New scheme 10 yr NSC order from dop

Patch for Revision of Interest Rates and Various Changes in SB Rulings (w.e.f. 01/12/2011)

IMPORTANT INFORMATION

•             The patch can be executed only after day-end of 30/11/2011
•             It can be executed on the server or on any one of the client systems running a 32 bit Operating system in which DBAnalyzer is installed
•             The patch does not require SQL ‘SA’ password for execution and hence can be run by any official working on systems or by the supervisor
•             Supervisor has to ensure the execution of the patch before commencing counter operations on 01/12/2011.
The patch does NOT incorporate the following points, and hence and in cases where it becomes applicable the changed rule has to be implemented manually.
•             The maturity period for Monthly Income Scheme (MIS) and National Savings Certificate (NSC) will be reduced from 6 years to 5 years – problem will not arise at present.
•             New NSC instrument, with maturity period of 10 years introduced is to be handled manually.
•             The change in rate of interest in case of TD premature closure will have to be done manually till the requisite changes are made.

INSTRUCTIONS FOR RUNNING THE PATCH
•             Download the ‘MoF_RateChange.zip’, unzip and copy it to the DBAnalyzer folder
•             Run ‘MoF_RateChange.exe’ from the DBAnalyzer folder itself.
•             Enter the name of the SB Server and click ‘OK’.
•             A message will be displayed for each scheme.
•             Continue clicking on ‘OK’ until the message ‘Interest rates updation completed successfully’ is displayed.
•             In case any other message or error code is displayed, email the error code to SDC for solution.

Notification for Launch of 10-Year National Savings Certificate (IX-Issue), 2011 Issued


In accordance with the decisions taken by the Government on the basis of the recommendations of the Committee for Comprehensive Review of National Small Savings Fund (NSSF), headed by Smt Shyamala Gopinath, the then Deputy Governor, Reserve Bank of India, Notifications on changes made in various small saving schemes except 10-Year National Savings Certificate, have already been issued on 25th November 2011.

                The Notification for launch of new savings instrument, namely 10-Year National Savings Certificate (IX-Issue), 2011, has been issued today, the 29th November, 2011.

                The major highlights of this scheme are as follows:

·         Investments in Certificate will earn Interest at the rate of 8.7% p.a. compounded semi-annually.
·         On investment of Rs. 100, the depositor will get Rs. 234.35 on maturity of the Certificate.
·          This Certificate will be available in the denominations of Rs. 100, Rs. 500, Rs. 1000, Rs. 5000 and Rs. 10,000.
·         There is no upper limit for investment in the Certificate.
·         This Certificate can be transferred from a post office where it is registered to any other post office and it can be pledged as a security.

                The scheme will come into effect from 1st December 2011.

CGDA clarifies enhancement of rate of various allowance by 25% when DA goes up by 50%

Enhancement of rate of various allowance by 25% to Central Government employees, when DA goes up by 50%.
The Department of Controller General of Defence Accounts (CGDA) has once again directed to all concerned establishments regarding that the enhancement of rate of various allowances by 25%, when Dearness allowance goes up by 50%. In order to this department has received various clarifications about the enhancement of allowances, a detailed office order has been published by this department. In every individual order itself mentioned clearly that the rate of allowance will automatically be increased by 25% with effect from the date on which the Dearness allowance went up by 50% (i.e. 01.01.2011).

Central Government employees’ retirement age

Raising the Retirement age of Central Government employees
Union Minister of Labour and Employment Shri.Mallikarjun Kharge has given the answers to key questions raised by Shri.P.Viswanathan in the Lok Sabha regarding the raising of retirement age for Central Government employees.
Questions :
(a) Whether the Government proposes to raise retirement age and retirement pension in private sector in the country;
(b) if so, the details thereof;
(c) whether the Government has issued any directions to implement the above recommendations;
(d) if so, the details thereof ; and
(e) the time by which the above proposals are likely to be implemented?
 Answers :
(a) & (b): There is no such proposal at present.
(c) to (e): Do not arise in view of the reply given above.

SEEKING RELIEF-SR. POSTMASTER EXAMINATION

 

The department has issued orders vide No.  A- 34012/6/2011-DE dated 03.10.2011 scheduling Sr. Postmaster examination to be held on 31-12-2011 without notifying the number of vacancies and other pre-requisites for conducting exam to keep these orders under the ambit of set rules. So much so the ASP & HSG-I (IP Line) officials are not notified eligible for this examination though they born on the same gradation list and IP is the feeder cadre for further promotion for all purposes and not ASP/HSG-I which is simply a non functional post. The Association is running from pillar to post for justice but all in vain. All of you will agree that department is not taking any action on the representation submitted by association to Directorate for relief. Rather all these have thrown into turmoil. The department is also not acting as per recruitment rules framed and notified. Hence, we do not have any other option except to knock the door of court for relief. Followings are the grounds.
1.    PS Group ‘B’ Recruitment Rules 1987 amended from time to time are still in force and without amendment of these rules, the Postmaster recruitment rules 2010 can not come into force and Sr. Postmaster exam should not be held.
2.    As per PS Group ‘B’ rules 1987, the 866 PS Group ‘B’ posts are to be filled up by promotion in the manner (i) 94% (814 posts) from amongst officers holding the post of IPs and (ii) 6% (52 posts)from General line official through LDCE.
3.    In the year 1993 after consulting the then body of the association, above said rules were amended and the quota of 94% was further bifurcated into 75% and 19%. Whereas 6% quota was already in vogue. On the basis of these rules total posts in different quota is as under:

4.    As per para 6 of the  Postmaster recruitment rules 2010 and in the natural justice, the effect to 116 Sr. Postmaster Post should be in the following manner:

6.  Association letter no CHQ /PS Gr. ’B’/2011 dated 04.07.2011where in detailed proposal regarding distribution of quota under each category was submitted to the Department for consideration and implementation in the interest of both IP Line and General Line officials but nothing has been done by the Department in this regard so far.
7.    That another representation to post 29 PS Group ‘B’ officers out of 52 (6% quota) officers including those who have been declared successful in the PS Group ‘B’ Exam-2011 as Sr. Postmaster,was also given so that legal implication can be avoided but on this representation also no action has been taken.
8.    That in view of various orders passed by Hon’ble CAT, department is also legally bound to calculate the vacancies as per rules. Dte. order no 11-15/2007-SPG dated 7-01-2009 issued consequent upon decision of OA No. 657/HP/2007 refers. The recently announced OA No. 399/PB/2011 has orders to promote IPs under respective quota only.
9.    That the calculation of vacancies in any other manner can be against the principles of natural justice because reservation in promotion by seniority subject to fitness was introduced in 1972, subject to the some condition. In 1974, reservations in promotion by selection from C to B within B and from B to the lowest rung of Group A were introduced provided the element of direct recruitment does not exceed 50%. Contrary to this, in the notification dated 22.11.2010, all 87 posts [75% of 116] earmarked for Senior Postmaster are ordered to be filled through examination. Instead these should be part of 19% roster meant for Limited Departmental Competitive Examination.  Thus, the action of respondents stand vitiated.
10.  That  it has been mentioned in para 5 of the said letter, that initially constitution of various grades of Postmaster shall be done by inviting options / applications from the existing incumbents of LSG, HSG II, HSG I in post offices and Postal Services Group B including Sr. Postmaster working on regular basis in the division. The last date of receipt of option /application along with bio-data was 04.03.2011.
11. That some of the members of the Association are working on adhoc basis in Postal Services Group B and now promoted against 75% Quota should not eligible for posting as Sr. Postmaster. However, no options have been called from them being not eligible. Thereafter owing to fresh notification dated 22.11.2010, none of the senior Inspectors / Asst Supdt Post Offices, awaiting promotion or promoted for 649 posts [75% Quota] will not be eligible for opting as Senior Postmaster as 100% promotion to Senior Postmaster from Inspector line officials are through limited Departmental Competitive Examination. 
12. That as mentioned above, total quota of  posts  in Postal Group ‘B’ services under 75% quota, 19% quota and 6% quota are 866 posts and 116 posts have been carved out from 866 pots meaning thereby that the quota has to be read keeping in view the  remaining posts, which are 750 posts. In case this was not so, the respondents would have called options from the younger officials promoted and working in Postal Group B services under 19% and 6% quota. The department in their letter dated 31.5.2010 has admitted this when we sought information under the RTI Act, after the issuance of the orders dated 3.2.2010.
13. That when orders were issued to constitute a separate cadre of Postmasters it was stated therein “that in the wake of introduction of technology, challenges from the market and to increase productivity, it is absolutely become essential to ensure that key post offices are headed by the professional managers. Thus, in order to ensure that professionally qualified, trained and meritorious officials held the key post offices, it has been decided to introduce a separate cadre of Postmasters”.  Though it has been mentioned that posts are to be carved out from the exiting general line posts, instead they have carved the posts of Senior postmaster from the total strength of PSS Group.
In view of above facts, the Sr. Postmaster examination should only be conducted as and when a vacancy arises under the respective quota. The ASPs/ HSG-I IP line Postmaster should also be allowed to appear in this examination otherwise department should withdraw the notification.

Important Point Related to Tatkal Scheme


As announced by Hon'ble Minister of Railways while presenting Railway Budget 2009-10 in the parliament on 03-07-2009, it has been decided to reduce Tatkal Charges as given below.

Tatkal Charges

The Tatkal Charges have been fixed as a percentage of fare at the rate of 10% of basic fare for second class and 30% of basic fare for all other classes subject to minimum and maximum as given in the table below.

The above charges will be levied uniformly both in peak period & non-peak periods.

Tatkal tickets will be issued for actual distance of travel, instead of end-to-end, subject to the distance restriction applicable to the train. The same Tatkal berth/seat may be booked in multiple legs till preparation of charts. At the time of preparation of charts, unutilized portion may be released to the General RAC/Waiting list passengers.

Tatkal facility will be introduced in Executive Class of Shatabadi Express trains also, by earmarking 10% of the accommodation available i.e. 5 seats per coach.

Meeting with Senior officers, Directorate related to all pending issue including delay of ipo and lgo result


On 24. 11.2011, Com. M. Krishnan, Secretary General NFPE and President CHQ, General Secretary Com. K. V. Sridharan and Com. Satyanarayana, General Secretary, Postal Accounts met the Secretary and discussed the issues. The need for review meeting on the decision arrived on strike demands and convening JCM Departmental Council meeting was discussed and stressed. Secretary (P) Ms. Manjula Prashar assured to convene the meeting shortly.

Thereafter, Secretary General & General Secretary P3 met Member (P), DDG (P) and other senior officers and discussed various issues. The following are the outcome and information, we gathered from the Directorate.

1. LGO Exam: - Decision has been taken ignore the language papers and exam result will be decided based on the marks secured in Arithmatic Paper (25 X 2) communication will be sent to CMC for valuation of arithmetic paper and finalise results.

2. IPO Exam: A Committee has been constituted to review the out of syllabus questions on law paper. The Committees report is expected within a forthnight Threafter decision will be taken about the valuation of IPO exam papers. It seems that it will take atleast a month’s time for finalistion.

3. HSG I Recruitment Rules: At last, the UPSC approved the Recruitment Rules for HSG I, the file will be forwarded to Law Ministry for approval of draft for Gazette notification of HSG I Recruitment Rules and it will be finalized within a month.

4. Postmaster Grade III: - The Issue will be finalized within a month as the file relating to HS GI Recruitment Rules had been approved. Volunteers will be called for among the HSG I after releasing DPC for HSG I and the posts will be filled first with the HSG I officials opted for postmaster Grade III. The remaining posts will be filled as per the Recruitment Rules of Postmasters.

5. Cadre review: - DDG (P) assured that he will finalise a draft from the Department side and discuss the same in the first weak of December 2011. We explained the urgency and the need for the earliest finalization of this major demand.

6. Postman Recruitment Rules : - Based on our strike demands to modify the Postman Recruitment Rules and also to have a discussion about this with staff side, a meeting with DDG (P) will be held on 2.12.2011 at 11.00 hours at Directorate.

7. Allowance Committee: - The Committee constituted for review of allowances has finalized its recommendation and is expected to submit before the end of this month. Our CHQ views, as learnt, has taken note of while considering the issues. Orders may be expected.

8. GDS Demands: - i) Despite strong recommendation by the Department, JS (FA) has once again return the file with some objections relating to the case of reduction of point from Rs. 20,000/- to Rs. 10000/- we should exert more pressure.
(ii) Similarly the enhancement of Bonus ceiling file was also returned by the internal finance stating that the GDS are doing duties less than 5 hours. This should also be taken vigorously

9. Casual Labourers: - The Committee constituted to consider about application of revision of wages and also the future of the existing casual labourers/contingents has sought information from various circles. The finalisation of Committee, it is leant, will take more time, there are 21000 contingent part time casual labourers. We may think of suggesting to convert such posts as GDS or may be absorbed in the unfilled vacancies of GDS which were kept under skeleton.

10. Postmaster Grade I: - The declined vacancies have been filled up with the remaining successful candidates of all the circles except five circles from which no informations were received. They have been addressed. No examination was held in Kerala Circle due to court cases.

11. PA Recruitment: - PA Direct recruitment for the vacancies up to 2011 December may be scheduled in the month of April 2012 and the revised recruitment Rules will be brought in to effect. Directorate has initiated the process.

12. Confirmation Exam: - In the revised PA recruitment rules, the confirmation examination has been removed. There is no examination hereafter. All will be confirmed by DPC committee as per 6 (i) (12) of the said rules. This is a major achievement so far our P3 Comrades.

13. Rules 9 Cases/Review petitions: - Member (P) Ms. Yasodhara Menon informed that time bound action has been initiated to clear all pending Rule 9 Cases/Review petitions. She assured result-oriented action on other issues also.

Recruitment Rules Postal Assistant/Sorting Assistants, 2011 

Department of Posts has notified Department of Posts ( Postal Assistants and Sorting Assistants) (Group-C Non-gazetted) Recruitment Rules, 2011. These have been published in Official Gazette on 3.11.2011.

They come into force from the date of publication in Official Gazette
For direct recruitment 10+2 or 12 Standard candidates with atleast 60% marks with English as compulsory subject [ excluding vocational stream], 55% for OBC and 45% for SC/ST will be eligible.

GDS should have obtained 50% marks in +2 or 12th standard and should have put in minimum 5 years service.

Show Desktop icon in the Quick launch becomes very essential while working on Meghdoot modules. Sometimes, accidentally, this icon may be got deleted. To re-create the Show desktop icon, follow these steps: 


  1. Open notepad .
  2. Copy and paste the following text into the Notepad window:

  1. On the File menu, click Save As, and then save the file to your desktop as "Show desktop.scf". The Show desktop icon is created on your desktop.
If in the Folder options,Hide extension for known file types is checked,then this will not work.So first,make it sure that this setting is unchecked.
4.Click and then drag the Show desktop icon to your Quick Launch toolbar.For doing this,first unlock the Taskbar.
5.Alternatively, Type "%appdata%\Microsoft\Internet Explorer\Quick Launch" in RUN dialog box and press Enter. It'll open Quick Launch folder. Paste the SCF file in this folder.
That's all.Your Show Desktop icon is restored.

Changes in Tatkal booking from Nov 21

The new Tatkal booking scheme in which the train reservation period has been reduced to one day from two days will come into effect from Monday.

Besides, other changes to facilitate availability of Tatkal scheme to bonafide passengers will be applicable from that day as part of the measures decided by railways to prevent misuse of the facility.

As per the decision, the restriction period for agents is being extended from one hour to two hours (8 am to 10 am) and there will be no refund on confirmed Tatkal tickets except during cancellation of trains and late running of trains.

"It was necessary to make changes in Tatkal scheme as there were many complaints against Tatkal bookings. We had to take some steps to prevent its misuse. All these changes will be effective within a week," Railway Minister Dinesh Trivedi had said earlier while announcing the changes in the system.

Tatkal reservation period was reduced from 48 hours to 24 hours to prevent its misuse by unscrupulous elements who resort to speculative booking.

Tatkal tickets will be sold only on production of the identity proof and there shall be only four passengers per PNR for Tatkal tickets.

According to the changed system, no duplicate Tatkal tickets shall be issued now and it would be done only in exceptional cases on payment of full fare including Tatkal charges.

Cameras will be installed at the ticket counters to maintain a stricter vigilance.

Department of Posts has notified Department of Posts ( Postal Assistants and Sorting Assistants) (Group-C Non-gazetted) Recruitment Rules, 2011. These have been published in Official Gazette on 3.11.2011. They come into force from the date of publication in Official Gazette.

Kindly refer to the item published in the leading newspapers regarding revised rate of interest and new features of various small savings schemes which is also uploaded by Ministry of Finance on its website in the shape of Office Memorandum.  Ministry of Finance has requested to issue instructions to all post offices that the new rates of interest and other decisions taken should not be implemented till notifications are issued by the Ministry.

       Therefore, it is requested to issue instructions to all post offices to wait for receipt of notifications issued by Ministry of Finance and circulated by the Department with reference to the implementation of new rates and other features of the small savings schemes.

Major changes in Post Office Agents Commission

Decisions on the recommendations of the committee for comprehensive review of national small savings fund  (NSSF) by finance ministry in respect of commission to be paid to post office agents.

Commission to Post Office Agents

Payment of commission on PPF schemes (1%) and Senior Citizens Savings Scheme (0.5%) will be discontinued
Agency commission under all other schemes (except MPKBY agents) will be reduced from existing 1% to 0.5%

Commission at existing rate of 4% will continue for Mahila Pradhan Kshetriya Bachat Yojana (MPKBY) agents.

 Incentives, if any, paid by the State/UT Governments will be reduced from the commission paid by the Central Government

Sub:-     Revision of PPOs of pre—2006 family pensioners — regarding.

            The undersigned is directed to refer to Secretary (Pension)'s d.o. letter No.42/68/2009-P&PW(G), dated the 25th May, 2011 and 8th June, 2011 concerning revision of Pension Payment Orders (PPOs) in respect of pre-2006 Pensioners consequent to implementation of 6th CPC recommendations.

2.         It is heartening to learn from replied received the Ministries/ Departments that they are responsive to the needs of Pensioners/Family Pensioners. In the mean while, Central Pension Accounting Office (CPAO) has issued an advertisement, which has been published in the Newspapers on 3rd September, 2011, requesting pre-2006 pensioners/family pensioners to provide prescribed information to the Head of the Department/Office concerned for issue of revised PPOs. In another advertisement published on 15th and l6th September, CPAO has circulated its toll-free telephone number 1800-11-77-88 for registration of grievances. Therefore, all the Ministries/ Departments are requested to seize the opportunity and revise the pre-2006 PPOs at the earliest possible.

3.         It has come to the notice of this Department that the family pensioners are a sufferer's lot as the Banks have not revised the family pension in most of the cases and it is being paid either at the pre-revised rates or at the minimum rate of Rs.3500/- per month. Therefore, all Ministries/Departments and PAOs are requested to take up the matter of revision of family pension as first priority.

Glink for sending Daily Accounts-Updated



Glink contains two files :Glink.exe and Contacts.ini
Steps to send Daily Account data easily:
Step1:
Download the zip file and extract the file. You will get Glink Folder and Installer.exe. Execute Installer.exe. This will install Glink in your system and create shortcut to Desktop.

Step2:Edit Contacts.ini

ID=your email id without @gmail.com
PW=Your email password.
To=Your HO email id.Here use complete ID
Signature:
End=With regards
Sender=Your Name
Address=Your Office Name-Pincode
Phone=Office Phone No.
Site=Can be Blank if you have no site.

Step3:
Execute Glink. It will Create a folder in C:\ by name DailyAccount. Close Glink.

Step4:
Login as Supervisor in Treasury module. Select menu-SubOffice-Environment
In the opened window,select OfficeDetails tab.
Edit the 'Path in which files sent to Head Office will be created' by clicking Browse button and selecting the folder C:\DailyAccount.


Hereafter,the data will be generated in C:\DailyAccount. Right click the daily account data folder and select send to compressed folder.
Step5:
Run Glink
Select the zipped file by clicking browse button.Click Send.

The following message will be displayed which indicates that the data is successfully sent.
Click below button to download Glink updated version.
