Recruitment Rules
In
accordance with Rule 16(4) & (5) of the Civil Services Examination
Rules, 2011, the Union Public Service Commission maintains a consolidated Reserve List of candidates which
includes General, Other Backward Classes, Scheduled Casts and Scheduled
Tribes candidates ranking in order of merit below the last recommended
candidate under respective category.
There is no such [enabling] provision in the various recruitment Rules in the Department of Posts.
Recruitment
t0 Indian Postal Service Group ‘A’ posts is on the basis of Indian
Postal Service (Group ‘A’) Rules, 1987. The principal rules were
published in the Gazette of India vide notification, number GSR 437
dated 6th June, 1987 and subsequently amended vide number GSR 496 dated 1st October, 1994, GSR 29 dated 20th January, 1996, GSR 185 dated 18th Mach, 1997 and GSR 428(E) dated 11th June, 1999.
The
Department has released the list of 27 officers promoting them on
regular basis in JTS. How many of them will be repatriating to distant
places to earn one annual increase of pay/ increment is anybody’s guess?
For
the last two/three years supplementary DPCs are being held to promote
ASPOs/IPs to Group “B” officers against the vacancies caused due to
refusals etc. The situation is still more worse in the case of
promotions orders in HSG I, HSG II, and LSG where incidence of refusal
is more 50 to 75%. Almost similar is the case of promotions on
seniority cum fitness basis in the cadre of Postmen / MTS.
Incidence
of refusal to accept promotions will be on increase in future. The
convening of next DPC to fill up the resultant vacancies is time
consuming process. The solution lies in amending the Recruitment Rules to make provision for reserve list of 50% officers of respective category.
Amending/updating the Recruitment Rules is still more difficult. As a result of acceptance of recommendations
of the 6th Central Pay Commission and the old pay scales having been
replaced by the Pay Band and Grade Pay, Indian Postal Service Group A
Recruitment Rules, Postal Service Group B and other Recruitment Rules
are still to be amended/updated. Instructions in this regard have
already been issued by Department of Personnel & Training through
O.M. No. AB.14017/61/2008-Estt. (RR) on 24.3.2009. It is imperative that
the review of the Recruitment Rules/Service Rules is taken up at
regular intervals in order to make them relevant to the rapidly changing
needs of the organisation.
