post takes a technological leap
14.06.2012 - The Universal Postal Union has chosen Afilias, a global provider of internet infrastructure services, as the registry operator for .post, the organization's privileged space on the web for postal e-services.
The agreement brings the UPU's sponsored top-level domain (TLD) one step closer to implementation.
Under the terms of the agreement, Afilias will operate the
technological infrastructure required to enable .post to go live this
year.
A registry operator handles the technical aspects of ensuring a TLD
runs in a manner that maintains the safety and security of the internet.
Among many behind the scenes activities, the registry maintains the
master database of domain names and their matching internet protocol
(IP) addresses for a particular TLD.
IP addresses are the numeric equivalent of domain names; they enable
computers to direct traffic to the address indicated by the domain
name.
Crucial partner
UPU Director General Edouard Dayan emphasized that choosing a strong
technical partner was crucial to making .post live. "If we are able to
adapt postal services to the new technical and commercial environment,
we are creating value for our members and we will also be in line with
the times in which we are living," Dayan said.
At the signing, Ram Mohan, Afilias' executive vice president and
chief technology officer, said: "We are excited to be part of what is
likely to be the next generation of the evolution of Posts... and about
the innovation that is likely to be unleashed as a result of .post going
live."
"We completely believe in the .post vision of preparing the postal
services of the world for the future. We dedicate ourselves to help
bring this to life," added Roland LaPlante, Afilias' senior vice
president and chief marketing officer.
Afilias specializes in providing domain-name registry services and
internet infrastructure services to TLDs across the globe. It started
business in 2001 with the launch of the .info TLD, which it manages
along with the .mobi and .pro TLDs.
Currently, Afilias provides services to 17 TLDs with more than 20
million domains, including almost eight million .info domains and one
million .mobi domains. The company also supports the .org, .aero and
.asia TLDs, among others.
Road ahead
Before .post can become operational, the .post registry must undergo a period of technical testing.
Once complete, the Internet Corporation for Assigned Names and
Numbers (better known as ICANN) will officially delegate the .post
domain to the UPU.
After this, it will be possible for eligible entities to register and
use .post domain names, subject to specific application procedures and
conditions of use approved by the UPU.

E-services keep postal registers clicking
CHENNAI: Walk into the
Besant Nagar post office in Shastri Nagar on a Friday morning around 10, and
you will find a queue of at least seven people in front of the postage and
savings bank counters. Look closely and you will see a longer queue in front of
the e-post and e-bill counters.
Data shows that this
is a growing trend in the 12,185 post offices in the Tamil Nadu region, which
includes Puducherry, after India Post decided to embrace internet mailing and
e-banking system.
The department's
e-post and e-bill services in Tamil Nadu have seen a steady rise in the number
of customers in the last three years, compared to the 66,000 people who used it
in the year 2009. "We decided to target the rural population who may not
have internet access, or have email ids, but need a letter to reach in just a
couple of hours," said a postal department official.
E-post, a service
introduced by India Post four years ago, allows people to send messages through
email to remote destinations. The post office in that destination will print
out the letter and deliver it to the addressee. Though this system still faces
competition from the facsimile (fax) or direct email, officials say it works as
a faster alternative to courier service. "Students in villages who want to
send documents or letters to colleges use this service," said the
official.
Another service that
India Post has received praise for is the e-bill payment service. Last year
more than 47 lakh people paid their bills at post offices compared to the 27
lakh people who used it in 2009. This service works as a one-stop shop to pay
phone bills, electricity bills, fees for a few national universities and even
taxes. "It used to take me at least two days in long queues to pay all my
bills, till I discovered this facility four months back," said Indira
Rajan from Thiruvanmiyur.
Department officials
say though customers availing these services have increased, the thought of
post offices going empty in future still persists. "Even now the crowd is
mostly the elderly, and homemakers. We are scared the younger generation may
never get the post office-experience," said a senior official. The reason
for this is lack of awareness and advertising.
It was about seven
years ago, the postal department introduced electronic and internet-based
services to draw crowds back into the red and white buildings.

Subject:- CCS (LTC) Rules, 1988 — Relaxation for travel by air to visit J & K .
The undersigned is directed to refer to this Department's O.M. of even No. dated
18th June, 2010 on the subject mentioned above and to say that the
relaxation for LTC travel to visit J & K under CCS (LTC) Rules, 1988
is extended for a further period of two years w.e.f. 18th June, 2012
subject to the following conditions:
(a) Travel by Air to continue to be in Economy Class only, irrespective of the entitlement of the officer.
(b)
The condition that air tickets can be purchased either directly
from the Airlines (booking counters/website) or through authorized
agents only viz., M/s Balmer Lawrie and Co. Ltd., or M/s Ashok Travels
and Tours Ltd./IRCTC (to the extent IRCTC is authorized as per DoPT's
O.M.No. 31011/6/2002-Estt.(A) dated 02.12.2009), would necessarily
apply.

A
committee comprising of following members constituted by Secretary Post
vide Directorate letter no. 01/01/2011-sr dated 20.01.2012 on the Cadre
Restructuring of MMS Staff met on 11.06.2012 and 12.06.2012 in the
office of the Chief Post Master General, A.P. Circle, Hyderabad.

In the meeting the committee further discussed at length, the
suggestions of staff side; members regarding existing recruitment rules
of various cadres of MMS, i.e. Technical & Non-Technical cadres.
2.
The staff side and official side members unanimously made specific
recommendations for technical cadres and non-technical cadres based on
their functional requirements.
3.
The committee also discussed the matching saving needed to some cadres
to address financial implications of certain recommendations made with
reference to these cadres. This matching savings needed for some
cadres will be prepared and submitted by the Director (MV). The same
will be discussed in the next meeting and incorporated in the final
report of the committee.
4. The next meeting will be held on 13th of
July 2012. It was decided to discuss the final draft report on the
cadre restructuring committee on MMS in that meeting and submit the
final report to the Department by 25.07.2012.
