has once again declared, the New Health Insurance Scheme for Central Government employees and Pensioners is on consideration to extend on non CGHS cities.
Now, the serving Central Government employees in non CGHS places are provided medical facilities under CS(MA) Rules, 1944. Pensioners are not covered under these Rules. They are getting very little amount of Rs.300 per month as Fixed Medical Allowance in lieu of medical facility. Whereas the pensioners residing in non CGHS areas have the option to become a CGHS member in any CGHS covered city of their choice to avail the medical facilities under the scheme.
 
CENTRAL GOVERNMENT READY TO IMPLEMENT PERFORMANCE RELATED INCENTIVE SCHEME (PRIS) TO ITS EMPLOYEES...
The Central Government has finally decided to implement the Performance Related Incentive Scheme (PRIS) recommended by the Sixth Pay Commission for all Central government employees.
Minister of State for Personnel V.Narayanasamy told in Rajya Sabha with a written reply, the recommendation has been accepted by the Government, Guidelines are being worked out through inter-departmental consultation.

Engineering Services Exam, 2011 Final Results Announced

    Engineering Services Examination, 2011 final result has been announced. UPSC had held the Engineering Services written  Examination in May 2011 and the interviews for Personality Test in January – February 2012.  The number of candidates who have been recommended for appointment to various streams is as under:

i)        248  candidates in  Civil Engineering Group;
ii)       170 candidates in Mechanical Engineering Group;
iii)      112  candidates in Electrical Engineering Group; and
iv)      163 candidates in  Electronics & Telecommunication Engineering Group.

            A total number of 693 candidates recommended for appointments in these four lists include 317 General,  209 Other Backward Classes,  113 Scheduled Castes and 54  Scheduled Tribes (including 44 candidates belonging to Physically Handicapped  category).

Amendment to Apprentice Act, 1961

                The following amendments are under consideration of the Government.

(i)    Implementation of apprenticeship training scheme in those organisations which are operating business/trade in more than four States, will rest with Central Government.

(ii)  Employers who are ‘proven’ willful defaulters of serious violations be subject to imprisonment. Penalty should be provided for in cases of minor violations.

(iii) Change in the definition of ‘worker’.

(iv) Preference would be given in the employment to those apprentices who have been trained by a particular industry when job opportunities open up in that particular industry or firm.

                                Inter ministerial consultation has been completed and proposal is being sent to cabinet secretariat for consideration.

                This information was given by Minister of Labour and Employment Shri   Mallikarjun Kharge  in reply in reply to a written question whether the Government proposes to amend the Apprentices Act, 1961 and if so, the time by which the said act is likely to be amended?

OFFICE MEMORANDUM

Subject:- Central Civil Services (Revised Pay) Rules, 2008 - Date of next increment in the revised pay structure under Rule 10 of the CCS(RP) Rules, 2008.

   In accordance with the provisions contained in Rule 10 of the CCS (RP) Rules, 2008, there will be a uniform date of annual increment, viz, 1st July of every year. Employees completing 6 months and above in the revised pay structure as on 1st of July will be eligible to be granted the increment. The first increment after fixation of pay on 1.1.2006 in the revised pay structure will be granted on 1.7.2006 for those employees for whom the date of next increment was between 1st July, 2006 to 1st January, 2007.

   2. The Staff Side has represented on this issue and has requested that those employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 01 .01 .2006 in the pre-revised scale.

   3. On further consideration and in exercise of the powers available under CCS(RP) Rules, 2008, the President is pleased to decide that in relaxation of stipulation under Rule 10 of these Rules, those central government employees who were due to get their annual increment between February to June during 2006 may be granted one increment on 1.1.2006 in the pre-revised pay scale as a one time measure and thereafter will get the next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008.The pay of the eligible employees may be re-fixed accordingly.

   4. In so far as the persons serving in the Indian Audit and Account Department are concerned, these orders are issued in consultation with the Comptroller & Auditor General of India.

CG EMPLOYEES TO GET MEDICAL REIMBURSEMENT FOR IVF TREATMENT

   Order has been released by the Ministry of Health & Family Welfare that both the CGHS beneficiaries and beneficiaries under CS (MA) Rules 1944 will get medical reimbursement for In-Vitro Fertilisation (Test Tube Baby) of an amount not exceeding Rs.65,000/- or the actual cost, whichever is lower.

     The order has been released vide their no. Z.15025/5/2011-CGHS III/CGHS (P) dated 22.11.2011, circulated under Postal Dte. no. 6-1/2012-Medical dated 30.01.2012 and West Bengal C.O. no. A&P/A/M-1/Ruling/Part-IV dated 24.02.2012 (as Standard Circulation List no. 1). The order is effective from the date of issue.
         The main conditions for such reimbursement are:
  • Prior permission to be obtained on the basis of recommendation for such procedure by Head of Department of Gynaecology & Obstetrics of a Govt. Medical Institution. Permission will be one time for three fresh cycles.
  •  IVF procedure may be allowed, on case to case basis, in private hospital if it is registered with the State/Central Govt and has the necessary facilities, notwithstanding the clause of recommendation in above point.
  • There should be clear evidence of failure of conventional treatment before IVF.
  • The age of women undergoing IVF should be below 39 years.

Q.1 What is poicy of the Government on reservation for Persons with Disabilities? 
Ans :Reservation to Persons with Disabilities is provided in line with the provisions of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995, in posts and services under the Government of India.
Three percent of the vacancies in case of direct recruitment to Group A,B,C and D posts shall be reserved for persons with disabilities  of which one per cent each shall be reserved for persons suffering from (i) blindness or low vision (ii) hearing impairment and (iii) locomotor disability or cerebral palsy in the posts identified for each disability;
