Watch You Tube without buffering on Slow Internet.

To overcome the slow internet problem, YouTube bring new option  'feather_beta'. This is an opt-in beta for "Feather" support on YouTube. The "Feather" project is intended to serve YouTube video watch pages with the lowest latency possible. It achieves this by severely limiting the features available to the viewer and making use of advanced web techniques for reducing the total amount of bytes downloaded by the browser. It disables all the button the you tube like share button, add to or the like button etc. Even the suggested videos towards the right side will not be loaded completely.

Your provident fund savings all set to fetch higher returns from 2013-14

NEW DELHI: You can expect your provident fund savings to earn better returns from 2013-14, though small savings instruments like national savings certificates will deliver lower returns from April 1.

The Employees' Provident Fund Organisation (EPFO) will adopt a new investment pattern from the coming financial year, junking its archaic investment norms that have remained unchanged since 2003 and have been blamed for the falling returns on EPF savings in the last two years.
In 2011-12, over Rs 6 crore EPF members were paid 8.25% on their retirement savings. For 2012-13, a return of 8.5% has been declared though the finance ministry is yet to ratify the payout.
By contrast, PPF savings earned 8.8% this year and will earn 8.7% in 2013-14. The labour ministry has decided to modify EPFO's investment norms to boost returns on its Rs 5,00,000 crore corpus and stave off persistent criticism from stakeholders and the finance ministry over EPF returns being lower than high inflation rates and the comparable returns of 10%-14% offered by the New Pension Scheme run by the Pension Fund Regulatory and Development Authority.
The EPFO was hurtling into an investment crisis and its income was expected to fall to 8% by 2017-18, if it had maintained status quo. Though its corpus has been increasing, EPFO's investment avenues haven't grown, even as it faces increased competition from foreign institutional investors and domestic financial institutions in the bond market.
Under the new norms, EPFO can invest its corpus in bonds issued by eight new blue chip private sector firms such as Reliance IndustriesBSE -1.24 % and Larsen and ToubroBSE 2.09 %. Eight more firms, which include Tata Consultancy Services, Infosys Technologies, WiproBSE 0.31 % and Ambuja CementsBSE 2.85 %, could also qualify for fresh bond investments.
This will significantly expand the universe of private firms that EPFO can invest in, which currently only includes seven firms — HDFCBSE 0.38 % Bank, LIC Housing FinanceBSE 1.63 %, ICICI BankBSE 2.37 %, Infrastructure Leasing and Finance Services LtdBSE 0.00 %, Axis BankBSE 0.53 %, HDFC and IDFCBSE 2.79 %.
To improve its returns from PSUs bonds, the EPFO has changed the tenure limits for such securities so that it can lock into better returns for a longer period. The maximum tenure for AAA-rated PSUs has been raised from 15 years to 25 Years, and from 8 years to 15 Years for AA-rated PSUs. AAA ratings denote the highest level of safety for bond investments.
Rating agency Crisil reckons that changes in norms for private sector firms' bonds would boost EPF earnings by over Rs 3,000 crore in next 10 years. Similarly, allowing longer-term investments in public sector bonds would boost its income by over Rs 7,700 crore over the next decade.
Income from plain vanilla government bonds would also go up, as the PF office will now be able to deploy upto 55% of its fresh inflows into state government bonds that deliver higher returns than central government securities, where 70% of its annual corpus is currently parked. Nearly 90% of EPFO's private bond investments were concentrated in banks, as on December 2012.
Even among public sector bonds, banks accounted for 53% of EPFO investments while other firms accounted for just 35%. With new bond issuances from public sector firms being limited, it has been forced to park money in banks' term deposits.
The RBI's implementation of Basel III capital regulations also creates the problem that new bond issues from banks will have an equity convertibility clause. The EPFO has steadfastly opposed equity investments, though finance ministry has opened the stock market window for PFs since 2005.

New set of Commemorative Postage Stamps on GPO Buildings.


Postage stamp, begun as a piece of paper in token of receipt of postage, has assumed additional functions. It is a mode of commemorating, celebrating and promoting national heritage and events, it plays a great role as an ambassador, a brand image of postal administration and a statement of sovereignty of a nation. After independence, the medium of postage stamps was initially used to highlight the country's achievements in science and technology as well as its socio-economic Development by depicting themes like the Five Year Plans, Steel Plants, Dams etc. Subsequently, the country's rich cultural and natural heritage came to be showcased and many beautiful stamps were issued in thematic sets on art, architecture, crafts maritime heritage, science, technology, defence and cinematic. Great leaders of national and international standing have also been honoured with commemorative stamps, the most prominent being Mahatma Gandhi, the Father of the Nation has been honoured with commemorative and definitive stamps. Personalities, who have made immense contributions in areas like painting, literature, science, music, social upliftment etc.have also been honoured.
Commemorative stamps are issued, as the name suggests, to commemorate important events, prominent personalities in various fields, aspects of nature, beautiful or rare flora and fauna, environmental issues, agricultural activities, national/international issues, games etc. These stamps are only available at Philatelic Bureaux and counters or under the Philatelic Deposit Account Scheme. They are printed in limited quantities.  
On 5/4/2013, Department of Posts is releasing new set of commemorative postage stamps on the occasion of completion of 100 years of GPO buildings Mumbai GPO, Agra GPO and others.

Tatkal Charges for to go up from 1st April for all class of train journeys



As per announcement made in the Railway Budget 2013-14, it has been decided by the Ministry of Railways to revise Tatkal charges. These charges will be applicable for journey starting from 01.04.2013 onwards. Now, the Tatkal charges will be realized @ 10% of basic far for reserved Second (2S) class and 30% of basic fare for all other classes subject to minimum and maximum as given below:-

Subject:- Introduction of Annual Medical Examination for the Group ‘A’ officers of Central Civil Services of age 40 years and above.
The undersigned is directed to say that a scheme of Annual Medical Check-up is already operating in respect of All India Service officers. This Department had taken up the issue of covering Group A’ officers of Central Civil Services/posts for Annual Medical Check-up in consultation with the Ministry of Health and Family Welfare and the Ministry of Finance (Department of Expenditure). It has now been decided that Group ‘A’ officers of Central Civil Services/Posts of and above the age of 40 years will be covered by the Annual Medical Check- up scheme. The following package rates for the above purpose have been approved:-
(i) Annual Medical Examination of Men officers- Rs. 2000/-
(Rupees Two Thousand only)
(ii) Annual Medical Examination of Women officers- Rs, 2200/-
(Rupees Two Thousand and Two Hundred only)
2. The regime of medical tests for the above purpose will be as given in the ANNEXURE-I.
3. The Ministry of Health and Family Welfare has informed that the above rates were offered to CGHS empanelled private hospitals in Delhi and NCR and the 26 hospitals given in ANNEXURE-II have accepted the offer and agreed to conduct the Annual Medical Examination of the Group ‘A’ Officers of Central Civil Services of 40 years and above. The Ministry of Health and Family Welfare is in the process of empanelling hospitals in other CGHS cities on the same terms and conditions. In non-CGHS cities the offer is being made to the hospitals recognized under CS(MA) Rules, 1944. Ministry of Health and Family Welfare has indicated that it will require atleast three months time for empanelling the hospitals for other places outside Delhi/NCR where CGHS/CS(MA) recognized hospitals are available. This will be communicated later. There are places where there are no empanelled hospitals. In such places, the administrative Departments/offices may engage quality local hospitals on the same terms and conditions to get the Annual Medical Examination of their officers conducted subject to ceiling of Rs.2000/- and Rs.2200/- for men and women officers respectively or actual whichever is less.
4. All Ministries/Departments are accordingly requested to cater the estimated expenditure in their budget for reimbursement of the amount to the concerned officer and implement the scheme during the financial year 2012-13 for the officers located in Delhi and NCR. Instructions with respect to officers located outside Delhi/NCR where CGHS/CS (MA) recognized hospitals are available would follow. The concerned officer may be handed over the copy of complete Medical Report and the summary of the Medical Report in the enclosed proforma (Annexure-III) separately prepared by the Medical Authority is to be attached to the APAR of the concerned officer.

Protect your Password

Password protection is a priority.
Today advanced hardware makes it easy to crack passwords. In such a scenario, what should users do to prevent hackers? Geeta Padmanabhan has the lowdown

If you thought your clever password was something no one could hack, well, you are in denial. Consultancy firm Deloitte reports that 90 per cent of user-generated passwords are vulnerable to hacking. What, even my traditional (clever) combo of eight characters complicated by numbers, letters and symbols? Yes.

Last year, Zappos.com lost names, email-IDs, phone numbers and partial credit card numbers of 24 million customers. LinkedIn admitted its user passwords were “compromised”. Some 400,000 Yahoo email-ID passwords were hacked last July. In 2011, 77 million passwords were stolen from Sony’s PlayStation Network. GoDaddy's passwords were breached. FBI, NBC-sites, 112 Indian government sites found their “secure” passwords “exposed”. If it's any consolation, Taliban sites were successfully attacked too. RE-USING PASSWORDS

How did our passwords get so susceptible? Longer passwords infused with @, *, % symbols are difficult to remember, so we pick a small subset from them — and they get cracked. We slip-up by re-using passwords. Credit-checking firm Experian found that the average user has 26 password-protected online accounts but uses only five different passwords. Deloitte says 10,000 most common passwords access 98 per cent of all accounts. When you key in the same password for online banking and Warhammer, a security breach at the gaming site compromises the bank account password.
Even long passwords aren't safe, says Ashwini Rao, researcher at Carnegie Mellon University. Sentence-like/phrase-like passwords such as “abiggerbetterpassword” and “thecommunistfairy”, postal addresses, email IDs and URLs also make for less secure passwords now, she says.
Blame it on advances in password-cracking hardware. “It's called a brute-force attack,” says techie Mahesh, explaining its nuances. “Powerful computers/laptops try every possible permutation-combination to find the “right” one, no intelligence involved.” Creep! Our eight-character password, created from the 94-character keyboard is one of 6.1 quadrillion possible combinations. “A dedicated password-cracking machine employing virtualisation software and high-powered graphics-processing units can crack any eight-character password in 5.5 hours,” the Deloitte report said. Nefarious, says Mahesh. “A computer working alone may not be able to dig, say, military networks. So a zombie machine, could be yours, is roped in for the hack job. It's a small percentage of your CPU; you pay for unlimited time, so how will you know? Hey! “Wait,” he says. “There is also crowd hacking, where hackers share the power of thousands of machines to infiltrate the target. At no cost.”
Help! Twitter and Adobe re-set thousands of passwords after “embarrassing” goof-ups. Google alerts you on unusual mob-phone activity. It also wants you to insert Yubikey, a smart-chip embedded tiny key that goes into the USB drive, unlocks and automatically logs onto all your accounts without asking for a password. Yubikey works on Windows/Mac/Linux/iPad/Firefox/Chrome, and is waterproof, crush-safe, needs no battery or clients software/drivers. With a simple touch the YubiKey sends a one-time-password (OTP) as if typed. The unique passcode is verified by a YubiKey compliant app. Fine. “Things like YubiKey are definitely more secure as they support random passwords and provide two-factor authentication,” says Mahesh. “Corporates use them on a day-to-day basis because they are mandatory, but you will use it a lot less since it's optional.” You could lose it, you need to insert it, and always type in a master password to access websites. Too much!
“Multi-layer authentication” is possible. You log onto your credit card issuer’s site, type in your username/password, send another code/password to smartphone, and go online. Not terribly convenient! Password vaults or password safes (paid tools) offer you a central place to store all your passwords, encrypted and protected by — you guessed it — a password or token. These, presumably, are not easily cracked. Firefox can save user names and passwords for online services like banking.
Go for poor grammar and spelling, says Ashwini Rao. Hurray! Since “brute” searches for proper combo-words and grammar, you hoodwink it by staying outside the dictionary. She suggests phrases such as “Pineapplesi$nise”, “Exitingplan$isafoot”, that is, if you can memorise the deliberate mistakes. Try “eat cake at 8!” or “car_park_city?” (Idontnohowtospal.com). The high-tech crowd touts a biometric solution, but it has its hiccups. Smartphones ask you to connect nine dots — easy, many combos, visual/tactile (touch to remember). Connecting fewer dots generates more combinations.

FOLLOW GOOD PASSWORD PRACTICES

Never share your password. Avoid using non-secure networks at public places to send private information. Change password after using a non-secure network, change it frequently. Never store your password in a program. “I use Lastpass — a password manager and form-filler,” says Mahesh. “and a secure operating system like Linux. All codes are out in the open, so it is easier to review.” Mmmm... will you consider becoming a hacktivist? If you do, let me know.
