Universal Postal Union (UPU)



 
Established in 1874, the Universal Postal Union (UPU), with its headquarters in the Swiss capital Berne, is the second oldest international organization worldwide.
With its 192 member countries, the UPU is the primary forum for cooperation between postal sector players. It  helps to ensure a truly universal network of up-to-date products and services.
In this way, the organization fulfils an advisory, mediating and liaison role, and provides technical assistance where needed. It sets the rules for international mail exchanges and makes recommendations to stimulate growth in mail, parcel and financial services volumes and improve quality of service for customers

Smart Tips To Avoid Credit Card Frauds

 
As the technology for making life comfortable progressed, so did fraudulent techniques to trick credit card holders. No matter how safe your wallet is, fraudsters find ways to use your credit cards without your knowledge. This may be because somewhere, at some point of time, you were not careful with your credit card details. 

The following are a few steps to ensure you do not fall prey to tricksters:


Avoid sharing card information 
One of the most common ways for credit card scammers is calling up the cardholder as a customer service representative, and extracting confidential details. It is important to be extremely cautious while giving out your credit card number or any other confidential data over the phone. A bank or financial institution never initiates calls asking for such information. Provide your credit card details only if absolutely necessary on calls that you have initiated to bank authorities or the helpline number given on the back of your card. 

Keep credit cards at safe locations 

Store your credit cards in your wallet or purse, which ensures that it remains close to your body, and cannot be snatched away easily. It is also safer to carry only a couple of credit cards rather than multiple ones while shopping. After paying for the purchase, make sure you put the card back immediately. 

Use credit cards safely on the Internet :
Since the number of online shoppers is increasing rapidly, scammers have moved online to trap cardholders. Avoid clicking on random links that require your credit card information. These links might seem genuine, but are actually known as phishing, which is an illegal way of obtaining sensitive information. Also keep in mind that credit card companies and financial institutions never ask for such details online. In addition, ensure that you check the web address while logging in to your bank or credit card account: the page should start with ‘https’ and not ‘http’. 

Be an alert customer:
Do not ignore your detailed credit card bill every month. Check for any inconsistencies, inexplicable charges or transactions, and report the same to your credit card company. In case of theft or fraud, report the event immediately in order to avoid paying for the transactions made on the card. 

Fraudsters are continuously finding new ways to trick you. The only way to avoid such tricks is to be watchful and take utmost care of your credit cards.

MACPS Anomalies with illustrations


MACPS Anomalies – reg.
For quite some time, NFIR had been receiving representations from the Railway employees who are being denied the benefit of MACPS even where there have been genuine difficulties/problems. One such case, with detailed illustrations, was forwarded to the Railway Board by NFIR vide letter No.IV/MACPS/09/Pt.II dated 11/08/2010 but there has been no response. A copy of the letter is enclosed for reference.
2. While mentioning an identical case, relevant condition vide Item no.25 of Annexure to Board’s letter dated 10th June 2009, is reproduced below:-
“25 If a regular promotion has been offered but was refused by the employee before becoming entitled to a financial upgradation, no financial upgradation shall be allowed as such an employee has not been stagnated due to lack of opportunities. If, however, financial upgradation has been allowed due to stagnation and the employee subsequently, refuses the promotion, it shall not be a ground to withdraw the financial upgradation. He shall, however, not be eligible to be considered for further upgradation till he agrees to be considered for promotion again and the second or the next financial upgradation shall also be deferred to the extent of period of debarment due to refusal.”

3. The above clearly implies that if an employee refuses the regular promotion before being entitled for a financial upgradation, no financial upgradation is allowed. This negative sentence is causing undue hardship to the staff for no fault. In this connection, an illustration is given below:-
“Employee `A’ was appointed on 20/12/1972. He earned two promotions one as Clerk Grade-I on 23/02/1980 and 2nd as Section Officer on 23/06/1982. Subsequently, he appeared for Group ‘B’ gazetted selection against 70% quota. He was found suitable and consequently he was empanelled and promoted as AAO and transferred out in 1995 itself. The employee `A’ could not carry out promotion due to personal reasons. Since the year 1995, the employee is in the same scale/Grade Pay and has been denied 3rd financial upgradation under the MACPS quoting item 25 of the Annexure to Board’s letter dated 10th June 2009.”
4.0 Evidently, the employee has been in service without a promotion much after over 10 years service as on 23/06/1982 i.e. much before the introduction of ACP Scheme i.e. from 01/10/1999. It is also worth-mentioning that the employee had declined promotion to Group `B’ Gazetted in the year 1995 and did not avail the financial benefit under ACP Scheme at all. Therefore, it would be unfair now to deny him 3rd financial upgradation, to which he is otherwise eligible, even after putting in service in excess of 10 years. It is also felt that there might be more cases of similar nature over the entire Indian Railways system.
The NFIR, therefore, requests the Railway Board to look into the above cases, and extend benefit of MACPS to such employees. If still doubt persists the case be apprised to DOP & T and clearance obtained for extending the benefit.

Daily Allowances on Tour/Visit

Absence from headquarters on calendar day halts ie. from midnight to midnight
Absence not exceeding 6 hours
NO DA

Absence exceeding 6 hours but not exceeding 12 hours
70 % DA
Absence exceeding 12 Hours
Full DA
For local journey,  DA is only at half the rate
For enforced halts en route treated as duty , due to  breakdown of communication caused by flood rain etc , DA is admissible
DA is admissible for period of absence at tour station regulrised as special  casual leave due to disturbances, imposition of curfew etc
NO DA for Sunday and holiday unless the employee is actually and not merely constructively on camp.
