Cabinet approved right to time-bound delivery and services Bill, 2011


The government on Thursday gave its nod to a bill aimed at providing time-bound delivery of services like passports, pensions and birth and death certificates, among others, to citizens.

The Right of Citizens for Time-Bound Delivery of Goods and Services and Redressal of their Grievances Bill, 2011, was approved by Union Cabinet at a meeting chaired by Prime Minister Manmohan Singh.

The bill envisages penalty of up to Rs. 50,000 against a government official failing to provide his or her duties, official sources said.

It lays down an obligation upon every public authority to publish citizen’s charter, stating therein the time within which specified goods shall be supplied and services be rendered and provides for a grievance redressal mechanism for non-compliance of its provisions.

The sources said the issue of inclusion of NRIs in the ambit of the bill to access time-bound delivery of services will be dealt with separately by the Ministry of Personnel, Public Grievances and Pensions and the Law Ministry.

The proposed legislation, spearheaded by Department of Administrative Reforms and Public Grievances, also mandates a public authority to establish a call centre, customer care centre, help desk and people’s support system to ensure time-bound delivery of services.

It also seeks establishment of public grievance redressal commission at the Centre and every State.

According to its provisions, a person aggrieved by the decision of the commission may prefer an appeal before the Lokpal at the Centre (in case of decision by the Centre’s public grievances redressal commission) and the Lokayuktas in the States.

All services provided by both the Centre and the State governments will be extended to citizens in a time-bound manner under the bill.

Addressing a joint sitting of Parliament last month, President Pranab Mukherjee had said that his government attaches priority to the enactment of the legislation proposed in this regard.

OFFICE MEMORANDUM

Sub: - Introduction of Barcode for Parcels: Specifications regarding.
           
The matter regarding restricting of the existing network for parcel operation is currently under examination at this Directorate. It has been decided to provide track and trace feature for the three proposed parcel products, i.e., “Express Parcel”, “Business Express Parcel” and “Business Parcel” as well as for Registered Parcel. It has further been decided to introduce barcode on all categories of parcel articles and bags including ordinary parcels. However, track and trace feature would not be available for ordinary parcels.

2.         A new application software for processing of parcels at Parcel Processing Centres (nomenclature yet to be decided for these mail offices) is being developed by CEPT Mysore. Provisions are also being made for computerized booking and printed barcode stickers shall also be used for posting/ acceptance of parcel in bulk at Centres to be created for this purpose.

3.         The structure of the bar code for parcel articles will be the same as prescribed for Speed Post articles, i.e., Code 39 symbology with 13-character alpha numeric combination as per the UPU standards. The first two alpha characters would be in the range of “CA to CZ” for parcels. For example, a parcel booked in Maharashtra Circle will have a barcode as “CMxxxxxxxxxIN”, where “CM” reflects the bar code series allotted to Maharashtra Circle for parcels, the next 8 digits being in serial order and the 9th digit being the check digit and “IN” denoting “India”. The bar code series allocated to the Circles for the purpose of prcels is given in the Annexure 1. Same series of barcodes would be used for all categories of parcels. Further, the same series of bar code, as allotted to the Circles, will be used for both domestic and international parcels. Accordingly, this memo supersedes Directorate memo No.28-2/2003-CF dated 9.11.2004 and 13.12.2004 containing barcode series for international parcels. Specifications for barcodes to be used on parcel articles are given in Annexure 2.

4.         All parcel bags would carry a bag label containing a barcode. The barcode series allocated to the Circles for parcel bags is given at Annexure 3. There would be two separate bags label for parcels bags- One for “Express Parcel” bag and the other for rest of the parcel bags. The design and specification for Express Parcel bags and other categories of parcel bags are given Annexure 4 and Annexure 5 respectively.

5.         The new network for parcel operations, use of the new software and track and trace features are likely to be operationalzed in April 2013. Therefore, Circles may complete action on assessment of the quantity of barcode stickers (articles level) and bag labels required for booking and processing of parcels and place the orders for procurement of these items by 31st March 2013.

Downgrade a Database from SQL Server 2005 to SQL Server 2000


Before beginning must assume, firstly that the user, who will attempt such thing, has  a basic knowledge of SQL Environment, secondly that he has the two versions already installed (both 2000 and 2005), that a basic backup of the databases has been created and finally that all the 2005 SQL Server Users have been created at the SQL Server 2000 environment as well.



Step 1 Generating Scripts for the Database Elements and Structures

1)      Right-click over the desired Database at 2005, Choose Tasks and the Generate Scripts (Option).
2)      At the pop-up Dialog Box click at the Script All Objects in the selected Databases check box, to activate it and then Click the Next Button.
3)      Set the following Elements to the following Values
a.       Script Collation , set to TRUE
b.      Script Database Create, set to TRUE
c.       Script of SQL Version, set to SQL SERVER 2000
d.      Script foreign keys, set to FALSE
e.       Script Triggers, set to FALSE
 Then Hit the Next button
4)      Select the way the generated scripts should be saved (There are different selections. The most common one is Clipboard). Finally click the Next button till you reach the end.
5)      Click Finish

After completing this procedure, we have to move to the SQL SERVER 2000 environment. Here, by using the Query Analyzer, we will have to run the scripts that were generated using the master database. Copy and Paste the script at the Query Analyzer and run it. After that the Structure of the Database will be created.

Be careful, the SQL Server 2005 Edition inserts the Views in a random place through the script. Therefore, all the scripts that are referred to the Views MUST be moved to the end of the script. If the Query Analyzer shows some errors do not be bothered. Delete all the elements created from the script and after you fix the code run it again.




Step2 Moving the data from 2005 to 2000

1)      After completing the previous step successfully, moving the data follows. Right-click at the 2005 database you used to run the previous step and select Tasks and then choose the Export Data (option).
2)      From the pop-up Dialog Box, select the Source Db and Click at the Next Button.
3)      At the next step you will have to choose the destination server and the destination Database for the Data to be exported. Then Click Next.
4)      A List of all the Source Database’s Elements will appear in the screen. Select one by one all the Elements you wish to move and for each one click at the button Edit Mappings (Located at the bottom right corner of the Dialog Box just under the Elements list). A new Dialog box will pop-up. Select the Delete rows in Destination Tables option and activate the Enable Identity Insert Option. (Remember to repeat this action for each of the selected Element from the list that will be moved.

CAUTION!!! A malfunction of the SQL Server 2005 has been found. Not sure why, after multiple tries I have observed that when I tried to move more than twelve Elements at once, the Export Data Wizard of SQL Server 2005 seemed to disable the Enable Identity Insert Option that was activated over the Edit Mappings Dialog Box. But if the number of the selected Elements is smaller than 12 no problem seemed to appear.

Step 3 Generating Scripts for the Database Foreign Keys and Triggers

Finally, to successfully finish the downgrade of the Database, the Triggers and the Foreign Keys of the DB must be produced. The procedure that should be followed is the one stated next:

1)      Right-Click at the SQL 2005 Database and Select from Tasks Menu the Generate Scripts Option.
2)      Using the pop-up Dialog Box make sure that the check box Script All Objects in the selected Databases is not enabled and hit the Next Button.
3)      Set all the Elements on the List to a False Value except the ones that follow:
a.       Include IF NOT EXISTS , set to TRUE
b.      Script Owner, set to TRUE
c.       Script of SQL Version, set to SQL SERVER 2000
d.      Script foreign keys, set to TRUE
e.       Script Triggers, set to TRUE
 Then Hit the Next button
4)      After finishing reading the Elements of the Database, a new list will appear at the Dialog Box. Make sure that you select ONLY THE TABLES of the Database and hit the Next Button.
5)      At the screen that follows hit the Select All button and the Next.
6)      Select the way the generated scripts should be saved (There are different selections. The most common one is Clipboard). Finally click the Next button till you reach the end.
7)      Click Finish Button.

After completing this procedure, we have to move to the SQL SERVER 2000 environment. Here, by using the Query Analyzer, we will have to run the scripts that were generated using the master database. Copy and Paste the script at the Query Analyzer and run it. After that the Foreign Keys and the Triggers of the Database will be created.

After these steps the database should be fully functional under the SQL Server 2000 edition.

  3. In the Browse for Folder dialog box, select the \Data folder on the SQL Server 2000 compact disc or in the shared network directory from which SQL Server 2000 was installed, and then click OK.
  4. Click Settings. In the Collation Settings dialog box, verify or change settings used for the master database and all other databases.
    Initially, the default collation settings are shown, but these may not match the collation selected during setup. You can select the same settings used during setup or select new collation settings. When done, click OK.
  5. In the Rebuild Master dialog box, click Rebuild to start the process.
    The Rebuild Master utility reinstalls the master database.
    Note  To continue, you may need to stop a server that is running.

OFFICE MEMORANDUM

Sub: Standardization of Nomenclature of Mails Offices and Rationalization of number of Mail Business Centres (MBCs)/Business Post Centres (BPCs)


The matter relating to standardization of nomenclature for various categories of mail offices as well as the need for rationalization of number of Mail Business Centres (MBCs)/ Business Post Centres (BPCs) was under consideration of the Directorate. This was necessitated by operational complexities being faced on account of functional overlap between mail offices and increased possibility of misrouting of mail due to lack of standardized nomenclature.

2. After a review, the following instructions are issued with respect to standardized nomenclature for mail offices and rationalization of number of BPCs/MBCs.

(a) The nomenclature of mail offices across the county would be as follows:

(i) Sorting mail offices located at Railway station: XXX RMS (e.g. Lucknow RMS)

(ii) Sorting mail offices located at Airport premised/near the airport: XXX APSO (e.g. Chennai APSO, for Chennai Airport Sorting Office)

(iii) Sorting mail office not located at Railway Station or Airport premises/near the airport: XXX Sorting (e.g. Panvel Sorting)

(iv) Transit Mail Office (TMO) located at Railway Station: XXX RSTMO (e.g. Hazrat Nizamuddin RSTMO)

(v) TMO located at Airport/near Airport: XXX APTMO (e.g. Chennai APTMC)

(vi) TMO located at Bus Stand/Station: XXX BSTMO (e.g. Bangalore Bus Station TMO)

(vii) Automated Mail Processing Centre (AMPC) wherever such centres exist/to be set up: AMPC XXX (AMPC Delhi).

(viii) Book Now Pay Later (BNPL) Processing Centres for Speed Post with direct bag closing facility for Sorting hubs: BNPL SP Hub XXX (e.g. BNPL SP Hub Kashmiri Gate, BNPL SP Hub BPC Anna Road)

(ix) The existing nomenclature for Paper Sorting Offices PSOs) would continued as XXX PSO (e.g. Chennai PSO)

(b) Name of the city/town should be suffixed to the name of the office so standardized for clarity in case of offices not having the name of the city. Standard nomenclature should be used on bag labels, manifests/mail lists, correspondence etc. The signage/name board of the mail offices/TMO should also carry standardized nomenclature and should be prepared in accordance with guidelines contained in the Corporate Branding Manual of the Department.

(c) Mail office would no more be called Mail Business Centre (MBC). Wherever mail offices have been named as MBCs, the name of such offices should be restored as “XXX RMS” or “XXX Sorting” as the case may be. All MBCs opened in the past in addition to the BPCs may be closed/merged with the BPCs concerned. Delivery of mail to the bulk addressee may be done through Speed Post Sorting Hub/Intra-Circle Hub for Speed Post, through CRCs for Registered mail and through mail offices for unregistered mail wherever necessary. Accordingly a list of mail offices and BPCs may be sent in the form of ‘MIS on mail operations’.

(d) The number of Business Post Centres (after closure/merger of MBCs) may further be rationalized by the Circles in order to eliminate/minimize fragmentation in processing of such mail.

Receipt of this O.M may be acknowledged to Shri M.B.Gajbhiye, ADG (MO). An action report on standardized nomenclature, with a list of all mail offices (including BPCs) may be sent within 60days of receipt of this memo.
