RList with Pincode Database




To download RList with Pincode database,click the below button.
New Users:
1. Download RList version 1 complete setup and install. Download
2. Download the latest updated RList.exe with RList.mdb. Replace the RList .exe and RList.mdb in C:\Program Files\RList folder
3.Configure Office Details,email settings,Branches
4.Start using.
Existing users:
1.Download the latest updated RList. exe with RList.mdb. Replace only the RList .exe C:\Program Files\Rlist folder
Pl do not replace RList.mdb
2.Open downloaded RList.mdb. Select Pincode Table
3.Right click on Pincode Table Select the option Export.
4.Browse the destination for export as C:\Program Files\Rlist\Rlist.mdb
5.After export,confirm that Pincode table available in C:\Program Files\Rlist\Rlist.mdb
6.Start working.
7.If you are using Rlist 1.0, pl execute RList-Patch to get the database upgraded to version 2.0
TIPS for work:
1. Pl change your paper size to “Letter” in printer setting. Else ,you will get error while printing the report.
2. When you click, Bulk booking menu, Data entry window will appear with a delay.Pl wait for it appearing. This is because of loading of Pincode database.
3.While booking the RL, in destination field-type first a few letters of the PO and press Down arrow. Select the correct PO.Then Press Enter. Then the Pincode will appear automatically.
4. If any modification is needed in the Pincode database, you can do it in menu-Pincode data
5. If Station articles are booked, book them with Pincode 000000
6. While sending email, please send zipped file only. Never send the text file as it is.
If sent as text file, it will get junk characters and cannot be uploaded to Despatch.

Subject: Children Education Allowance/Hostel Subsidy — Clarification

Subsequent to clarifications issued vide O.M. No.12011/3/2008-Estt.(Allowance) dated 11.11.2008 and O.M. No.12011/08/2010-Estt.(AL) dated 30.12.2010, on the captioned subject, references have been received on (i) definition of the term "station" and (ii) admissibility of Hostel Subsidy and Children Education Allowance in respect of children pursuing diploma/certificate courses from Polytechnic/ITI/Engineering College, after passing 10th standard.

2. After due consideration of the references in consultation with the Department of Expenditure, the following has been decided:
a. The term Hostel Subsidy would mean expenses incurred by the Government servant if he/she keeps his/her children in a hostel of a residential school/institution located beyond a distance of 50 kilometres from his/her residence. The reimbursement would be subject to other conditions laid down in the O.M. dated 2.9.2008 and subsequent instructions issued from time to time. It is further clarified that grant of hostel subsidy is not related to transfer liability of the Government servant.

b. To allow reimbursement of Children Education Allowance/Hostel Subsidy for the initial two years of a diploma/certificate course from Polytechnic/ITI/Engineering College, if the child pursues the course after passing 10th standard and the Government servant has not been granted CEA/Hostel Subsidy in respect of the child for studies in 11th and 12th standards. This is further subject to fulfillment of other conditions laid down in the O.M. dated 2.9.2008 and subsequent instructions issued from time to time.

3. This comes into effect from the current academic year.

रो‍‍मिंग चार्जेस से मिली मुक्ति, नई दूरसंचार नीति को मंजूरी

रोमिंग शुल्क और सर्कल से बाहर इनकमिंग और आउटगोइंग कॉल पर शुल्क के झंझट से मोबाइल ग्राहकों को मुक्ति दिलाने वाली महत्वपूर्ण दूरसंचार नीति को सरकार ने गुरुवार को मंजूरी दे दी। प्रधानमंत्री मनमोहन सिंह की अध्यक्षता में हुई केंद्रीय मंत्रिमंडल की बैठक में राष्ट्रीय दूरसंचार नीति 2012 पर मुहर लगी।

बैठक के बाद सूचना प्रसारण मंत्री अंबिका सोनी ने बताया कि कैबिनेट ने एकीकृत लाइसेंस शुरू करने के प्रस्ताव को भी मंजूर किया। कैबिनेट ने दूरसंचार विभाग को अधिकृत किया है कि वह संचार एवं आईटी मंत्री की मंजूरी से नई एकीकृत लाइसेंसिग व्यवस्था को अंतिम रूप दे।

राष्ट्रीय दूरसंचार नीति के तहत 2017 तक ग्रामीण इलाकों में टेली घनत्व 39 से बढाकर 70 करना और 2020 तक इसेस 100 करने का प्रस्ताव है।

मोबाइल फोन को सशक्तीकरण का हथियार बनाना, ब्राडबैंड पर डाउनलोड की न्यूनतम दो एमबीपीएस गति पर उपलब्धता, घरेलू विनिर्माण में भारत को वैश्विक शक्ति बनाना, नेटवर्क, सेवाओं और उपकरणों का कन्वर्जेन्स, स्पेक्ट्रम का उदारीकरण, लाइसेंसिंग व्यवस्था का सरलीकरण, एकीकृत लाइसेंसिंग, स्पेक्ट्रम का लाइसेंस से अलग होना, ऑनलाइन प्रक्रिया, पूर्ण मोबाइल नंबर पोर्टबिलिटी, मुफ्त रोमिंग, वायस ओवर इंटरनेट प्रोटोकाल जैसे महत्वपूर्ण बिंदु नई नीति में शामिल हैं।

विस्तृत दिशानिर्देशों के जरिए नीति का कार्यान्वयन किया जाएगा और यह मौजूदा सेवा प्रदाताओं को एकीकृत उदार माहौल की नई व्यवस्था को तेजी से अपनाने के लिए प्रोत्साहित करेगी और सभी को समान प्रतिस्पर्धा का माहौल सुनिश्चित होगा।

The best way to carry forward master strategist K. Subrahmanyam's vision is to establish a world-class Indian National Defence University

Not many from my generation of soldiers and scholars who were born in the 1960s, had the opportunity to interact and learn from the late K. Subrahmanyam, unarguably, the father of modern Indian strategy.
I am not about to sing the praises of him simply because I am not qualified to do so, and also because eminent people like Air Cmde Jasjit Singh and the National Security Adviser (NSA), Shivshankar Menon have offered befitting tributes in various forms. Surprisingly, on the two occasions that I was privileged to meet the “master,” we spoke only about the proposed Indian National Defence University or INDU.
Our interactions
On the first occasion, I sought an audience from him as a PhD candidate at the Defence Services Staff College (DSSC). I wanted to pick his brains on the changing nature of warfare and on my hypothesis that irrespective of the nature of an adversary, air power had a role to play in coercion. He listened to me indulgently, endorsed my hypothesis and for some unfathomable reason, shifted the topic to that of the future of INDU. He told me about how his dream was to see INDU come up before he passed on; about how he worried that unless we focused on core issues we were likely to get overwhelmed by peripheral issues like what kind of a campus or infrastructure would it entail or who would be the president of the university or what would be the share of the various services in the organisational structure?
The core issue, which he so rightly pointed out, was whether we would be able to find the right people to teach, research and perpetuate a culture that nurtured independent strategic thought and supported the larger issues of multi-disciplinary national security. He signed off that session by asking me how many faculty members at DSSC at that time had a PhD. When I told him “none, but three of us are enrolled currently,” he impatiently brushed me off and said “not enough young man. I wonder how many among you will be willing to give up the prestige and status of your military ranks and devote yourself to professional military education and building intellectual capital within the national security establishment?”
However, he quickly added, “You know, I am not decrying the need for operational excellence, but we need to find a way to generate more scholarship in the armed forces.” To say that the encounter was a defining moment for me would be an understatement.
The second and last time that I met him was only for a short while during tea after a talk at the National Defence College. Even though he was indisposed, he made sure that he honoured his commitment to deliver his customary talk on “India's Nuclear Strategy.” When I met him, he did not recognise me, but his eyes lit up when I reminded him of our encounter at Wellington. “Yes! I remember,” he remarked and quipped in his traditionally acerbic style. “We are where we left off four years ago, aren't we?” I could only mumble “yes, Sir.”
INDU's moving force
While his achievements in the realm of nuclear strategy and as the architect of the Kargil Review Committee are widely known, not many know that he was also the moving force behind the initial concept paper of INDU, and the push he gave to the whole proposal in terms of converting it from concept into reality. If we want to honour the legacy of modern India's foremost strategist, I think it is time we take a close look at whether we are going about the process of building intellectual capacities in the right manner. Instead of mere number-crunching, we need to ascertain how many of the existing PhDs in the three services are capable of, and inclined to assume academic roles in various institutions under INDU. A rough estimate of the total no of PhDs would put the figure at around 35-50. Of these, barely 15-20 of them are actively pursuing scholarship by contributing regularly to professional and technical journals, something which is absolutely essential to assume faculty positions at institutions of repute. Many have degrees from universities that are not very well known for scholarly rigour and I do not think there is anyone who has a PhD from a global university — quite a sorry state for a country with such a large military as India has.
With the formation of INDU a few years away, we still have time to put our house in order. While creation of world-class infrastructure is important, unless we have the right faculty and content developers, we stand no chance of gaining world-class stature.
It would be pertinent to learn from the Air University's experience in the U.S. in the mid-1990s. Facing a crunch of PhDs on the faculty, the University's Air Command and Staff College lost its accreditation for award of a post-graduate degree until it made good the numbers. We need to identify potential faculty members and identify opportunities at home and abroad that will facilitate quality PhDs in reasonable time-frames. It is time we change gear on INDU — there can be no better way to carry forward K. Subrahmanyam's legacy than to create a truly world-class Indian National Defence University.

Army Chief General V.K. Singh, who guided the destiny of over the one-million-strong Indian Army for the past 26 months, will retire on Thursday, leaving behind a tenure which witnessed a row over his age and controversy over charges of bribery and corruption in defence deals.
General Singh, who became the 26 Chief of Staff of the Army on March 31, 2010, has made it his life's goal to spruce up the image of the Army. General Singh (62), a third generation officer, was commissioned into the Rajput regiment on June 14, 1970.
He will be succeeded by Eastern Army Commander General Bikram Singh, who will have a tenure of two years and three months. He will be the fifth GOC-in-C from the Eastern Command to become the Army Chief after P.P. Kumaramangalam, S.H.F.J. Maneckshaw, V.N. Sharma and Gen. Singh.

Honest officer

Considered an upright and honest officer, General Singh, as Army Chief, laid down the roadmap to transform the Army into a lean and mean fighting force.
He had also flagged concerns over the shortage of arms and ammunition and impressed on the government the urgent need for immediate steps to shore up purchases.
His tenure saw the rare step of a serving Army Chief taking the government to the Supreme Court, seeking a change in his date of birth in official records. The legal battle ended with the Supreme Court not accepting his contention that 1951 was his year of birth.
In a recent interview to The Hindu, General Singh hit the headlines by alleging that he was offered a bribe of Rs. 14 crore in 2010 by retired Lt.-Gen. Tejinder Singh for clearing a deal for procuring “substandard” Tatra trucks. His allegation also rocked the Budget Session of Parliament.
Gen. Singh's confidential letter to Prime Minister Manmohan Singh, reportedly highlighting critical issue of shortages and deficiencies in the Army, appeared in the media stirring yet another unsavoury controversy.
In his latest move, General V. K. Singh has issued a show cause notice to 3 Corps commander, Lt. Gen. Dalbir Singh Suhag, in line after General Bikram Singh to become Army Chief, for a botched-up intelligence operation in Jorhat, Assam.
Lt. General Suhag, who has been placed under a discipline and vigilance ban, is facing the prospect of not being promoted as Army Commander, a mandatory requirement for him for elevation to the post of Army Chief in 2014, if the Defence Ministry accepts the outgoing Army Chief's decision.

Confederation of Central Government Employees and Workers is organizing a march to Parliament on 26-07-12 in support of the 14 point charter of the demands pertaining to the Central Government employees. Wage revision for every 5 years, 50% merger of DA for all purposes, removing the ceiling on compassionate appointments, stopping the out-sourcing, contract and casualisation of permanent jobs are some of the important demands. NFPE has decided to mobilise minimum 10,000  Postal employees to the rally. AIPAEA has decided to mobilise minimum 100 employees. All the units should start preparations to come to the rally. To and fro tickets to Delhi should be booked immediately. All efforts should be made to popularize the  Confederation charter. Mobilse employees to the rally in all the earnestness. Quota for each unit is given below. This quota is only a minimum. All the units nearer to the Delhi and Delhi unit should mobilise more number of employees and make the rally a grand success.

Dear Sir,
I am directed by the National Executive of the Confederation of Central Government employees and Workers to send the enclosed resolution which appeals for the revival of the JCM Machinery, especially at the Departmental council levels for your consideration. We also send herewith a copy of the 14 point Charter of demands adopted by the Committee.  The issues contained in the charter of demands had all been the subject matter of representation on various occasions without however reaching any settlement.   Similarly the issues taken up at the National Council Anomaly Committee as per the agreement reached after the Government accepted the 6th CPC recommendations still beg settlement.

The National Executive also took serious note of the fact that many departmental heads have denied grant of recognition to the Associations and Federations despite their fulfilling all requisite conditions stipulated under the CCS (RSA) Rules, 1993. 
 In the circumstance, the Executive have decided to organize a March to Parliament on 26th July, 2012 and submit a memorandum to the Honorable Prime Minister to seek his intervention.  The National Executive have also decided to follow it up with an industrial action in November, 2012 if the Government continues to disregard the grievances of the employees.

The meeting was chaired by Dr. Saleem Haque, Chairman of the Committee and DDG (P), Shri Alok Saxena DDG (Tech), Director (Est), ADG (Est) were present on behalf of official side. Com. K. V. Sridharan, Leader Staff side, Com. D. Theagarajan, Secretary General, FNPO, Com. Giriraj Singh, General Secretary, R-III Com. Ishwar Singh Dabas, General Secretary, P4, Com. D. Kishan Rao, General Secretary, P 3, NAPE and T. N. Rahate, General Secretary, General Secretary, P4 FNPO were representing staff side.

The following are the broad understandings reached in the Committee meeting.
Postal Assistant

The proposal of the Staff side to upgrade 11395 single handed post offices and 6719 Double handed post offices to the status of LSG will be considered.

The present Post Masters in 3732 triple handed post offices and also the present LSG to the extent of 6989 will be upgraded to the status of HSG II.

The present HSG II and HSG I posts to the extent of 3352 Posts will be amalagamated.

A separate identification to the extent of 30% of HSG I posts as non functional Group ‘B’ posts with grade pay of Rs. 4800/- will be formed.

1/3rd of the total LSG, HSG II, HSG I will be carved out as Postmaster Grade-I, Grade-II, and Grade-III respectively.

The posts of System Administrators will be made as LSG vice versa.
PO & RMS Accountant will be made as a separate channel of promotion by reidentifying the Posts of LSG, HSG-II and HSG I posts.

The RMS, Circle office and SBCO staff will be considered as per the ratio finalised in respect of Postal Assistant cadre.

The Official side accepted the above proposal and assured to consider the above and come out with the final decision shortly. As requested by them a common proposal of the Staff side has been submitted to day itself.

Cadre review for Postman & MTS’

Since the MTS is the common category for all Central Govt. employees, there is no possibility of bringing them under cadre review.

As functional Justification could not be identified for the Postman and also the higher pay granted by the 6th CPC, the official side did not favour any cadre review. However official side came forward with the proposal if the Postman cadre opts out from the MACP scheme and agree to take the percentage wise promotions it will be considered. It requires a deep study and the Postman unions will discuss the issue and come out with the proposals.

The chairman conveyed that the next meeting will be arranged in short notice to finalise the proposals.

The President of India is not above the law: HC


New Delhi, May 29, 2012(PTI): The Delhi High Court today stayed a Central Information Commission order to make public the donations made by the Presidents of India on humanitarian grounds between 2004 and 2011.

 
While staying the CIC’s May 4 order, Justice Vipin Sanghi, however, observed that “the President is not above the law” and the public has the right to know about the donation made by the president out of tax payers’ money.
The court stayed the CIC order, while reserving its own order on the President secretariat’s plea against the CIC order.
The court made critical remarks as Additional Solicitor General A S Chandhiok, appearing for the President secretariat, sought to oppose the CIC order and said that many of the donations are made to people seeking financial help for medical treatment and disclosure of such informations would infringe their privacy.
“If somebody goes with begging bowl, which kind of privacy he wants to maintain? How much money has rolled out and where the money has gone?” Justice Sanghi said.
As ASJ argued that the Right to Information Act is not meant to entertain such applications for disclosure of donations from Constitutional authorities, the court said, “We are not a monarchy but a republic.”
“The President of India is not above the law,” it added.
ASJ sought to argue that some constitutional authorities like the Prime Minister, have discretionary power to make donations, which he makes from the PM’s National Relief fund.
At this, Justice Sanghi said if the donations given by the President is from tax payers’ money, the general public certainly has the right to know.
The court made the remarks during hearing of a plea by the President secretariat, challenging the CIC’s order, which has asked the First Citizen’s office to disclose the names of receivers of donation, their address and the amount given.
The CIC had asked the Rashtrapati Bhawan to give these information to applicant Nitesh Kumar Tipathi within 15 days, besides uploading the information on the official website of the President’s secretariat.
The court, however, stayed the CIC order, while also reserving its own order on the President secretariat’s plea against the CIC order.
